Federal Law Enforcement: Survey of Federal Civilian Law Enforcement Mandatory Basic Training

A letter report issued by the Government Accountability Office with an abstract that begins "Federal law enforcement officers (LEO) are required to complete mandatory basic training in order to exercise their law enforcement authorities. GAO was asked to identify federal mandatory law enforcement basic training programs. This report builds on GAO's prior work surveying federal civilian law enforcement components regarding their functions and authorities (see GAO-07-121, December 2006). GAO defined an LEO as an individual authorized to perform any of four functions: conduct criminal investigations, execute search warrants, make arrests, or carry firearms. In this report GAO describes (1) the mandatory basic law enforcement training that the components reported requiring their LEOs to complete and the federal law enforcement job series classifications for which basic training programs are mandatory; and (2) a breakdown of the delivery of the of basic training programs, by type of organization providing the training and location. To conduct this work, GAO administered a Web-based survey to 105 federal civilian law enforcement components. Each was requested to self-report on, required basic training programs for LEOs, the organizations conducting the training, training locations, and the job series for which programs are mandatory. GAO is not making recommendations."

Designing a Multi-Petabyte Database for LSST

The 3.2 giga-pixel LSST camera will produce approximately half a petabyte of archive images every month. These data need to be reduced in under a minute to produce real-time transient alerts, and then added to the cumulative catalog for further analysis. The catalog is expected to grow about three hundred terabytes per year. The data volume, the real-time transient alerting requirements of the LSST, and its spatio-temporal aspects require innovative techniques to build an efficient data access system at reasonable cost. As currently envisioned, the system will rely on a database for catalogs and metadata. Several database systems are being evaluated to understand how they perform at these data rates, data volumes, and access patterns. This paper describes the LSST requirements, the challenges they impose, the data access philosophy, results to date from evaluating available database technologies against LSST requirements, and the proposed database architecture to meet the data challenges.

Oral History Interview with Deverl Goode, November 10, 2007

The National Museum of the Pacific War presents an oral interview with Deverl Goode. Goode was born in 1922 and joined the Army after one semester of college. He received basic training at Camp Wolters and landed on Leyte in 1944 with the Americal Division. He was sent to Cebu as a scout. Cut off behind enemy lines for several days, he subsisted on bananas, wild potatoes, and rainwater. He spent several months on Negros Island using a flamethrower to clear caves of enemy holdouts; one cave turned out to be a makeshift Japanese hospital. After the war ended, he was a guard at Sugamo Prison, where he escorted Tokyo Rose and Saipan Sue to their interrogations. He encountered several imprisoned American sergeants there, presumed to be spies. He visited Hiroshima, where only a small bit of steel infrastructure and bricks were left standing. Goode returned home and was discharged.

This concern has led to an increased call for federal legislation regarding e-waste management. To help policy makers better understand the impact of state e-waste legislation, this report discusses issues that have led to state action, common elements in state-waste laws and proposals, and an overview of each enacted state law.

The National Museum of the Pacific War presents an oral interview with Michael Kuryla. Kuryla was born in Chicago, Illinois on 10 September 1925 into a family of eight children. He describes his family’s living conditions during the Depression. Joining the US Navy in 1942, he underwent boot training at Great Lakes Naval Training Station, Illinois. Following boot camp, he was assigned to the USS Indianapolis (CA-35) as the fire director of a five-inch gun. He explains the job of the gun director. He describes the bombardment of Tarawa and tells of participating in battles at Kwajalein, Guam, Iwo Jima and Okinawa. He shares a personal experience he had with Admiral Spruance. The Indianapolis was struck by a kamikaze and Kuryla describes the damage done and the lives lost as a result. Once the ship was repaired components for an atomic bomb were put on board for delivery to Tinian. After delivery the ship was bound for Guam when it was struck by Japanese torpedoes. Kuryla graphically describes his personal experience of abandoning the ship and what he witnessed during five nights and four days in the water. Oral History Interview with Ralph Piatek, December 10, 2007

The National Museum of the Pacific War presents an interview with Ralph Piatek. Piatek joined the Navy in 1939. He served as an Electrician’s Mate aboard the USS Augusta (CA-31) from April of 1941 through mid-1943, participating in the Naval Battle of Casablanca. While serving aboard, he had the opportunity to meet President Franklin D. Roosevelt, British Prime Minister Winston Churchill and General George S. Patton. Beginning mid-1943, Piatek volunteered for submarine duty, serving with the Pacific Fleet aboard the USS Saury (SS-189). He participated in war patrols between Iwo Jima and Okinawa, damaging an enemy destroyer. Additionally, they patrolled through Midway, the East China Sea, San Bernardino Straits in the Philippines and Saipan. Piatek continued his service after the war ended, retiring from the Navy in 1969 after 30 years of service.
