Horse Welfare: Action Needed to Address Unintended Consequences from Cessation of Domestic Slaughter

A letter report issued by the Government Accountability Office with an abstract that begins "Since fiscal year 2006, Congress has annually prohibited the use of federal funds to inspect horses destined for food, effectively prohibiting domestic slaughter. The U.S. Department of Agriculture (USDA) is responsible for overseeing the welfare of horses transported for slaughter. Congress directed GAO to examine horse welfare since cessation of domestic slaughter in 2007. GAO examined (1) the effect on the U.S. horse market, if any, since cessation; (2) any impact of these market changes on horse welfare and on states, local governments, tribes, and animal welfare organizations; and (3) challenges, if any, to USDA's oversight of the transport and welfare of U.S. horses exported for slaughter. GAO analyzed horse price and shipping data, and interviewed officials from USDA, state and local governments, tribes, the livestock industry, and animal welfare organizations, and reviewed documents they provided.."

Deep Water: the Gulf Oil Disaster and the Future of Offshore Drilling

On May 22, 2010, President Barack Obama announced the creation of the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling: an independent,nonpartisan entity, directed to provide a thorough analysis and impartial judgment. The President charged the Commission to determine the causes of the disaster, and to improve the country’s ability to respond to spills, and to recommend reforms to make offshore energy production safer. This report is the result of an intense six-month effort to fulfill the President’s charge. The Commission’s report offers the President, policymakers, industry, and the American people the fullest account available of the largest oil spill in U.S history: the context for the well itself, how the explosion and spill happened, and how industry and government scrambled to respond to an unprecedented emergency.

Access to clean, affordable, secure, and reliable energy has been a cornerstone of American’s economic growth. Yet, today the Nation’s systems that produce, store, transmit, and use energy are falling short of U.S needs. The Department of Energy’s (DOE) first Quadrennial Technology Review (QTR), launched at the recommendation of the President’s Council of Advisors on Science and Technology (PCAST), addresses these facts. The report details today’s energy landscape and the associated energy security, economic and environmental challenges; provides a framework for presenting six strategies to address those challenges encompassing vehicle efficiency, deployment of alternative hydrocarbon fuels, increased building and industrial efficiency, modernization of the grid, and deployment of clean electricity; addresses priorities among activities in DOE’s energy-technology programs; and explains the roles that DOE, the broader government, the private sector, the national laboratories, and academia play in energy transformation.

Green Building: Federal Initiatives for the Nonfederal Sector Could Benefit from More Interagency Collaboration

A letter report issued by the Government Accountability Office with an abstract that begins "Economic, environmental, and health concerns have spurred interest in "green building"--construction and maintenance practices designed to make efficient use of resources, reduce environmental problems, and provide long-term financial and health benefits. Federal laws and executive orders direct agencies to meet green building standards in federal buildings and to foster green building in the nonfederal sector; the latter includes private, state, local, and tribal entities and accounts for the majority of the nation's buildings. GAO was asked to (1) identify current initiatives by federal agencies to foster green building in the nonfederal sector and (2) determine what is known about the results of these initiatives. As part of the review, GAO sent questionnaires to the 11 agencies implementing the initiatives identified, including the Departments of Energy (DOE) and Housing and Urban Development (HUD) and the Environmental Protection Agency (EPA); examined agency documents; and spoke with agency officials. GAO did not report funding data because officials stated that agencies do not track many green building funds separately."

Influenza Pandemic: Lessons from the H1N1 Pandemic Should Be Incorporated into Future Planning

A letter report issued by the Government Accountability Office with an abstract that begins "The 2009 H1N1 influenza pandemic was the first human pandemic in over four decades, and the Centers for Disease Control and Prevention (CDC) estimate that there were as many as 89 million U.S. cases. Over $6 billion was available for the response, led by the Departments of Health and Human Services (HHS) and Homeland Security (DHS), with coordination provided by the Homeland Security Council (HSC) through its National Security Staff (NSS). In particular, HHS's CDC worked with states and localities to communicate with the public and to distribute H1N1 vaccine and supplies. GAO was asked (1) how HHS used the funding, (2) the key issues raised by the federal response, and (3) the actions taken to identify and incorporate lessons learned. GAO reviewed documents and interviewed officials from five states about their interaction with the federal government. GAO also reviewed documents and interviewed officials from HHS, DHS, the Department of Labor's Occupational Safety and Health Administration (OSHA), NSS, and others, such as associations."
