Gammasphere software development. Final report, May 15, 1992 - August 14, 1996

This report describes the activities of the nuclear physics group at Mississippi State University, which were performed under contract DE-FG05-92ER40726 with the Department of Energy. Under the contract, the nuclear physics group at MSU provided leadership for the Gammasphere Software Working Group (SWG) and developed software and software standards. The SWG held four workshops during the term of the contract to inform committee members and interested parties of development in software and computer technologies and summaries of the presentations and discussions were compiled for distribution. These summaries have been distributed to interested members of the nuclear physics community and copies are included with this report. SWG subcommittees were organized to address specific issues and reports were given to the full SWG at each meeting. The subcommittee on a ''standard format for histogram data'' developed a format that was presented to the Gammasphere Users' Group and has been provided to interested parties. Other subcommittees were organized to address issues of parallel computing and graphical user interfaces at GammaSphere. We worked closely with Robert Varner and Bill Milner at ORNL in adapting and testing the ORNL histogram display software (UPAK) for use on SPARC-based workstations. Historic preservation requirements and the evaluation of cold war era nuclear facilities at Argonne National Laboratory-East.

Project design for the decontamination and decommissioning (D&D) of federal facilities must address the requirements of the National Environmental Policy Act which includes compliance with the National Historic Preservation Act (NHPA). Section 106 of the NHPA requires that Federal agencies consider any effect their activities may have on historic properties. While a cultural property is not usually considered historic until it has reached an age of 50 years or older, special consideration is given to younger properties if they are of exceptional importance in demonstrating unique development in American history, architecture, archaeology, engineering, or culture. As part of the U.S. Department of Energy's (DOE's) D&D program at Argonne National Laboratory-East (ANL-E), site properties are evaluated within the context of the Cold War Era and within themes associated with nuclear technology. Under this program, ANL-E staff have conducted archival research on three nuclear reactor facilities, one accelerator, and one laboratory building. DOE and ANL-E have been working closely with the Illinois Historic Preservation Agency (IHPA) to determine the eligibility of these properties for listing on the National Register of Historic Places. Preserving Alaska's early Cold War legacy.

The US Air Force owns and operates numerous facilities that were constructed during the Cold War era. The end of the Cold War prompted many changes in the operation of these properties: missions changed, facilities were modified, and entire bases were closed or realigned. The widespread downsizing of the US military stimulated concern over the potential loss of properties that had acquired historical value in the context of the Cold War. In response, the US Department of Defense in 1991 initiated a broad effort to inventory properties of this era. US Air Force installations in Alaska were in the forefront of these evaluations because of the role of the Cold War in the state's development and history and the high interest on the part of the Alaska State Historic Preservation Officer (SHPO) in these properties. The 611th Air Support Group (611 ASG) owns many of Alaska's early Cold War properties, most were associated with strategic air defense. The 611 ASG determined that three systems it operates, which were all part of the integrated defense against Soviet nuclear strategic bomber threat, were eligible for the National Register of Historic Places (NRHP) and would require treatment as historic properties. The Potential Uses of Commercial Satellite Imagery in the Middle East

It became clear during the workshop that the applicability of commercial satellite imagery to the verification of future regional arms control agreements is limited at this time. Non-traditional security topics such as environmental protection, natural resource management, and the development of infrastructure offer the more promising applications for commercial satellite imagery in the short-term. Many problems and opportunities in these topics are regional, or at least multilateral, in nature. A further advantage is that, unlike arms control and nonproliferation applications, cooperative use of imagery in these topics can be done independently of the formal Middle East Peace Process. The value of commercial satellite imagery to regional arms control and nonproliferation, however, will increase during the next three years as new, more capable satellite systems are launched. Aerial imagery, such as that used in the Open Skies Treaty, can also make significant contributions to both traditional and non-traditional security applications but has the disadvantage of requiring access to national airspace and potentially higher cost. There was general consensus that commercial satellite imagery is under-utilized in the Middle East and resources for remote sensing, both human and institutional, are limited.
