Regulatory issues associated with closure of the Hanford AX Tank Farm ancillary equipment

Liquid mixed, high-level radioactive waste has been stored in underground single-shell tanks at the US Department of Energy`s (DOE`s) Hanford Site. After retrieval of the waste from the single-shell tanks, the DOE will proceed with closure of the tank farm. The 241-AX Tank Farm includes four one-million gallon single-shell tanks in addition to sluice lines, transfer lines, ventilation headers, risers, pits, cribs, catch tanks, buildings, well and associated buried piping. This equipment is classified as ancillary equipment. This document addresses the requirements for regulatory close of the ancillary equipment in the Hanford Site 241-AX Tank Farm. The options identified for physical closure of the ancillary equipment include disposal in place, disposal in place after treatment, excavation and disposal on site in an empty single-shell tank, and excavation and disposal outside the AX Tank Farm. The document addresses the background of the Hanford Site and ancillary equipment in the AX Tank Farm, regulations for decontamination and decommissioning of radioactively contaminated equipment, requirements for the cleanup and disposal of radioactive wastes, cleanup and disposal requirements governing hazardous and mixed waste, and regulatory requirements and issues associated with each of the four physical closure options. System design description for the SY-101 hydrogen mitigation test project data acquisition and control system (DACS-1)

There is no new activity or procedure associated with the updating of this reference document. The updating of this system design description maintains an agreed upon documentation program initiated within the test program and carried into operations at time of turnover to maintain configuration control as outlined by design authority practicing guidelines. Any changes made to controlled components in the field will be updated after the time of implementation to support the engineers and operators understand, maintain, train to and operate the system. There are no new credible failure modes associated with the updating of information in a support description document. The failure analysis of each change was reviewed at the time of implementation of the Systems Change Request for all the processes changed. This document simply provides a history of implementation and current system status. The incorporation of the two documents, Computer Systems Design Description (HNF-SD-WMCSDD-008) and the Input/Output Channel List (HNF-SD-WM-EL-001), as appendices allow for fewer errors in changes. Because the documents are all together, they will be approved as one document, not three separate entities which could be updated at different times, creating a situation which does not accurately depict field conditions.
