Federal Records: National Archives and Selected Agencies Need to Strengthen E-Mail Management (open access)

Federal Records: National Archives and Selected Agencies Need to Strengthen E-Mail Management

A letter report issued by the Government Accountability Office with an abstract that begins "Federal agencies are increasingly using electronic mail (e-mail) for essential communication. In doing so, they are potentially creating messages that have the status of federal records, which must be managed and preserved in accordance with the Federal Records Act. Under the act, both the National Archives and Records Administration (NARA) and federal agencies have responsibilities for managing federal records, including e-mail records. In view of the importance that e-mail plays in documenting government activities, GAO was asked, among other things, to review the extent to which NARA provides oversight of federal records management, describe selected agencies' processes for managing e-mail records, and assess these agencies' e-mail policies and key practices. To do so, GAO examined NARA guidance, regulations, and oversight activities, as well as e-mail policies at four agencies (of contrasting sizes and structures) and the practices of selected officials."

Information Management: The National Archives and Records Administration's Fiscal Year 2008 Expenditure Plan

A letter report issued by the Government Accountability Office with an abstract that begins "To preserve and provide access to all types of electronic records, the National Archives and Records Administration (NARA) has been developing an Electronic Records Archive (ERA), including a base system for federal records and a separate system for presidential records, known as the Executive Office of the President (EOP) system. As mandated by the Consolidated Appropriations Act, 2008, NARA must submit an expenditure plan to the Congress that satisfies six conditions. GAO was asked to determine the extent to which NARA's fiscal year 2008 expenditure plan satisfies the conditions and provide any other observations about the plan and the ERA acquisition. To do this, GAO reviewed the expenditure plan, interviewed NARA and contractor officials, and reviewed additional documentation."

Preserving Access to Government Websites: Development and Practice in the CyberCemetery

This paper discusses the development and practice in the CyberCemetery. In the late 1990's, online U.S. government information was appearing and disappearing at a rapid pace. In 1999, the University of North Texas Libraries (UNT) formed a partnership with the U.S. Government Printing Office (GPO) to address this issue by archiving electronic government websites. This archive, known as the CyberCemetery, provides permanent public access to the websites and publications of defunct U.S. government agencies and commissions. This partnership between UNT and GPO has expanded to include the National Archives and Records Administration (NARA). This paper covers the CyberCemetery's development and the process of identifying, capturing, and publishing content in the archive.
