This CRS report, updated as warranted, discusses policy issues regarding military-to-military (mil-to-mil) contacts with the People's Republic of China (PRC) and provides a record of major contacts and crises since 1993. Issues for Congress include whether the Obama Administration has complied with legislation overseeing dealings with the PLA and pursued contacts with the PLA that advance a prioritized set of U.S. security interests, especially the operational safety of U.S. military personnel. Oversight legislation includes the Foreign Relations Authorization Act for FY1990-FY1991 and National Defense Authorization Act (NDAA) for FY2000.

Congress established the Office of Science and Technology Policy (OSTP) through the National Science and Technology Policy, Organization, and Priorities Act of 1976. The act states that “The primary function of the OSTP Director is to provide, within the Executive Office of the President [EOP], advice on the scientific, engineering, and technological aspects of issues that require attention at the highest level of Government.” Issues for Congress to consider regarding OSTP are the nomination of the OSTP director by the President; engagement of OSTP with China; the title, rank, and responsibilities of the OSTP director; OSTP policy foci; OSTP funding and staffing; roles and functions of the OSTP and NSTC; and the status and influence of the President's Council of Advisors on Science and Technology (PCAST).

This report presents, in analytical question and answer form, the issues surrounding the financial conditions of Fannie Mae and Freddie Mac, which are stockholder-owned government-sponsored enterprises (GSEs). Their federal charters give the GSEs special public policy goals aimed at providing liquidity in the mortgage market and to provide access to homeownership for underserved groups and locations. In return, their charters give the GSEs a special relationship with the government.

A letter report issued by the Government Accountability Office with an abstract that begins "Based on GAO’s previous work and the information obtained from other agencies, GAO identified eight individual practices that can be combined and considered steps within an overall lessons-learned process—that is, a systematic means for agencies to learn from an event and make decisions about when and how to use that knowledge to change behavior. Not all of the agencies with which GAO spoke used all of the practices, and the application of the practices varied among agencies. For example, to collect information about an incident—the first step of the process—the Bureau of Diplomatic Security within the Department of State collects incident reports, footage from security cameras, and interviews witnesses. To disseminate lessons learned—the fifth step—the Los Angeles Police Department produces a formal document after a critical incident that captures the lessons learned and disseminates the document to its units for use in planning, preparation, and coordination exercises."

The National Museum of the Pacific War presents an interview with James Trubach. Trubach was drafted into the Army in December of 1944. In March of 1945 he traveled to Luzon, Philippines. His job was to go out on reconnaissance missions into the hills of Luzon to locate any remaining Japanese soldiers in the caves. Trubach provides some detail of these missions and of jungle life. He then traveled to Fukaya, Japan to help clean up an ammunition storage area and destroy Japanese weapons. He was then transferred over to a medical detachment with the Army Air Forces. They traveled around Japan administering vaccinations and then he was placed into a communication detachment until early 1946. He then served as telephone operator, corresponding with other bases around Japan. Trubach was discharged in November of 1946.

A letter report issued by the Government Accountability Office with an abstract that begins "An annual average of 6.2 percent of noninstitutionalized children in Medicaid nationwide and 4.8 percent of privately insured children took one or more psychotropic medications, according to GAO's analysis of 2007-2009 data from the Department of Health and Human Services' (HHS) Medical Expenditure Panel Survey (MEPS). MEPS data also showed that children in Medicaid took antipsychotic medications (a type of psychotropic medication that can help some children but has a risk of serious side effects) at a relatively low rate--1.3 percent of children--but that the rate for children in Medicaid was over twice the rate for privately insured children, which was 0.5 percent. In addition, MEPS data showed that most children whose emotions or behavior, as reported by their parent or guardian, indicated a potential need for a mental health service did not receive any services within the same year. The Centers for Medicare & Medicaid Services (CMS) and many states have initiatives under way to help ensure that children receive appropriate mental health treatments. However, CMS's ability to monitor children's receipt of mental health services is limited because CMS does not collect information from states …

The National Museum of the Pacific War presents an oral interview with Leland Gwin. After Gwin's brother was captured on Corregidor, Gwin vowed to rescue him. In late 1944, when he turned 17, Gwin joined the Navy. Upon completion of amphibious training, he was assigned as an engineer to an LCVP attached to the USS Rockingham (APA-229). While landing troops at Okinawa, he rescued a crew whose landing gear failed and evacuated 150 wounded off a hospital ship that was attacked. Gwin was later assigned to pick up American POWs from Leyte, where he met someone who had been imprisoned with his brother. Gwin learned that although his brother survived the Bataan Death March, he had been worked to death in a coalmine. Gwin spent the next six months transporting soldiers home, making four round trips before by June 1946. He then received orders to Bikini Atoll but was granted leave to see his dying mother and was subsequently discharged. Several of the men who went in his place died soon after from exposure to radiation.
