This study is a description and analysis of the effect of criterion referenced test data on the acquisition of math skills and the mastery of selected objectives in fifth-grade students.The first chapter includes the introduction, statement of the problem, purposes of the study, statement of the hypotheses, background and significance., definition of terms, limitations, basic assumptions, and procedures for collecting data. The second chapter is a review of the literature pertaining to criterion-referenced testing and also includes a review of studies utilizing criterion-referenced test material. The third chapter describes the population being studied, the instruments used to measure achievement, and procedures for treatment of the data. The fourth chapter presents an analysis of the data collected for the study and a discussion of the findings. The fifth and final chapter presents a summary of the study, findings, conclusions, and recommendations pertaining to future research in the utilization of criterion- referenced testing. The Role, Position, and Perceptions of Women School Board Members in Texas

This study is an intensive examination of the role, position, and perceptions of women school board members in Texas as they perceive them. The purpose of this study is to examine the perceptions which women school board members have concerning their role, function, and relationships as they serve on school boards in Texas and to determine if sex prejudice does exist. There were eight basic questions to which the study sought answers. The findings indicate that the perceptions of women board members are not influenced by age, marital status, parental status, educational level, and years of experience. They also revealed that only a small minority of the Texas school board women responding had experienced instances of sex discrimination. Doubt was expressed through the responses of the women as to whether or not superintendents encourage the election of a man as board president. Size of the school district was found to have no effect on the number of women board members serving. It was found to be a factor in whether or not a woman was designated chairman of a board committee as only the larger districts were likely to have women serving in this capacity.

Shotwell's personal files and scrapbooks are used extensively, and supplementary data come from biographical data forms and tape-recorded personal interviews. The study includes biographical data of Shotwell's youth, educational background, marriage, and his endeavors in the teaching and coaching fields.The study discloses that Shotwell made contributions in various modes throughout his more than fifty years in the profession. The problem with which this study is concerned is the teacher evaluation system in the state of Anambra, Nigeria. The purposes of this study are (a) to provide objective information concerning the perceptions of school administrators and teachers toward the teacher evaluation system in the State of Anambra, Nigeria, (b) to determine whether agreements or differences exist between teachers' and administrators' perceptions of the teacher evaluation system, and (c) to draw conclusions and make recommendations for improvements based on the perceptions of the teachers and administrators. To accomplish these purposes, questionnaires were distributed to a random sample of 652 administrators and teachers who are currently employed in 37 randomly selected primary and secondary schools in the State of Anambra, Nigeria. Four hundred and sixty school administrators and teachers, representing 70.6 percent of the sample, returned completed usable questionnaires. Part I of the questionnaire was designed to gather relevant demographic data to determine the perceptions of the school administrators and teachers. Part II of the questionnaire contains the components of the evaluation system which were used to measure the perceptions of school administrators and teachers. A Comparison of Environmental Climates in Elementary Schools

The problem of this study was to compare schools that utilize individualized instruction with schools that utilize a traditional or group-oriented approach to instruction. Comparisons were made relative to student perceptions of the schools' environmental climates, expectancy for school success, and promotion and non-promotion practices. The sources of data included a review of the literature related to traditional elementary education, the history and development of individualized instruction, humanistic aspects of individualized instruction, and the role of school personnel expectancy in individualized instruction. The Elementary School Environment Survey was used to collect the perceptions of 1,600 fifth-grade students about their school environments. A teacher self-report questionnaire, as well as a principal self-report questionnaire, provided data pertaining to expectancy for school success and non-promotion practices. Sixty-two fifth-grade teachers and twenty elementary principals responded to the questionnaire. The data gathered in this study indicated that fifth-grade students have similar perceptions of their school climate related to involvement, independence, morale, equity, and resources. Students in the traditional or group-oriented schools perceived their schools as being more humanistic. Elementary principals and teachers in individualized instruction schools and in traditional group-oriented schools do not differ in their expectations for school success. The Use of Computers in the Administration of Non-Public Schools

The purposes of this study were (1) to identify the uses of computers in non-public school administration and (2) to determine what factors affect the usage of computers in non-public school administration. An eight per cent (1525 schools) sampling of all nonpublic secondary and elementary in the United States was sent questionnaires. Eight hundred and seventy two (57 per cent) were returned. Some major findings of this study were that 36 per cent of all non-public schools use computers for administrative purposes. Non-public secondary schools use computers significantly more for administration than do non-public elementary schools. Independent schools, those not associated with any religious body, use computers significantly more for administration than do Parochial schools, those affiliated with some religious body. Within the Parochial classification, there is no significant difference in administrative computer usage between Catholic and Other Parochial schools. Schools with an enrollment larger than 500 students use administrative computers more frequently than do smaller schools. Administrators not using administrative computers perceived that the expense of computers and the lack of trained computer personnel were the major reasons they were not using computers. The problem of this study was to determine legal, moral, and social responsibilities and practices of the Texas public school system in dealing with religion. The purposes of the study were (1) to determine the impact of state and federal judicial decisions on religious practices in schools, (2) to review the historical background for trends of religious practices in the public schools of Texas, (3) to determine the social and professional influence on religious practices in public schools, and (4) to survey current religious practices from a select sample of public schools in Texas to determine if schools were basically sectarian. The following conclusions are inferred: I. It is not the intention of the Supreme Court of the United States to deny the existence of a Supreme Being, but rather its intention is to assure each individual freedom from any form of an established religion. 2. A Study of the Status of Program Budgeting in Texas Schools as Perceived by Superintendents of Schools

