Public opinion about energy: a literature review

A review and analysis of 115 surveys of the general population between 1973 and 1978 (before the Three Mile Island accident, sudden gasoline price increases, and spot gasoline shortages) are presented. The survey data are organized and analyzed according to a set of categories described in Chapter 2. The public's definition of the energy situation is the focus of Chapter 3. Chapter 4 describes public opinion concerning energy conservation pertaining to transportation and domestic energy use -- whether it is efficacious, how knowledgeable people are about conservation, whether they favor it, and whether they engage in it. Findings on the solar energy alternative are described in Chapter 5. Public opinion concerning more conventional sources of energy -- oil and natural gas, coal, and nuclear energy -- are discussed in Chapter 6. In Chapter 7, a summary of analytical findings by 10 major sociodemographic characteristics is presented. Chapter 8 describes analytical findings using various social-psychological variables. A summary is presented in Chapter 9.

An Assessment of the Attitudes of the Personnel of Welfare-Oriented Governmental Agencies Toward the Poor

This study explores and assesses the attitudes of the personnel of welfare-oriented governmental bureaucracies toward the poor. To fulfill these goals, a treatment and a control group were selected to compare their attitudes toward this group. They were measured by a disguised-structured instrument using the survey approach. It was found that the majority of respondents in both groups have a pro-poor attitude but it is more prevalent among the bureaucrats than among the students. In light of the knowledge we have of the effect of attitudes on the execution of policies, these results suggest that the policies governing the different programs studied are being executed to the advantage of the client.

Distribution of illegal incident characteristics: cases of bank fraud and embezzlement, computer-related crime, and insider theft from drug manufacturers and distributors

Three data sets were used to estimate joint and conditional probability distributions between various variables of interest in bank fraud and embezzlement (BF and E) cases of $10,000 dollars or more, computer-related crime cases of various types, and cases of insider theft from drug manufacturers and distributors. This report describes in tabular form the information contained in the three rather extensive data sets from industries facing insider threats which, in one or more dimensions, are analogous to insider threats potentially confronting managers in the nuclear industry. The data in Tables 1 through 29 were computed from the 313 cases of bank fraud and embezzlement (BF and E) representing losses of $10,000 or more reported to the Federal Deposit Insurance Corporation (FDIC) for the period 1977 to 1978. The data in Tables 30 through 64 were computed from the 461 cases of computer-related crime obtained from SRI International for the period 1958 to 1978. These incidents include inventory manipulations designed to hide errors, phony entries used to cover embezzlements, schemes used to penetrate a system and surreptitiously bring about a system crash, and sabotage. Class notes from the first international training course on the physical protection of nuclear facilities and materials

The International Training Course on Physical Protection of Nuclear Facilities and Materials was intended for representatives from the developing countries who are responsible for preparing regulations and designing and assessing physical protection systems. The first part of the course consists of lectures on the objectives, organizational characteristics, and licensing and regulations requirements of a state system of physical protection. Since the participants may have little experience in nuclear energy, background information is provided on the topics of nuclear materials, radiation hazards, reactor systems, and reactor operations. Transportation of nuclear materials is addressed and emphasis is placed on regulations. Included in these discussions are presentations by guest speakers from countries outside the United States of America who present their countries' threat to nuclear facilities. Effectiveness evaluation methodology is introduced to the participants by means of instructions which teach them how to use logic trees and the EASI (Estimate of Adversary Sequence Interruption) program. The following elements of a physical protection system are discussed: barriers, protective force, intrusion detection systems, communications, and entry-control systems. Total systems concepts of physical protection system design are emphasized throughout the course. Costs, manpower/technology trade-offs, and other practical considerations are discussed.
