Historic preservation requirements and the evaluation of cold war era nuclear facilities at Argonne National Laboratory-East.

Project design for the decontamination and decommissioning (D&D) of federal facilities must address the requirements of the National Environmental Policy Act which includes compliance with the National Historic Preservation Act (NHPA). Section 106 of the NHPA requires that Federal agencies consider any effect their activities may have on historic properties. While a cultural property is not usually considered historic until it has reached an age of 50 years or older, special consideration is given to younger properties if they are of exceptional importance in demonstrating unique development in American history, architecture, archaeology, engineering, or culture. As part of the U.S. Department of Energy's (DOE's) D&D program at Argonne National Laboratory-East (ANL-E), site properties are evaluated within the context of the Cold War Era and within themes associated with nuclear technology. Under this program, ANL-E staff have conducted archival research on three nuclear reactor facilities, one accelerator, and one laboratory building. DOE and ANL-E have been working closely with the Illinois Historic Preservation Agency (IHPA) to determine the eligibility of these properties for listing on the National Register of Historic Places. Preserving Alaska's early Cold War legacy.

The US Air Force owns and operates numerous facilities that were constructed during the Cold War era. The end of the Cold War prompted many changes in the operation of these properties: missions changed, facilities were modified, and entire bases were closed or realigned. The widespread downsizing of the US military stimulated concern over the potential loss of properties that had acquired historical value in the context of the Cold War. In response, the US Department of Defense in 1991 initiated a broad effort to inventory properties of this era. US Air Force installations in Alaska were in the forefront of these evaluations because of the role of the Cold War in the state's development and history and the high interest on the part of the Alaska State Historic Preservation Officer (SHPO) in these properties. The 611th Air Support Group (611 ASG) owns many of Alaska's early Cold War properties, most were associated with strategic air defense. The 611 ASG determined that three systems it operates, which were all part of the integrated defense against Soviet nuclear strategic bomber threat, were eligible for the National Register of Historic Places (NRHP) and would require treatment as historic properties. Data Mining Empowers the Generation of a Novel Class of Chromosome-specific DNA Probes

Probes that allow accurate delineation of chromosome-specific DNA sequences in interphase or metaphase cell nuclei have become important clinical tools that deliver life-saving information about the gender or chromosomal make-up of a product of conception or the probability of an embryo to implant, as well as the definition of tumor-specific genetic signatures. Often such highly specific DNA probes are proprietary in nature and have been the result of extensive probe selection and optimization procedures. We describe a novel approach that eliminates costly and time consuming probe selection and testing by applying data mining and common bioinformatics tools. Similar to a rational drug design process in which drug-protein interactions are modeled in the computer, the rational probe design described here uses a set of criteria and publicly available bioinformatics software to select the desired probe molecules from libraries comprised of hundreds of thousands of probe molecules. Examples describe the selection of DNA probes for the human X and Y chromosomes, both with unprecedented performance, but in a similar fashion, this approach can be applied to other chromosomes or species.

Sea Water Radiocarbon Evolution in the Gulf of Alaska: 2002 Observations

Oceanic uptake and transport of bomb radiocarbon as {sup 14}CO{sub 2} created by atmospheric nuclear weapons testing in the 1950s and 1960s has been a useful diagnostic to determine the carbon transfer between the ocean and atmosphere. In addition, the distribution of radiocarbon in the ocean can be used as a tracer of oceanic circulation. Results obtained from samples collected in the Gulf of Alaska in the summer of 2002 provide a direct comparison with results in the 1970s during GEOSECS and in the early 1990s during WOCE. The open gyre values are 20-40{per_thousand} more negative than those documented in 1991 and 1993 (WOCE) although the general trends as a function of latitude are reproduced. Surface values are still significantly higher than pre-bomb levels ({approx}-105{per_thousand} or lower). In the central gyre, we observe {Delta}{sup 14}C-values that are lower in comparison to GEOSECS (stn 218) and WOCE P16/P17 to a density of {approx}26.8{sigma}t. This observation is consistent with the overall decrease in surface {Delta}{sup 14}C values, and reflects the erosion of the bomb-{sup 14}C transient. We propose that erosion of the bomb-{sup 14}C transient is accomplished by entrainment of low {sup 14}C water via vertical exchange within the Gulf of Alaska …

The Potential Uses of Commercial Satellite Imagery in the Middle East

It became clear during the workshop that the applicability of commercial satellite imagery to the verification of future regional arms control agreements is limited at this time. Non-traditional security topics such as environmental protection, natural resource management, and the development of infrastructure offer the more promising applications for commercial satellite imagery in the short-term. Many problems and opportunities in these topics are regional, or at least multilateral, in nature. A further advantage is that, unlike arms control and nonproliferation applications, cooperative use of imagery in these topics can be done independently of the formal Middle East Peace Process. The value of commercial satellite imagery to regional arms control and nonproliferation, however, will increase during the next three years as new, more capable satellite systems are launched. Aerial imagery, such as that used in the Open Skies Treaty, can also make significant contributions to both traditional and non-traditional security applications but has the disadvantage of requiring access to national airspace and potentially higher cost. There was general consensus that commercial satellite imagery is under-utilized in the Middle East and resources for remote sensing, both human and institutional, are limited.