The problem of this study was to determine the status of program budgeting in selected Texas public schools as perceived by superintendents of those schools. The purposes were (1) to determine the implementation status of program budgeting in the major concept areas of systems analysis, multiyear planning, objective-based programs, cost inclusiveness, and administrative commitment and (2) to determine if the perception of the superintendents differed significantly depending upon the size of the school district they represent. Conclusions and recommendations for effective transition to a program budgeting system were then formulated. It was concluded from the findings that program budgeting concepts are present in all sizes of school districts surveyed; however, the data failed to reveal a fully implemented system in operation in any of the districts. The moderate level of program budgeting implementation in school districts appears to be the result of mandated utilization of the program-oriented accounting system. The program budgeting concepts other than the program budget seems to be implemented only to the degree necessary to adequately operationalize the required accounting system elements. The survey instrument was mailed to the superintendent of thirty large-city school districts. Twenty-nine were returned representing 96.67 percent of the population surveyed.

This study investigates the effect of the student teaching experience on attitudes toward the use of punishment in the classroom. Student teachers in large innercity and suburban secondary schools furnished data, which were analyzed with a semantic differential technique and the Purdue Attitude Scale Toward Any Practice. The study seeks to determine the effect of student teaching on attitudes of prospective teachers toward punishment in the classroom for discipline purposes, as measured by a semantic differential; to determine differences in attitude changes when student teachers were grouped according to sex in pretests and posttests; to determine differences in attitude changes between those in inner-city schools and suburban schools; to determine the effect of student teaching on the attitudes of prospective teachers toward corporal punishment in the classroom as measured by the Purdue Attitude Scale Toward Any Practice. This study concludes that a beginning student teacher's attitudes toward punishment in the classroom changes significantly with experience. Attitudes of student teachers in inner-city schools do not change significantly more than those in suburban schools. The purposes of this study were to assess the organizational climate of selected elementary and secondary attendance centers in Texas and to determine if there is a relationship between certain variables and the openness of the climate in these attendance centers. The variables considered in this study were: 1. the length of a principal's incumbency; 2. the age of a principal; 3. the size of the professional staff; 4. the departments of instruction in secondary attendance centers; 5. the grade levels of instruction in the elementary attendance centers. All public school districts in Texas with an average daily attendance of 5,000 or more were included. Random selection was used to determine the sample of districts to be included. A stratified sample of seventy-five attendance centers was then chosen. The Organizational Climate Description Questionnaire was administered. A correlational study design was used utilizing pearson-product moment statistical techniques.

This study examines the extent of agreement or disagreement among and between Texas superintendents, principals and athletic directors toward fifty specifically defined role expectations for the full-time athletic administrator. By defining the athletic director's role expectations, the superintendents, principals and athletic directors may function more effectively in discharging their duties and implementing quality interscholastic athletic programs. Parents and educational leaders are very interested in athletic programs which contribute to the emotional, social, physical, and mental growth of youth. Given the increasing number of athletic programs and participants, it is important to analyze and report data related to athletic administration. The perceptions of the superintendents, principals, and athletic directors to the specifically defined role expectations for the athletic director provided data for analysis to determine the extent of role conflict and the role of the athletic director. The main findings are the following. (1) There is a minimal role conflict for the athletic director based upon the perceptions of the superintendents, principals, and athletic directors. (2) The majority of the respondents agreed or strongly agreed with forty-four of the specifically defined role expectations for the athletic director. The purposes of this study were to determine (a) what teacher evaluation processes or instruments are used in the 45 independent schools of the Southwest, (b) what types of professional development activities or programs are provided for teachers in these schools, and (c) how the development and implementation of the teacher evaluation process and professional development programs are perceived by the teaching faculty in selected schools. Questionnaires were administered to chief administrators of the 45 member schools of the Independent Schools Association of the Southwest. From the 28 schools submitting completed questionnaires and evaluation instruments, it was found that: (a) 3 of the schools had a very informal process, (b) 7 of the schools had an informal process, (c) 12 of the schools had a formal process, and (d) 6 of the schools had a very formal process. Four generalizations emerged from factors evident at the 5 schools selected for on-site visitations which should be addressed by independent schools regardless of the type of evaluation process used: (a) each school should develop a teacher evaluation policy; (b) each school should develop evaluation criteria and procedures that relate to each teacher's classification; (c) each school should delineate the specific role of …

