Afghanistan: Current Issues and U.S. Policy

The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Combating Terrorism: U.S. Government Should Improve Its Reporting on Terrorist Safe Havens (open access)

Combating Terrorism: U.S. Government Should Improve Its Reporting on Terrorist Safe Havens

A letter report issued by the Government Accountability Office with an abstract that begins "Denying safe haven to terrorists has been a key national security concern since 2002. Safe havens allow terrorists to train recruits and plan operations against the United States and its interests across the globe. As a result, Congress has required agencies to provide detailed information regarding U.S. efforts to address terrorist safe havens. In this review, GAO assesses the extent to which (1) the Department of State (State) has identified and assessed terrorist safe havens in its Country Reports on Terrorism and (2) the U.S. government has identified efforts to deny terrorists safe haven consistent with reporting requirements. To address these objectives, GAO interviewed U.S. officials and analyzed national security strategies; State reporting; and country-level plans for the Philippines, Somalia, and Yemen."

Côte d'Ivoire Post-Gbagbo: Crisis Recovery

Côte d'Ivoire is emerging from a severe political-military crisis that followed a disputed November 28, 2010, presidential runoff election between former president Laurent Gbagbo and his, former Prime Minister Alassane Ouattara. Both claimed electoral victory and formed opposing governments. Their rivalry spurred a full-scale civil military conflict in early March 2011, after months of growing political violence. Armed conflict largely ended days after Gbagbo's arrest by pro-Ouattara forces, aided by United Nations (U.N.) and French peacekeepers, but limited residual fighting was continuing to occur as of April 20.
