Foot and Mouth Disease: To Protect U.S. Livestock, USDA Must Remain Vigilant and Resolve Outstanding Issues

A chapter report issued by the General Accounting Office with an abstract that begins "The 2001 outbreak of foot and mouth disease (FMD) in the United Kingdom decisively illustrated the devastation that this highly contagious animal disease can cause to a nation's economy. By the time the disease was eradicated, the United Kingdom had slaughtered more than 4 million animals and sustained losses of $5 billion in the food and agricultural sectors, as well as comparable losses to its tourism industry. Before 2001, the United Kingdom had been FMD-free for almost 34 years. Following the outbreak, the country was generally barred from participating in the international trade of live animals and animal products that could transmit the virus. The United States has adequate processes for obtaining information on foreign FMD outbreaks and providing the Department of Agriculture (USDA) and others with this information, but it lacks adequate processes for sharing this information with the Customs Service. The United States receives information on FMD outbreaks from USDA officials stationed abroad, international agricultural and animal health organizations, and foreign governments. National Animal Identification System: USDA Needs to Resolve Several Key Implementation Issues to Achieve Rapid and Effective Disease Traceback

A letter report issued by the Government Accountability Office with an abstract that begins "Livestock production contributed nearly $123 billion to the U.S. economy in 2006. In response to concerns about animal disease outbreaks, the U.S. Department of Agriculture (USDA) announced in December 2003 that it would implement a nationwide program--later named the National Animal Identification System (NAIS)--to help producers and animal health officials respond quickly and effectively to animal disease events in the United States. In this context, GAO determined (1) how effectively USDA is implementing NAIS and, specifically, the key issues identified by livestock industry groups, market operators, state officials, and others; (2) how USDA has distributed cooperative agreement funds to help states and industry prepare for NAIS and evaluated the agreements' results; and (3) what USDA and others estimate are the costs for USDA, states, and industry to implement NAIS. In conducting its work, GAO reviewed USDA documents; interviewed agency, industry, and state officials; and consulted 32 animal identification (ID) experts."

Afghanistan Development: Enhancements to Performance Management and Evaluation Efforts Could Improve USAID's Agricultural Programs

A letter report issued by the Government Accountability Office with an abstract that begins "Eighty percent of Afghans are dependent on agriculture for their livelihoods. Agricultural assistance is a key U.S. contribution to Afghanistan's reconstruction efforts. Since 2002, the U.S. Agency for International Development (USAID) has awarded about $1.4 billion for agricultural programs to increase agricultural productivity, accelerate economic growth, and eliminate illicit drug cultivation. This report (1) describes the change in U.S. focus on agricultural assistance since 2002, (2) assesses USAID's performance management and evaluation of its agricultural programs, (3) analyzes the extent to which certain programs met targets, and (4) addresses efforts to mitigate implementation challenges. GAO reviewed USAID documents; analyzed program data; and interviewed program implementers and USAID officials in Washington, D.C., and Afghanistan. GAO has prepared this report as part of its ongoing efforts to monitor key aspects of U.S. efforts in Afghanistan."
