A letter report issued by the General Accounting Office with an abstract that begins "Agencies are increasingly moving to an electronic environment rather than paper records. Because electronic records provide comprehensive documentation of essential government functions and provide information necessary to protect government and citizen interests, their proper management is essential. Further, the preservation of significant documents and other records is crucial for the historical record. Responsibility for the government's electronic records lies with the National Archives and Records Administration (NARA). NARA completed an assessment of the current federal record keeping environment in 2001 which concluded that although agencies are creating and maintaining records appropriately, most remain unscheduled, and records of historical value are not being identified and provided to NARA for archival preservation. Although NARA plans to improve its guidance and to address technology issues, its plans do not address the low priority generally given to records management programs, nor the issue of systematic inspections. Recognizing the limitations of its technical strategies to support preservation, management, and sustained access to electronic records, NARA is planning to design, acquire, and manage an advanced electronic records (ERA) system. The LBNL tritium calorimeter is a stable instrument capable of measuring tritium with a sensitivity of 25 Ci. Measurement times range from 8-hr to 7-days depending on the thermal conductivity and mass of the material being measured. The instrument allows accurate tritium measurements without requiring that the sample be opened and subsampled, thus reducing personnel exposure and radioactive waste generation. The sensitivity limit is primarily due to response shifts caused by temperature fluctuation in the water bath. The fluctuations are most likely a combination of insufficient insulation from ambient air and precision limitations in the temperature controller. The sensitivity could probably be reduced to below 5 Ci if the following improvements were made: (1) Extend the external insulation to cover the entire bath and increase the top insulation. (2) Improve the seal between the air space above the bath and the outside air to reduce evaporation. This will limit the response drift as the water level drops. (3) Install an improved temperature controller, preferably with a built in chiller, capable of temperature control to {+-}0.001 C.

A letter report issued by the General Accounting Office with an abstract that begins "GAO reviewed efforts by the Interagency Security Committee (ISC) to protect critical federal infrastructure since the committee was created in 1995. ISC is chaired by the General Services Administration (GSA) and comprises 14 department-level agencies and other executive agencies and officials. ISC's primary responsibilities are to (1) establish policies for security in and protection of federal facilities; (2) develop and evaluate security standards for federal facilities, develop a strategy for ensuring compliance with such standards, and oversee the implementation of appropriate security measures in federal facilities; and (3) take the steps necessary to enhance the quality and effectiveness of security and protection of federal facilities. ISC has carried out some of its responsibilities, but it has made little progress on others. During the past 7 years, ISC has developed and issued security design criteria and minimum standards for building access procedures; disseminated information to member agencies, for their consideration and implementation, on entry security technology for buildings needing the highest security levels; and through its meetings and 13 working groups, provided a forum for federal agencies to discuss security issues and share information and ideas. Elliot discusses his family, joining the Navy and volunteering for Asiatic service, the start of war and the bombing of Cavite Navy Yard in the Philippines, retreat to Corregidor, capture by the Japanese, escaping internment on Palawan and joining Moro guerillas, sabotage, linking up with Australian forces, evacuation to Australia and returning to the United States, becoming a deepsea diver, and Korean War service. In appendix are a photo of Elliot, a map of the Philippines, two photos of a POW camp on Palawan, and a photo of three of his comrades.

The National Museum of the Pacific War presents an interview with Preston Holcomb. Holcomb joined the Navy in May of 1938. In 1939, Holcomb volunteered for the Asiatic Fleet and was assigned aboard USS Tulsa (PG-22), conducting patrols along the South China Sea. In 1941, after the attack on Pearl Harbor, they traveled to Manila, Philippines, completing mine patrol. In early 1942 their crew was asked to reinforce the Dutch Army in defending Java from the Japanese. Their ship provided escort and rescue missions in the Pacific. Holcomb traveled to Fremantle, Australia, where the ship was refitted and served as a convoy escort. In mid-1942, they joined the defense of New Guinea. In early 1944, Holcomb transferred to USS Tinsman (DE-589). They escorted a convoy to Leyte in late 1944 through early 1945. He returned to the US, though continued his service for 20 years.

The National Museum of the Pacific War presents an oral interview with Lowell Foss. Foss was born in Reno County, Kansas in 1922 and was raised and worked on the family farm. Drafted into the United States Marine Corps in 1941, he trained at Paris Island, South Carolina and Camp Lejeune, North Carolina. Trained as a lineman he was assigned to the 3rd Battalion, 4th Marines, 6th Marine Division. He tells of landing on Okinawa and of the high casualties taken during the battle for Sugar Loaf Hill. He relates the experience of an encounter with a Japanese soldier in which the gun of the Japanese soldier misfired allowing Foss to kill the enemy. Eventually, Foss was wounded and evacuated to a hospital on Guam. He was there when Japan surrendered. Foss recalls the horrendous condition of the former prisoners of the Japanese as they entered the hospital following the surrender of Japan.

Buildings often do not perform as well in practice as expected during pre-design planning, nor as intended at the design stage, nor even as measured during commissioning and maintenance operations. While this statement is generally considered to be true, it is difficult to quantify the impacts and long-term economic implications of a building in which performance does not meet expectations. This leads to a building process that is devoid of quantitative feedback that could be used to detect and correct problems both in an individual building and in the building process itself. A key element in this situation is the lack of a standardized method for documenting and communicating information about the intended and actual performance of a building. This deficiency leads to several shortcomings in the life-cycle management of building information. Planners have no means of clearly specifying their expectations. Designers do not concisely document their design intent. Commissioning personnel have no standardized method for documenting the results of performance testing. Post-occupancy building performance cannot readily be compared to expectations in an attempt to evaluate and improve design and operation decisions. He was stationed at Pearl Harbor, along with his wife who worked at the Office of Naval Intelligence. He then completed Submarine School at the Naval Submarine Base in New London. After the attack on Pearl Harbor, Faust took command of USS R-7 (SS-84), an R-class coastal and harbor defense submarine, conducting anti-submarine patrols in the shipping lanes between Bermuda and the northeastern coat. In 1945, Faust deployed to the Pacific and took command of USS Trepang (SS-412). He traveled to Guam, the coast of Japan, Kwajalein and Pearl Harbor. After the war ended, he continued his service until the early 1960s.

AOC has demonstrated a commitment to change through ongoing management improvements. It is also revisiting its strategic planning efforts, working with a consultant to implement best practices, and implementing a new financial management system. AOC recognizes that change will not come quickly or easily. AOC must ensure that it has the policies, procedures, and people in place to effectively implement the needed changes. GAO believes that AOC must ensure top leadership commitment to change; identify long-term, mission-critical goals through a re-invigorated strategic planning process tied to serving the Congress; develop annual goals and a system for measuring progress; and establish individual accountability and commensurate authority for achieving results."
