Operation and Maintenance of the National Radiobiology Archives

The National Radiobiology Archives (NRA) are an archival program, started in 1989, to collect, organize and maintain data, laboratory notebooks, and animal tissue specimens from government (Department of Energy and its predecessor agencies) sponsored radiobiology life-span animal studies. These unique records, histopathology slides and paraffin embedded tissue blocks are maintained in a central facility and are available for further research study. The materials include electronic and paper records for each of more than 6,000 life-span-observations on dogs as well as details of major studies involving nearly 30,000 mice. Although these studies were performed over many years and at different laboratories with differing data management systems, the NRA has translated them into a standardized set of relational database tables. These can be distributed to interested individuals on written request. Specific Aims are: (1) To Maintain the Archive of Written Records from the Animal Experiments - The USTUR continued to maintain the NRA archives which consist of approximately 175 storage boxes containing laboratory notebooks, animal exposure records, animal pathologic records, and radiographs. These were stored in a 6,000 square foot leased facility in Richland, WA. Additionally, through a collaboration with Pacific Northwest National Laboratory's (PNNL) Low Dose Program, many of these records …

Oral History Interview with Thomas Gillette, May 7, 2012 (open access)

Oral History Interview with Thomas Gillette, May 7, 2012

The National Museum of the Pacific War presents an oral interview with Thomas Gillette. Gillette was 10 years old when Pearl Harbor was attacked. His father was commander of the shipyard. At a party hosted by Gillette's family in November 1941, he overheard captains discuss the potential of being dragged into the Philippines; none of them suspected an attack at Pearl. His uncle, a senator from Iowa, warned Roosevelt that the Japanese fleet was sailing eastward; he believes the President intentionally withheld this information from Kimmel. Narrowly surviving the attack, Gillette and his mother boarded the first convoy to the mainland along with 2,500 women and children, while Gillette's father stayed behind to oversee ship repairs. Having lived amongst Japanese in Hawaii, his family was shocked by the practice of Japanese-American internment. His father joined the family at Bremerton where he successfully reorganized the mismanaged shipyard and was promoted to admiral. Gillette went on to earn degrees in marine engineering and naval architecture and was commissioned in the Navy in 1952 at the age of 21, following in his father's footsteps and supervising ship repairs.

Characterization of U-Mo Foils for AFIP-7 (open access)

Characterization of U-Mo Foils for AFIP-7

Twelve AFIP in-process foil samples, fabricated by either Y-12 or LANL, were shipped from LANL to PNNL for potential characterization using optical and scanning electron microscopy techniques. Of these twelve, nine different conditions were examined to one degree or another using both techniques. For this report a complete description of the results are provided for one archive foil from each source of material, and one unirradiated piece of a foil of each source that was irradiated in the Advanced Test Reactor. Additional data from two other LANL conditions are summarized in very brief form in an appendix. The characterization revealed that all four characterized conditions contained a cold worked microstructure to different degrees. The Y-12 foils exhibited a higher degree of cold working compared to the LANL foils, as evidenced by the highly elongated and obscure U-Mo grain structure present in each foil. The longitudinal orientations for both of the Y-12 foils possesses a highly laminar appearance with such a distorted grain structure that it was very difficult to even offer a range of grain sizes. The U-Mo grain structure of the LANL foils, by comparison, consisted of a more easily discernible grain structure with a mix of equiaxed and …

Sourcing Policy: Selected Developments and Issues

Dating back to the 1950s, federal sourcing policy generally has focused on the premise that the government should rely on the private sector for the provision of certain goods and services. Additionally, it has centered around guidance for conducting public-private competitions to determine whether federal employees, or contractor employees, should be selected to perform certain agency functions. This report provides an overview of the evolution of federal sourcing policy to date and identifies the major policy issues before Congress. It is not a legislation tracking report.

2020 Census: Initial Research Milestones Generally Met but Plans Needed to Mitigate Highest Risks

A letter report issued by the Government Accountability Office with an abstract that begins "According to U.S. Census Bureau (Bureau) officials, to inform timely design decisions, research on new methods to improve the cost effectiveness of the 2020 Census must be accomplished early enough in the decade to confirm their likely impact on both cost and quality. Three key efforts--(1) the use of the Internet as a response option, (2) a potential move towards targeted address canvassing, and (3) the possible use of administrative records to replace data collected during census field operations--present the Bureau with potential opportunities to reduce costs while maintaining quality. The Bureau's 2020 Research and Testing Program has 14 fiscal year 2012 projects focused on informing design decisions related to the three key efforts. Bureau officials are also aware that the changes they are testing come with many risks, and for each project the Bureau has identified a number of risks and prioritized them from high to low. However, the Bureau has not developed mitigation or contingency plans for these project risks. For example, there are several risks, including tight time frames and accurate cost information, without mitigation and contingency plans. Additionally, GAO found that the …

Mexican Migration to the United States: Policy and Trends

History and geography have given Mexico a unique status in the U.S. immigration system, and have made the Mexico-U.S. migration flow the largest in the world. Mexicans are the largest group of U.S. migrants across most types of immigration statuses—a fact that may have important implications for how Congress makes U.S. immigration policy. This report reviews the history of immigration policy and migration flows between the countries and the demographics of Mexicans within the United States. It also analyzes contemporary issues in U.S. immigration policy and the impact Mexico may have on U.S. immigration outcomes.
