Federal Aid to Libraries: The Library Services and Technology Act
This report discusses the Library Services and Technology Act (LSTA), which consolidated and replaced the former Library Services and Construction Act (LSCA) and other federal library assistance legislation. LSTA grants to the states are allocated to state library administrative agencies (SLAAs), and may be used for two basic purposes: developing and improving electronic or other linkages and networks connecting providers and consumers of library services and resources; and/or targeting library services to under served or disadvantaged populations, such as persons with disabilities, those with limited literacy skills, or children from poor families.

Superfund and Brownfields in the 107th Congress
After four Congresses in which Superfund reauthorization was not achieved, the 107th Congress is focusing on the brownfields program to clean up less seriously contaminated sites. S. 350 passed the Senate on April 25, 2001. The bill provides $200 million per year for the program and relieves liability for contiguous property owners, prospective purchasers, and innocent landowners. An additional $50 million is provided for petroleum-contaminated sites.

Survey of Federal Laws and Regulations Mandating Affirmative Action Goals, Set-asides, or Other Preference Based on Race, Gender, or Ethnicity
This report provides a broad but by no means an exhaustive, survey of federal statutes and regulations that specifically refer to race, gender, or ethnicity as factors to be considered in the administration of any federal program. Such measures may include, but are not limited to, goals, timetables, set-asides, and quotas, as those terms are generally (however imperfectly) understood. Based on several searches of LEXIS/NEXIS and WESTLAW legal databases, and a variety of search strategies, the compilation seeks to be as comprehensive as possible. With certain noted exceptions, the report collectively describes those statutes, regulations, or executive orders uncovered by our research which appear, in any manner, to prefer or consider race, gender, or ethnicity as affirmative factors in federal employment, in the allocation of federal contracts, or in granting any federal benefit to individuals or institutions. Several laws and regulations directed to “socially and economically disadvantaged” individuals and institutions are included because, as more fully explained by the report, that term has been defined administratively and by statute to presumptively apply to specific racial and ethnic minorities.

At the beginning of the 109th Congress, both the House and Senate Committees on Appropriations reorganized their subcommittee structure, affecting the coverage of the FY2006 appropriations bills. As a result of this change, the appropriations bill that formerly provided funding for the Departments of Transportation and the Treasury, the Executive Office of the President, and Independent Agencies now includes funding for the Department of Housing and Urban Development, the Judiciary, and (in the case of the House, but not the Senate) the District of Columbia.

Congress and Program Evaluation: An Overview of Randomized Controlled Trials (RCTs) and Related Issues
This report discusses what RCTs are and identifies a number of issues regarding RCTs that might arise when Congress considers making program evaluation policy. For example, in the 109th Congress, Section 3 of S. 1934 (as introduced) would establish a priority for RCTs when evaluating offender reentry demonstration projects; Section 114 of S. 667 (Senate Finance Committee-reported bill) would require RCTs for demonstration projects for low-income families; and Section 5 of S. 1129 (as introduced) would call for RCTs for projects and policies of multilateral development banks. Issues regarding RCTs could also arise when actors in the policy process present specific program evaluations to Congress (e.g., in the President’s budget proposals) to influence Congress’s views and decision making. For many reasons, evaluations often merit scrutiny and care in interpretation.
