War Powers Resolution: Presidential Compliance
This report discusses two separate but closely-related issues regarding the introduction of U.S. armed forces abroad that conceivably could lead to their involvement in hostilities. One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether or not Congress concurs in the wisdom of the action. A longer-term issue is whether the War Powers Resolution is an appropriate and effective means of assuring congressional participation in actions that might get the United States involved in war.

Oral History Interview with Daniel Bustamante, July 1, 2016
Daniel Bustamante was born in Corpus Christi in 1948 and was raised in both Mathis and Corpus Christi. He grew up in a farm worker family and attended the "Mexican" School in Mathis. His activist consciousness began in 1965, when he left to California to work in the fields--the discrimination he faced changed him. In addition, he became a conscious objector during the Vietnam War. He attended Del Mar College from 1967-1969, where he became involved in the Anti-War Movement, the Young Democrats, and supported the UFW Grape Boycott. He moved to Houston in 1969 to attend the University of Houston. At UH, he became involved in MAYO efforts. In 1975, he hosted a party that ended in an incident of police brutality. Bustamante, along with 2 other activists (Eddie Canales and Elliot ?) sued HPD in Federal Court and won in 1979. In 1977-1978, in the aftermath of the Joe Campos Torres death and the Moody Park Rebellion, Bustamante led several marches and pickets to demonstrate against police brutality in Houston. Background Report on Eastern Democratic Republic of the Congo
Each month, approximately 45,000 people die from violence, hunger, disease, and other effects of displacement as a result of war in the Democratic Republic of the Congo (DRC). The country is often said to be plagued by a 'resource curse.' During each period in history since its discovery by the West, the DRC has possessed the resources the world craves and the world has sought these without regard for the consequences to the Congolese people. The catastrophic consequences of Congo's history of natural resource exploitation are the direct and indirect death of millions of Congolese people. The current war in Congo is multi-causal in nature but explanations are often reduced to describing it as an ethic conflict based on objective grievance. Objective grievance such as inequality, ethnic tensions, land disputes, and lack of democracy do exist, but they are neither necessary nor sufficient to explain the cause of the violent conflict, and more importantly, they fall short in explaining why this conflict has continued for years. Detention of U.S. Persons as Enemy Belligerents
This report provides a background to the National Defense Authorization Act for FY2012, the Authorization to use Military Force act, and the President's power to detain "enemy combatants." It then gives a brief introduction to the law of war pertinent to the detention of different categories of individuals and an overview of U.S. practice during wartime to detain persons deemed dangerous to national security. It concludes by discussion Congress's role in prescribing rules for wartime detention as well as legislative proposals in the 112th Congress to address the detention of U.S. persons.

The Kurds in Post-Saddam Iraq
The Kurdish-inhabited region of northern Iraq is relatively peaceful and prospering economically, but the Iraqi Kurds' political autonomy and political strength in post- Saddam Iraq is causing friction with Arab leaders in Iraq, Turkey, and Iran. However, an overall reduction in violence in Iraq, coupled with continued U.S. political influence over the Kurds, is likely to prevent a destabilizing escalation of the Iraqi Kurd-Arab disputes. With limited natural resources, a crippling illiteracy rate, and high population growth, Yemen faces an array of daunting development challenges that some observers believe make it at risk for becoming a failed state in the next few decades. As the country's population rapidly rises, resources dwindle, and terrorist groups take root in the outlying provinces, the Obama Administration and the 111th Congress are left to grapple with the consequences of Yemeni instability.
