Post-Civil War Democratization: Domestic and International Factors in Movement Toward and Away from Democracy
Post-civil war democratization is a critical element of building sustainable peace in the post-civil war states. At the same time, studies of democratic transition and survival suggest that the post-civil war environment is not hospitable to either the transition to or survival of democracy. The post-civil war environment is contentious. Former protagonists are fearful about their security and at the same time they want to protect their political and economic interests. The central argument of this study is that former rivals can agree to a transition toward democracy to the extent that a stable balance of power exists between the government and rebel groups, a balance that eliminates the sort of security dilemma that would encourage one or both to resume armed conflict. And the balance should ensure access to political power and economic resources. This study identifies factors that contribute to the establishment of such a balance of power between former protagonists and factors that affects its stability. These factors should affect the decision of former protagonists on whether or not they can achieve their political and economic interests if they agree to a transition toward democracy once civil war ends. "Among Waitresses": Stories and Essays
The following collection represents the critical and creative work produced during my doctoral program in English. The dissertation consists of Part I, a critical preface, and Part II, a collection of seven short stories and two nonfiction essays. Part I, which contains the critical preface entitled "What to Say and How to Say It," examines the role of voice in discussions of contemporary literature. The critical preface presents a definition of voice and identifies examples of voice-driven writing in contemporary literature, particularly from the work of Mary Robison, Dorothy Allison, and Kathy Acker. In addition, the critical preface also discusses how the use of flavor, tone, and content contribute to voice, both in work of famous authors and in my own writing. In Part II of my dissertation, I present the creative portion of my work. Part II contains seven works of short fiction, titled "Among Waitresses," "The Lion Tamer," "Restoration Services," "Hospitality," "Blood Relation," "Managerial Timber," and "Velma A Cappella." Each work develops a voice-driven narrative through the use of flavor, tone, and content. Also, two nonfiction essays, titled "Fentanyl and Happy Meals" and "Tracks," close out the collection. Jeans, Boots, and Starry Skies: Tales of a Gay Country-and-Western Bar and Places Nearby
Fourteen short stories, with five interspersed vignettes, describe the lives of gay people in the southwestern United States, centered around a fictional gay country-and-western bar in Dallas and a small town in Oklahoma. Various characters, themes, and trajectories recur in the manner of a short story cycle, as explained in the prefatory Critical Analysis, which focuses on exemplary works of James Joyce, Ernest Hemingway, William Faulkner, Shirley Jackson, Italo Calvino, Yevgeny Kharitonov, and Louise Erdrich.

United States Psychological Operations in Support of Counterinsurgency: Vietnam, 1960 to 1965.
This thesis describes the development of psychological operations capabilities, introduction of forces, and the employment in Vietnam during the period 1960-1965. The complex interplay of these activities is addressed, as well as the development of PSYOP doctrine and training in the period prior to the introduction of ground combat forces in 1965. The American PSYOP advisory effort supported the South Vietnamese at all levels, providing access to training, material support, and critical advice. In these areas the American effort was largely successful. Yet, instability in the wake of President Ngo Dinh Diem's overthrow created an impediment to the ability of psychological operations to change behaviors and positively affect the outcome.

The Counterinsurgency Dilemma: The Causes and Consequences of State Repression of Human Rights in Civil Wars
In this project a theory of adaptive differential insurgency growth by the mechanism of repression driven contagion is put forth to explain variation in the membership and spatial expansion of insurgencies from 1981 to 1999. As an alternative to the dominant structural approaches in the civil war literature, Part 1 of the study proposes an interactive model of insurgency growth based on Most and Starr's opportunity and willingness framework. The findings suggest that state capacity, via its impact on state repressive behavior, plays an important gatekeeping function in selecting which minor insurgencies can grow into civil war, but contributes little to insurgency growth directly. In Part 2 of the study, I directly examine variation in insurgency membership and geographical expansion as a function of repression driven contagion. I find that repression increases the overall magnitude of insurgency activity within states, while at the same time reducing the density of insurgency activity in any one place. Despite an abundance of low intensity armed struggles against a highly diverse group of regimes around the world, I find an extremely strong and robust regularity: where repression is low - insurgencies don't grow.

Incorporating Flow for a Comic [Book] Corrective of Rhetcon
In this essay, I examined the significance of graphic novels as polyvalent texts that hold the potential for creating an aesthetic sense of flow for readers and consumers. In building a justification for the rhetorical examination of comic book culture, I looked at Kenneth Burke's critique of art under capitalism in order to explore the dimensions between comic book creation, distribution, consumption, and reaction from fandom. I also examined Victor Turner's theoretical scope of flow, as an aesthetic related to ritual, communitas, and the liminoid. I analyzed the graphic novels Green Lantern: Rebirth and Y: The Last Man as case studies toward the rhetorical significance of retroactive continuity and the somatic potential of comic books to serve as equipment for living. These conclusions lay groundwork for multiple directions of future research.

Yemen: Background and U.S. Relations
With limited natural resources, a crippling illiteracy rate, and high population growth, Yemen faces an array of daunting development challenges that some observers believe make it at risk for becoming a failed state in the next few decades. As the country's population rapidly rises, resources dwindle, and terrorist groups take root in the outlying provinces, the Obama Administration and the 111th Congress are left to grapple with the consequences of Yemeni instability. As President Obama and the 111th Congress reassess U.S. policy toward the Arab world, the opportunity for improved U.S.-Yemeni ties is strong, though recurring tensions over counterterrorism cooperation and lack of U.S. interest in Yemen within the broader foreign policy community persist.

The Kurds in Post-Saddam Iraq
The Kurdish-inhabited region of northern Iraq is relatively peaceful and prospering economically, but the Iraqi Kurds' political autonomy and political strength in post- Saddam Iraq is causing friction with Arab leaders in Iraq, Turkey, and Iran. However, an overall reduction in violence in Iraq, coupled with continued U.S. political influence over the Kurds, is likely to prevent a destabilizing escalation of the Iraqi Kurd-Arab disputes. War Powers Resolution: Presidential Compliance
Two separate but closely related issues confront Congress each time the President introduces armed forces into a situation abroad that conceivably could lead to their involvement in hostilities. One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether or not Congress concurs in the wisdom of the action. A longer-term issue is whether the War Powers Resolution is an appropriate and effective means of assuring congressional participation in actions that might get the United States involved in war.

Ecological Sustainability and Peace: The Effect of Ecological Sustainability on Interstate and Intrastate Environmental Conflict
This study examines the relationship between ecological sustainability and violent conflict at both the interstate and intrastate level. In particular, this study explores the effect of ecological sustainability of a society on the initiation and the occurrence of violent conflict. By developing a theory, which is named "Eco-peace," this study hypothesizes that the more ecologically sustainable the socioeconomic system of societies, the less likely the society is to initiate interstate conflict. Regarding intrastate conflict, it is hypothesized that the more ecologically sustainable the mode of development pursued by the Third World society is, the more likely that society is to experience intrastate conflicts. To test the hypotheses, this study conducts cross-national time-series analyses for 97-127 countries. Negative binomial and Poisson models are used for interstate conflict during 1960-2001, and logit and rare event logit models are used for intrastate conflict during 1960-1999. Militarized interstate dispute dataset and Uppsala Armed Conflict Program dataset are employed for interstate and intrastate conflict. For ecological sustainability, Ecological sustainability factor index and Environmental sustainability index are used.
