Electronic Records Archive: Status Update on the National Archives and Records Administration's Fiscal Year 2010 Expenditure Plan

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, the National Archives and Records Administration (NARA) has been working to develop an electronic records archive (ERA) to preserve and provide access to massive volumes and all types of electronic records. NARA certified initial operating capability of the first two phases of ERA in June 2008 and December 2008 and plans to achieve full operating capability for the system by 2012. As required by the Consolidated Appropriations Act, NARA submitted an expenditure plan to Congress to support its request for fiscal year 2010 ERA funding. The act also requires that this plan meet six conditions, including a review by GAO. GAO's objectives in reviewing the fiscal year 2010 plan were to (1) determine whether the plan satisfies the legislative conditions, (2) determine the extent to which NARA has implemented prior GAO recommendations, and (3) provide any other observations on the plan or the ERA acquisition. To do this, GAO reviewed the expenditure plan and other agency documents and interviewed NARA officials."

The Role of INSPIRE in HEP Data Preservation Efforts

INSPIRE is a new community resource for HEP literature and associated information. It is based on the combination of SPIRES content and features and the powerful Invenio software developed at CERN. The INSPIRE service will come online in fall of 2009, and be run by CERN, DESY, Fermilab and SLAC. Data preservation, to be successful, must not only preserve the data, but must also organize it and allow it to be found by those who would make use of it, and resources such as INSPIRE are ideally positioned and ready to provide this organization and context. In addition, INSPIRE will soon be ready to provide storage of smaller datasets, such as high-level analysis objects, as stand-alone objects placed in the repository or as objects associated with an analysis paper. This small project could pave the way towards the context and organization which is one piece of the infrastructure needed for all levels of data preservation.

Oral History Interview with Barney Tarver, November 11, 2010

The National Museum of the Pacific War presents an oral interview with Barney Tarver. Tarver joined the Marine Corps in 1944. He was sent to the Pacific as a replacement. Tarver joined the 1st Marine Division on Pavuvu and took part in the invasion of Okinawa. He describes the conditions of the battlefield and the tactics used against dug-in Japanese defenders. Tarver describes being picked for stretcher duty and seeing men break due to the stress of battle. He traveled with the division to China for occupation duty and returned home for discharge.

Influence of Incision Location on Transmitter Loss, Healing, Incision Lengths, Suture Retention, and Growth of Juvenile Chinook Salmon

In this study, conducted by Pacific Northwest National Laboratory for the U.S. Army Corps of Engineers, Portland District, we measured differences in survival and growth, incision openness, transmitter loss, wound healing, and erythema among abdominal incisions on the linea alba, lateral and parallel to the linea alba (muscle-cutting), and following the underlying muscle fibers (muscle-sparing). A total of 936 juvenile Chinook salmon were implanted with both Juvenile Salmon Acoustic Tracking System transmitters (0.43 g dry) and passive integrated transponder tags. Fish were held at 12°C (n = 468) or 20°C (n = 468) and examined once weekly over 98 days. We found survival and growth did not differ among incision groups or between temperature treatment groups. Incisions on the linea alba had less openness than muscle-cutting and muscle-sparing incisions during the first 14 days when fish were held at 12°C or 20°C. Transmitter loss was not different among incision locations by day 28 when fish were held at 12°C or 20°C. However, incisions on the linea alba had greater transmitter loss than muscle-cutting and muscle-sparing incisions by day 98 at 12°C.