The purposes of this study were to determine the perceptions selected school personnel had of public school teachers' fulfillment of the code of ethics for Texas educators, if these perceptions differed significantly, and if the code had any significant impact on teachers' behavior. The subjects consisted of board members, superintendents, principals and teachers within seven urban, fourteen suburban, and fifty rural Texas school districts. Subjects’ responses to an instrument derived from the Code of Ethics for Texas Educators provided the data for testing. The findings of this study included the following: 1. Board members perceived teachers as fulfilling the code to be slightly higher than did teachers and principals and significantly higher than did superintendents. 2. Superintendents perceived teachers as fulfilling the code to a lower degree than did the other subjects surveyed. 3. Professional Development Needs of Elementary School Principals Implementing Site-Based Management in an Urban School System

The problem of this study was to identify professional development needs of elementary school principals who are implementing site-based management. The purpose was to develop a prioritized list of developmental needs of principals participating in site-based management in the evaluation of teacher performance, instructional knowledge, behavioral life styles, and other needs as identified by a decentralized decision-making questionnaire. The population for this study was the sixty-one elementary school principals in a large urban school district. The principals were encouraged by the central administrative staff to assume the responsibility of site-based managers during the 1981-1982 school year. Three priority areas involving decision making at the school site evolved. These three areas were personnel, instruction, and budgeting. During the three succeeding years, additional areas of decision making have been added, such as building-level staff development, implementation of flexible student schedules, and provisions for specialized summer programs. Findings of the study showed that there was normality in the assessment of teaching skills by principals, that a significant correlation existed between principals' knowledge of instruction and principals' teacher evaluation scores and that a significant correlation existed between principals' teacher evaluation scores, female principals being more consistent. The Refinement of a Policy-Capturing Model Used in the Selection of Administrative Interns

The problem of this study is to refine the "policy-capturing" model used in the selection process of interns for the Administrative Leadership Training Program in a large metropolitan school district. The subjects for this study consisted of 416 candidates over a three-year period. The statistical procedure of multiple linear regression analysis was used to test the hypothesis that it would be possible to model the decision-making process so that the predictive value would be 90 per cent or higher. During the refinement process, the unique contribution of variance accounted for by each predictor variable was examined,and interactions between certain variables were tested. Two refined models were formulatedand the predictive value of each was calculated. The predictive values of all the models were less than 90 per cent; therefore, the hypothesis was rejected.

A Comparative Study of Mexican American and Anglo Dropouts in a Large Metropolitan School District in Texas

The problem of this study has been an investigation and comparison of the school dropout rates of Mexican American and Anglo Students and their reasons for leaving school in a large metropolitan school district in Texas. The specific purposes were (1) to ascertain the dropout rates of Mexican American and Anglo students within similar socioeconomic status and to compare these rates; (2) to compare the reasons for dropping out of school given by Mexican American and Anglo students; and (3) to delineate the implications for the school district's instructional program and its operation. Based on an analysis of the findings of this study, the following conclusions were formulated: (1) the school district studied is not meeting the needs of Mexican American students, particularly Mexican American females; (2) it can be expected that Mexican American female students are more likely to drop out than are Anglo females; and (3) Mexican American and Anglo dropouts do not believe that there is anyone on the school staff in whom they can confide their decision to drop out.

A Quasi-Experimental Study of Behavior in the Professional Negotiation Process: An Analysis of the Nigerian Setting

The problem investigated by this study was that of understanding types of behaviors exhibited by participants in negotiations processes and impact of behaviors on collective bargaining in Nigeria. The study's three purposes were to describe the nature and extent of interpersonal conflict that occurs in collective bargaining, to determine the consequences that stem from such conflict, and to suggest the behaviors and performances during the face-to-face negotiations that should exist to enhance labor-management relations in Nigerian public education. This study examined behavior in negotiations by using simulation, i.e., a quasiexperimental method. Four outcomes of negotiations--time required to reach agreement, terms of agreements, verbal behavior exhibited during negotiations, and satisfaction derived by negotiators in negotiations—were examined.

A Study on the Aspirations of Women Teachers to Become School Administrators

The problem with which this study is concerned is that of the gross under representation of females in educational administrative positions. Answers to the following questions were sought. (1) What are the reasons there are not more female administrators in education? (2) What are the reasons that more female educators do not aspire to become administrators? (3) What are effective means by which capable female educators can be encouraged to qualify themselves for positions in educational administration? Findings showed that the participants perceived that administrators are drawn from a predominantly male candidate pool and that women are not encouraged to compete for administrative jobs by their school district administrators. Most effective means for encouraging women to become administrators were encouragement by various people who have personal contact with the teacher, provision of role models, awareness of opportunities through on-the-job work, appointment of women to legitimate rather than token administrative positions, provision of financial encouragement, and administrative internship programs.
