Homosexuals and U.S. Military Policy: Current Issues
This report discusses policy towards homosexuals in the U.S. military service. In 1993, new laws and regulations pertaining to homosexuals and U.S. military service came into effect reflecting a compromise in policy. This compromise, colloquially referred to as “don’t ask, don’t tell,” holds that the presence in the armed forces of persons who demonstrate a propensity or intent to engage in homosexual acts would create an unacceptable risk to the high standards of morale, good order and discipline, and unit cohesion which are the essence of military capability. Service members are not to be asked about nor allowed to discuss their homosexuality. This compromise notwithstanding, the issue has remained politically contentious.

Russian-Japanese Impasse and Its Implications
Relations between Russia and Japan are seriously strained. At the heart of the impasse is a territorial dispute over a group of islands seized by the Soviet Union in 1945 and claimed by both countries. The Japanese Government maintains that there can be no normalization of relations between the two countries until Russia agrees to return the islands. Japan may refuse to participate in large-scale economic assistance to Russia until it is satisfied on the territorial question.

Afghanistan: Challenges and Options for Reconstructing a Stable and Moderate State
This report provides information on and analysis of the current situation in Afghanistan, taking into consideration the country’s essential characteristics and political developments since about the time of the overthrow of the last Afghan King, Zahir Shah, in 1973, and sketches out four possible scenarios for Afghanistan’s future. Finally, the report identifies and analyzes factors that will influence Afghanistan’s political future, and discusses three policy areas in particular in which actions by the United States could be crucial to the achievement of the U.S. goal of a peaceful, stable, democratic, and terrorist-free Afghanistan. An appendix contains key documents relating to the December 2001 Bonn Agreement, which is the framework for current efforts to create a stable and democratic Afghanistan.

Balancing Scientific Publication and National Security Concerns: Issues for Congress
There is a lack of consensus regarding the best method of balancing scientific publishing and national security. The current federal policy, as described in National Security Decision Directive 189, is that fundamental research should remain unrestricted and that in the rare case where it is necessary to restrict such information, classification is the appropriate vehicle to do so. Other mechanisms restrict international information flow, where Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR) control export of items and technical information on specific lists. Both EAR and ITAR contain a fundamental research exclusion, but this exclusion is lost if prepublication review of research results for sensitive information occurs.

Stem Cell Research
Embryonic stem cells have the ability to develop into virtually any cell in the body, and they may have the potential to treat medical conditions such as diabetes and Parkinson’s disease. In August 2001, President Bush announced that for the first time federal funds would be used to support research on human embryonic stem cells, but funding would be limited to “existing stem cell lines.” The National Institutes of Health (NIH) has established the Human Embryonic Stem Cell Registry, which lists 78 stem cell lines that are eligible for use in federally funded research. However, only 22 embryonic stem cell lines are currently available. Scientists are concerned about the quality, and longevity of these stem cell lines.

The Budget Reconciliation Process: House and Senate Procedures
The budget reconciliation process is an optional procedure that operates as an adjunct to the budget resolution process established by the Congressional Budget Act of 1974. The chief purpose of the reconciliation process is to enhance Congress’s ability to change current law in order to bring revenue, spending, and debt-limit levels into conformity with the policies of the annual budget resolution. Reconciliation is a two-stage process. First, reconciliation directives are included in the budget resolution, instructing the appropriate committees to develop legislation achieving the desired budgetary outcomes. The second step involves consideration of the resultant reconciliation legislation by the House and Senate under expedited procedures.

Air Quality Issues and Animal Agriculture: A Primer
This report focuses on the environmental quality of water resources as affected by animal agriculture, specifically animal waste, which can harm water quality through surface runoff, direct discharges, spills, and leaching into soil and groundwater. This report also discusses the contribution of emissions from animal feeding operations (AFO), enterprises where animals are raised in confinement, to air pollution.

Judicial nominations are submitted to the Senate by the President. Once a nomination is submitted, the Senate refers it to the Judiciary Committee. This report the National Emergencies Act (50 U.S.C. 1601-1651) that eliminated or modified some statutory grants of emergency authority, required the President to declare formally the existence of a national emergency and to specify what statutory authority, activated by the declaration, would be used, and provided Congress a means to countermand the President's declaration and the activated authority being sought.
