Scrapbook containing records relating to the Frances B. Fisk Student Art Loan Fund and the Penny Art Fund. The Penny Art Fund was a fundraiser for art started by the General Federation of Women's Clubs in 1930 and adopted by Texas in 1933. Each club member donated one penny, which the Federation used to buy original art that was to be given to state clubs as prizes for outstanding work in promotion of art. The Fiske Student Loan Fund was a program sponsored by the Sixth District of the Texas Federation of Women's Clubs (including Abilene) and contributions were initially used to sponsor students from West Texas to the Art Institute of Chicago.

One of the highlights of the year was an exhibit of Military Art by Corporal Samuel Smith at the Abilene Fine Arts Museum. Most of the clippings focus on local art events and document member activities supporting the war effort.

The motto of the Texas Art Division of the Federation is "Give Art a Chance." Each of the local Abilene universities - Hardin-Simmons University, McMurry University, and Abilene Christian University - had events to highlight American Art week.

This book contains clippings and postcards about Camp Barkeley, the World War II training camp established outside of Abilene, and the USO activities on Second Street.

The book also contains draft history of the Fine Arts Museum from 1937 to 1957 and a membership list of the Fine Arts Association and its charter members.
