Electronic Records Archive: National Archives Needs to Strengthen Its Capacity to Use Earned Value Techniques to Manage and Oversee Development (open access)

Electronic Records Archive: National Archives Needs to Strengthen Its Capacity to Use Earned Value Techniques to Manage and Oversee Development

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, the National Archives and Records Administration (NARA) has been working to develop an Electronic Records Archive (ERA) to preserve and provide access to massive volumes and all types of electronic records. However, in acquiring this system, NARA has repeatedly revised the program schedule and increased the estimated costs for completion from $317 million to $567 million. NARA is to manage this acquisition using, among other things, earned value management (EVM). EVM is a project management approach that, if implemented appropriately, provides objective reports of project status and unbiased estimates of anticipated costs at completion. GAO was asked to (1) assess whether NARA is adequately using EVM techniques to manage the acquisition and (2) evaluate the earned value data to determine ERA's cost and schedule performance. To do so, GAO compared agency and contractor documentation with best practices, evaluated earned value data to determine performance trends, and interviewed cognizant officials."

Strategies for Increasing Findabilitiy of Language Data

Poster discussing practical methods for ensuring the quality of descriptive metadata associated with linguistic datasets in language archive deposits. Digital language archives are valuable tools for facilitating language revitalization, providing data on lesser-known languages, and supporting reproducibility of research and development of linguistic theory, though their potential remains unrealized as the data available in language archives are rarely accessed by linguists or language communities. Reasons for this under-utilization are the issues with data standardization and metadata quality. Including basic grammatical and typological information would allow wider audiences to reach the material.

Exhibiting Regional LGBTQ History in Dallas, Texas

Article on the efforts of the University of North Texas Special Collections to create exhibits featuring LGBTQ history in Dallas, Texas. From 2017 to 2019 archivists and librarians at the University of North Texas Special Collections have worked with community members and city officials to create exhibits featuring archival materials from the LGBTQ Archive. There have been several obstacles to presenting accurate historical interpretation of Dallas LGBTQ community history, including lack of sufficient archival documentation, and differences between archival sources and community members’ personal experiences. Grappling with these challenges has allowed UNT Special Collections archivists and librarians to engage community members in a personal, meaningful discussion, and ultimately have led to both successful exhibits as well as strengthened relationships to LGBTQ community members.
