Environmental Contamination: Many Uncertainties Affect the Progress of the Spring Valley Cleanup

A letter report issued by the General Accounting Office with an abstract that begins "During World War I, the U.S. Army operated a large research facility to develop and test chemical weapons and explosives in the area that became the Spring Valley neighborhood in Washington, D.C. Buried ordnance, discovered there in 1993, led to the designation by the Department of Defense (DOD) of 61 acres as a formerly used defense site. Through fiscal year 2001, DOD had spent over $50 million to identify and remove hazards at the site. The government entities involved have identified and removed a large number of hazards, but the number remaining is unknown. The health risks influencing cleanup activities at Spring Valley are the possibility of injury or death from exploding or leaking ordnance and containers of chemical warfare agents and potential long-term health problems from exposure to arsenic-contaminated soil. As of April 2002, the U.S. Army estimated that the remaining cleanup activities would cost $7.1 million and take 5 years. But these estimates are unreliable. GAO summarized this report in congressional testimony (See GAO-02-836T)."

The National Museum of the Pacific War presents an interview with Carrie Milan. Milan’s husband Joe served with the Army Engineers during World War II from around 1940 to 1945. He served in both the European and Pacific theaters, and was stationed in England, North Africa, Sicily, Corsica, Italy, Okinawa and Iwo Jima during his service. Milan shares that Joe was a Staff Sergeant in charge of supplies. Milan shares a number of Joe’s experiences while on Iwo Jima, including his work with fellow servicemen, casualties and attacks made by the Japanese. She speaks on how their mail correspondence between the two of them was censored, how Joe actively participated in combat throughout his service and his work procuring and dispersing supplies. Joe passed away on 3 August 2000 and Milan provides information about their children and grandchildren.

There was an increase in total petroleum hydrocarbons (TPH) concentrations at all three depths within Borehole DRA-0. The oxygen concentration at 40 ft below ground surface (bgs) decreased. There was also an increase in carbon dioxide concentration at that depth. The decrease in oxygen concentrations and the increase in carbon dioxide concentration at the 40 ft bgs level could be possible indicators of natural attenuation. It is not possible to determine trends or biodegradation rates with the limited amount of data collected from the site. The sample results from this first monitoring period did not correlate with the baseline results collected in August 2000. Additional samples will be collected and the results will be compared to previously collected samples to determine if the site was at equilibrium in August 2000. Continued annual monitoring will be conducted as specified in the Closure Report to determine trends at the site. As natural attenuation occurs, the TPH concentrations should decrease. The TPH concentrations will be compared over successive monitoring events to determine trends and approximate rates. This Corrective Action Investigation Plan contains the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Operations Office's approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 527, Horn Silver Mine, Nevada Test Site, Nevada, under the Federal Facility Agreement and Consent Order. Corrective Action Unit 527 consists of one Corrective Action Site (CAS): 26-20-01, Contaminated Waste Dump No.1. The site is located in an abandoned mine site in Area 26 (which is the most arid part of the NTS) approximately 65 miles northwest of Las Vegas. Historical documents may refer to this site as CAU 168, CWD-1, the Wingfield mine (or shaft), and the Wahmonie mine (or shaft). Historical documentation indicates that between 1959 and the 1970s, nonliquid classified material and unclassified waste was placed in the Horn Silver Mine's shaft. Some of the waste is known to be radioactive. Documentation indicates that the waste is present from 150 feet to the bottom of the mine (500 ft below ground surface).
