Oral History Interview with Juventino Mata, August 16, 2016

The National Museum of the Pacific War presents an interview with Juventino Mata. Mata was born of Mexican-American parents on a ranch in Imperial County, California. He recalls being forced to flee Mexico as a youngster due to the Cristero War conducted by the Mexican dictator Elias Calles. In the US, Mata attended a segregated school to the 8th grade at which time he quit to contribute to the family income. He tells of the family working as itinerate farm workers, picking various crops throughout California. In 1942, he was drafted into the US Army Air Forces. Upon completion of basic training, he joined the 29th Fighter Group, 55th Fighter Squadron and went to England aboard HMS Queen Elizabeth. There he became a cook for the unit. He tells of the missions of the 55th Fighter Squadron and the various types of fighter planes they flew. Mata was discharged in late 1945.

From the Halls of the Montezumas: Mexican War Dispatches from James L. Freaner, Writing under the Pen Name “Mustang”

James L. Freaner was one of America’s first war correspondents covering General Winfield Scott’s campaign during the Mexican War. His letters appeared in newspapers under the byline “Mustang,” and his reports from the front included publication of complete casualty lists (long before official reports became public), detailed battle descriptions, and observations on postwar Mexico. Freaner’s greatest contribution was persuading Nicholas P. Trist, negotiator with Mexico, to ignore his recall and conclude a peace treaty that added California, Nevada, Utah, and other territory to a growing country. From the Halls of the Montezumas is a complete compilation of Freaner’s Mexican War reporting. Editors Alan D. Gaff and Donald H. Gaff annotated the text with footnotes identifying people, places, and events, also adding pictures of key figures and maps.

Civil War General and Indian Fighter James M. Williams: Leader of the 1st Kansas Colored Volunteer Infantry and the 8th U.S. Cavalry

The military career of General James Monroe Williams spanned both the Civil War and the Indian Wars in the West, yet no biography has been published to date on his important accomplishments, until now. From his birth on the northern frontier, westward movement in the Great Migration, rush into the violence of antebellum Kansas Territory, Civil War commands in the Trans-Mississippi, and as a cavalry officer in the Indian Wars, Williams was involved in key moments of American history. Like many who make a difference, Williams was a leader of strong convictions, sometimes impatient with heavy-handed and sluggish authority. Building upon his political opinions and experience as a Jayhawker, Williams raised and commanded the ground-breaking 1st Kansas Colored Volunteer Infantry Regiment in 1862. His new regiment of black soldiers was the first such organization to engage Confederate troops, and the first to win. He enjoyed victories in Missouri, Indian Territory (Oklahoma), and Arkansas, but also fought in the abortive Red River Campaign and endured defeat and the massacre of his captured black troops at Poison Spring. African American Soldiers in the Philippine War: An Examination of the Contributions of Buffalo Soldiers during the Spanish American War and Its Aftermath, 1898-1902

During the Philippine War, 1899 – 1902, America attempted to quell an uprising from the Filipino people. Four regular army regiments of black soldiers, the Ninth and Tenth Cavalry, and the Twenty-Fourth and Twenty-Fifth Infantry served in this conflict. Alongside the regular army regiments, two volunteer regiments of black soldiers, the Forty-Eighth and Forty-Ninth, also served. During and after the war these regiments received little attention from the press, public, or even historians. These black regiments served in a variety of duties in the Philippines, primarily these regiments served on the islands of Luzon and Samar. The main role of these regiments focused on garrisoning sections of the Philippines and helping to end the insurrection. To carry out this mission, the regiments undertook a variety of duties including scouting, fighting insurgents and ladrones (bandits), creating local civil governments, and improving infrastructure. The regiments challenged racist notions in America in three ways. They undertook the same duties as white soldiers. They interacted with local "brown" Filipino populations without fraternizing, particularly with women, as whites assumed they would. “Campaigns Replete with Instruction”: Garnet Wolseley’s Civil War Observations and Their Effect on British Senior Staff College Training Prior to the Great War

This thesis addresses the importance of the American Civil War to nineteenth-century European military education, and its influence on British staff officer training prior to World War I. It focuses on Garnet Wolseley, a Civil War observer who eventually became Commander in Chief of the Forces of the British Army. In that position, he continued to write about the war he had observed a quarter-century earlier, and was instrumental in according the Civil War a key role in officer training. Indeed, he placed Stonewall Jackson historian G.F.R. Henderson in a key military professorship. The thesis examines Wolseley’s career and writings, as well as the extent to which the Civil War was studied at the Senior Staff College, in Camberly, after Wolseley’s influence had waned. Analysis of the curriculum from the College archives demonstrates that study of the Civil War diminished rapidly in the ten years prior to World War I.

One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether or not Congress concurs in the wisdom of the action. A longer-term issue is whether the War Powers Resolution is an appropriate and effective means of assuring congressional participation in actions that might get the United States involved in war.
