Food Safety: Overview of Federal and State Expenditures
A letter report issued by the General Accounting Office with an abstract that begins "The Food and Drug Administration (FDA), the Food Safety and Inspection Service (FSIS), and the state agriculture and health departments spent about $1.3 billion in fiscal year 1999. FSIS and FDA spent about $1 billion, and the states reported spending about $300 million. The amounts and proportions of food safety expenditures for fiscal year 1998 were similar. Regarding the $1 billion in federal funds spent in fiscal year 1999, FSIS spent about 70 percent, overseeing about 20 percent of federally regulated foods; FDA spent about 30 percent, overseeing about 80 percent of federally regulated foods. These outlays reflect the regulatory approaches or inspection frequencies contained in the laws under which each agency operates."

Food Stamp Program: States Seek to Reduce Payment Errors and Program Complexity
A letter report issued by the General Accounting Office with an abstract that begins "In fiscal year 2000, the Department of Agriculture's Food Stamp Program, administered jointly by the Food and Nutrition Service (FNS) and the states, provided $15 billion in benefits to an average of 17.2 million low-income persons each month. FNS, which pays the full cost of food stamp benefits and half of the states' administrative costs, promulgates program regulations and oversees program implementation. The states run the program, determining whether households meet eligibility requirements, calculating monthly benefits the households should receive, and issuing benefits to participants. FNS assesses the accuracy of states' efforts to determine eligibility and benefits levels. Because of concerns about the integrity of Food Stamp Program payments, GAO examined the states' efforts to minimize food stamp payment errors and what FNS has done and could do to encourage and assist the states reduce such errors. GAO found that all 28 states it examined had taken steps to reduce payment errors. These steps included verifying the accuracy of benefit payments calculated through supervisory and other types of casefile reviews, providing specialized training for food stamp workers, analyzing quality control data to determine causes of errors …

The message and ministry of Howard G. Hendricks in Christian higher education
Howard G. Hendricks influenced generations of leaders in Christian education during the last half of the 20th century through the practical communication of his unique message and the personal nature of his teaching ministry. This study explored his life through interpretive biography, compared his message with current models of secular and religious education, and evaluated his ministry through case study research. Hendricks has contributed to the field of Christian higher education through the publication of several books and periodical articles, as well as film series, audiotapes, and videotapes. He has presented thousands of messages across America and in over 75 countries worldwide. Hendricks has spent his entire 50-year educational career at Dallas Theological Seminary, teaching in the classroom, mentoring his students, and modeling positive values of Christian leadership. Chapter 1 introduces the study, explains the purpose and significance of the project, and defines key terms. Chapter 2 describes the methodology employed for the study. Chapter 3 provides an interpretive biography of Hendricks, and chapter 4 compares the educational philosophy of Hendricks with secular and Christian models. Food Safety: Federal Oversight of Seafood Does Not Sufficiently Protect Consumers
A letter report issued by the General Accounting Office with an abstract that begins "Since the Food and Drug Administration (FDA) issued the Hazard Analysis and Critical Control Point system (HACCP) regulations for seafood, the food industry has made some progress in ensuring the safety of seafood. However, several important weaknesses compromise the overall effectiveness of the federal seafood safety system. If left uncorrected, they will continue to undermine the goal of HACCP systems--that is, controlling hazards in the production process before the product reaches the market. More importantly, U.S. consumers may remain at risk of contracting foodborne illness from contaminated domestic and imported seafood products."

Regulatory Management: Communication About Technology-Based Innovations Can Be Improved
A letter report issued by the General Accounting Office with an abstract that begins "Federal and state agencies are making extensive use of information technology (IT) to address traditional regulatory management. For example, the Department of Labor has a system of electronic "advisors" imitating the interaction that an individual might have with an employment law expert, and the Environmental Protection Agency is working with partners in state government to develop a national environmental information exchange network. Several of the state innovations include interactive systems that allow regulated entities to identify their regulatory responsibilities and complete related transactions. For example, the Texas Railroad Commission has an electronic process that allows users to obtain oil or gas well permits on-line, complete the required forms, and pay any associated fees. Representatives from nongovernmental organizations suggest that federal agencies improve both the content and access to on-line information, more broadly and consistently use some existing applications, and adopt some new applications. Aviation and the Environment: Transition to Quieter Aircraft Occurred as Planned, but Concerns About Noise Persist
A letter report issued by the General Accounting Office with an abstract that begins "The transition to quieter aircraft required by the Airport Noise and Capacity Act of 1990 was expected to benefit communities, airports, and airlines. In turn, the transition was expected to reduce community opposition to airport operations and expansion and to reduce the demand for funds provided for noise abatement through federal grants and user charges. The results expected from the transition to quieter aircraft were partially realized. The transition occurred as planned and considerably reduced the population exposed to noise levels incompatible with residential living. Nevertheless, noise concerns remain a barrier to airport expansion, and the demand for federally authorized support for noise abatement efforts has continued. GAO identified two key issues for review by the aviation community. First, even though fewer people are exposed to aircraft noise, according to a survey in 1999-2000, more than half of the noise complaints came from people living in areas exposed to noise levels that FAA considers compatible with residential living. Second, if people are allowed to move to areas close to an airport, they may later find themselves exposed to noise levels that FAA considers incompatible with residential …
