Global War on Terrorism: Reported Obligations for the Department of Defense
Correspondence issued by the Government Accountability Office with an abstract that begins "Since 2001, Congress has provided the Department of Defense (DOD) with about $808 billion in supplemental and annual appropriations, as of March 2009, primarily for military operations in support of the Global War on Terrorism (GWOT). DOD's reported annual obligations for GWOT have shown a steady increase from about $0.2 billion in fiscal year 2001 to about $162.4 billion in fiscal year 2008. For fiscal year 2009, Congress provided DOD with about $65.9 billion in supplemental appropriations for GWOT as of March 2009 and the President plans on requesting an additional $75.5 billion in supplemental appropriations for GWOT for the remainder of the fiscal year. A total of $31.0 billion has been obligated in the first quarter of fiscal year 2009 through December 2008. The United States' commitments to GWOT will likely involve the continued investment of significant resources, requiring decision makers to consider difficult trade-offs as the nation faces an increasing long-range fiscal challenge. The magnitude of future costs will depend on several direct and indirect cost variables and, in some cases, decisions that have not yet been made. DOD's future costs will likely be affected by …

The Seventh Star of the Confederacy: Texas During the Civil War

On February 1, 1861, delegates at the Texas Secession Convention elected to leave the Union. The people of Texas supported the actions of the convention in a statewide referendum, paving the way for the state to secede and to officially become the seventh state in the Confederacy. Soon the Texans found themselves engaged in a bloody and prolonged civil war against their northern brethren. During the course of this war, the lives of thousands of Texans, both young and old, were changed forever. This new anthology, edited by Kenneth W. Howell, incorporates the latest scholarly research on how Texans experienced the war. Eighteen contributors take us from the battlefront to the home front, ranging from inside the walls of a Confederate prison to inside the homes of women and children left to fend for themselves while their husbands and fathers were away on distant battlefields, and from the halls of the governor’s mansion to the halls of the county commissioner’s court in Colorado County. The Financial History of the War of 1812
The War of 1812 brought daunting financial challenges to the national government of the United States. At the onset of war, policymakers were still in the process of sifting through a developing body of American economic thought while contemplating the practicalities of banking and public finance. The young nation's wartime experience encompassed the travails of incompetent and cautious leadership, the incautious optimism that stemmed from several previous years of economic growth, the inadequacies of the banking system, and, ultimately, the temporary deterioration of the financial position of the United States. While not equivalent to great tragedy, the war did force Americans to attend to the financial infrastructure of the country and reevaluate what kinds of institutions were truly necessary. This study of the financing of the War of 1812 provides a greater understanding of how the early American economy functioned and the sources of its economic progress during that era. Financial studies have typically not been a primary focus of historians, and certainly with regard to the War of 1812, it is easy to understand a preoccupation with political and military affairs. Grayson County, Texas, in Depression and War: 1929-1946
The economic disaster known as the Great Depression struck Grayson County, Texas, in 1929, and full economic recovery did not come until the close of World War II. However, the people of Grayson benefited greatly between 1933 and 1946 from the myriad spending programs of the New Deal, the building of the Denison Dam that created Lake Texoma, and the establishment of Perrin Army Air Field. Utilizing statistical data from the United States Census and the Texas Almanac, this thesis analyzes the role of government spending‐federal, state, and local‐in the economic recovery in Grayson County.

The War for Peace: George H. W. Bush and Palestine, 1989-1992
The administration of President George H. W. Bush from 1989 to 1992 saw several firsts in both American foreign policy towards the Middle East, and in the Palestinian-Israeli conflict. At the beginning of the Bush Presidency, the intifada was raging in the West Bank and Gaza Strip, and by the time it was over negotiations were already in progress for the most comprehensive agreement brokered in the history of the conflict to that point, the Oslo Accords. This paper will serve two purposes. First, it will delineate the relationships between the players in the Middle East and President Bush during the first year of his presidency. It will also explore his foreign policy towards the Middle East, and argue that it was the efforts of George H. W. Bush, and his diplomatic team that enabled the signing of the historic agreement at Oslo.

Department of Defense Food Procurement: Background and Status
This report describes the origin, authority, and policy in the procurement of food for the military. Military food items, also known as subsistence items, are generally procured under the auspices of the Defense Logistics Agency (DLA), an agency of the Department of Defense (DOD) which provides worldwide logistics support for the U.S. military services. Under DLA, DLA Troop Services (formerly the Defense Supply Center Philadelphia) is the inventory control point for food, clothing, textiles, medicines, medical equipment, general and industrial supplies, and services for the military, their eligible dependents, and other non-DOD customers worldwide. DLA Troop Services buys and manages about $13.4 billion worth of food, clothing, textiles, and other products.

Department of State: Persistent Staffing and Foreign Language Gaps Compromise Diplomatic Readiness
Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses U.S. diplomatic readiness, and in particular the staffing and foreign language challenges facing the Foreign Service. The Department of State (State) faces an ongoing challenge of ensuring it has the right people, with the right skills, in the right places overseas to carry out the department's priorities. In particular, State has long had difficulty staffing its hardship posts overseas, which are places like Beruit and Lagos, where conditions are difficult and sometimes dangerous due to harsh environmental and extreme living conditions that often entail pervasive crime or war, but are nonetheless integral to foreign policy priorities and need a full complement of qualified staff. State has also faced persistent shortages of staff with critical language skills, despite the importance of foreign language proficiency in advancing U.S. foreign policy and economic interests overseas. In recent years GAO has issued a number of reports on human capital issues that have hampered State's ability to carry out the President's foreign policy objectives. This testimony discusses (1) State's progress in addressing staffing gaps at hardship posts, and (2) State's efforts to meet its foreign language requirements."
