Oral History Interview with Ivan Troutman, May 29, 2005
The National Museum of the Pacific War presents an interview with Ivan Troutman. Troutman joined the Merchant Marines in 1942. He traveled aboard an oil tanker to Venezuela to get a load of oil for Standard Oil. He remained in the States throughout the war. He was sent to Seattle on a cable laying ship. He assisted in splicing telephone cables.

Latin America: Terrorism Issues
Since the September 2001 terrorist attacks on New York and Washington, U.S. attention to terrorism in Latin America has intensified, with an increase in bilateral and regional cooperation. This report discusses the issue in relation to the U.S. State Department's April 2009 Country Report on Terrorism; Venezuelan President Hugo Chávez's sympathies with terrorist groups and lack of cooperation on antiterrorism efforts; growing U.S. concern over activities of terrorist groups Hezbollah and Hamas in the tri-border area of Argentina, Brazil, and Paraguay; and various legislative initiatives related to Latin American terrorism issues being considered by the 111th Congress.

Latin America: Energy Supply, Political Developments, and U.S. Policy Approaches
This report examines Latin America’s current political environment and its apparent effect on energy production in the region. It also discusses efforts to help many Latin American and Caribbean countries dependent on energy imports, including Venezuela’s preferential oil programs, the Mexico-led Meso-American Energy Integration Program, and U.S.-Brazilian cooperation on biofuels. The report also examines policy approaches that have been proposed for increased hemispheric energy cooperation, congressional interest in the topic of hemispheric energy security, and related legislative initiatives.

According to the Executive Summary, the aims and objective of this report are to provide an assessment of national capacity and capability in 25 tropical countries for measuring and monitoring forest as a requirement for reporting on REDD under IPCC guidelines. He served as Messman in the Steward Department aboard a T2 tanker, the SS Mobile Bay. In early 1945, they deployed to England to deliver fuel. Baugh shares details of the ship and general life aboard. He later joined the union and worked aboard a merchant ship, delivering cargo to Panama, Venezuela and Columbia. After the war ended, Baugh continued his service in the union for an additional 23 years.

World Oil Demand and the Effect on Oil Prices
Demand patterns for world oil and oil products show significant diversity by country, region, and product groupings. As a result of this diversity it is not possible to attach blame for the current level of price to any one nation, region, or product segment. The view that the oil market is international in scope and tightly interrelated is enhanced by the demand data. As a result of the integrated nature of the world oil market it is unlikely that any one nation acting on its own can implement policies that isolate its market from broader price behavior. As new major oil importers, notably China, and potentially India, expand their demand, the oil market likely will have to expand production capacity. This promises to increase the world’s dependence on the Persian Gulf members of the Organization of Petroleum Exporting Countries, especially Saudi Arabia, and maintain upward pressure on price.

Ecuador: Political and Economic Situation and U.S. Relations
Ecuador has experienced ten years of political and economic instability. On January 15, 2007, Rafael Correa, a left-leaning, U.S.-trained economics, was inaugurated to a four-year presidential term, becoming the country's eighth president in ten years. President Correa has fulfilled his campaign pledge to call a constituent assembly to reform the country's constitution. U.S. officials have expressed concerns about President Correa's ties with Hugo Chavez of Venezuela and his stated policies on trade and energy matters. Despite those concerns, Congress enacted legislation in February 2008 to extend U.S. trade preferences for Ecuador through December 2008.

Oral History Interview with Paul Davidson, June 11, 2005
The National Museum of the Pacific War presents an interview with Paul Davidson. Davidson was drafted into the Army in September of 1941. He was assigned to the 252nd Coast Artillery. He describes basic training, including food and clothing, and the ship he went aboard on his first assignment to Trinidad, the SS Evangeline (II). From February 1942 to March of 1944 they were stationed on the island of Trinidad off the coast of Venezuela. In March of 1944 he was transferred to the 530th Field Artillery Battalion in the 5th Army. They arrived in Italy in March of 1945. He was in charge of the advance detail, where he supervised the layout of the gun position, including moving the guns, leveling and digging out the ground and sandbagging. He describes their maneuvers through Italy, getting shelled heavily in some places, and details some of the people and places he witnessed. He was discharged in October of 1945.
