War Powers Resolution: Presidential Compliance
Two separate but closely related issues confront Congress each time the President introduces armed forces into a situation abroad that conceivably could lead to their involvement in hostilities. One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether or not Congress concurs in the wisdom of the action. A longer-term issue is whether the War Powers Resolution is an appropriate and effective means of assuring congressional participation in actions that might get the United States involved in war.

Sexual Violence in African Conflicts
This report covers the issue of sexual violence in the midst of civil conflict in African nations. Civilians in Africa's conflict zones are often vulnerable to sexual violence, including rape, mutilation, and sexual slavery. This violence is carried out by government security forces and non-state actors, including, rebel groups, militias, and criminal organizations. Some abuses appear to be opportunistic, or the product of a larger breakdown in the rule of law and social order that may occur amid conflict.

The Military Commissions Act of 2009: Overview and Legal Issues
This report provides a background and analysis comparing military commissions as envisioned under the revised Military Commissions Act (MCA) to those established in 2006. After reviewing the history of the implementation of military commissions in the "global war on terrorism," the report provides an overview of the procedural safeguards provided in the MCA. Extradition To and From the United States: Overview of the Law and Recent Treaties
"Extradition" is the formal surrender of a person by a State to another State for prosecution or punishment. Extradition to or from the United States is a creature of treaty. The United States has extradition treaties with over a hundred of the nations of the world. International terrorism and drug trafficking have made extradition an increasingly important law enforcement tool. This is a brief overview of federal law in the area and of the adjustments in recent treaties to make them more responsive to American law enforcement interests.
