Simulation of physical and chemical processes in reservoirs: Two case studies.
Managing water quality aspects requires the use of integrative tools that allow a holistic approach to this problem. Water quality models coupled to hydrodynamic models are these tools. This study presents the application of the water quality model WASP coupled to the hydrodynamic model DYNHYD for two distinct reservoirs: Lake Texoma and Tocoma Reservoir. Modeling the former included simulations of water velocities, water level, and four chemical and physical compounds: chlorides, dissolved oxygen (DO), biochemical oxygen demand (BOD), and total suspended solids (TSS); and validation of the results by comparing with observed values during March - May, 1997. The latter is still under project status and the simulation was performed in a prospective way. The analysis included simulations of water velocities under current and for expected conditions, DO and BOD. Both models, DYNHYD and WASP, fitted pretty well to observed conditions for Lake Texoma and for where Tocoma Reservoir has been planned. Considering management and decision support purposes, the role of boundary and loading conditions also was tested. For Lake Texoma, controlling boundary conditions for chlorides is a determinant factor for water quality of the system. The National Museum of the Pacific War presents an interview with Ivan Troutman. Troutman joined the Merchant Marines in 1942. He traveled aboard an oil tanker to Venezuela to get a load of oil for Standard Oil. He remained in the States throughout the war. He was sent to Seattle on a cable laying ship. He assisted in splicing telephone cables.

World Oil Demand and its Effect on Oil Prices
Demand patterns for world oil and oil products show significant diversity by country, region, and product groupings. As a result of this diversity it is not possible to attach blame for the current level of price to any one nation, region, or product segment. The view that the oil market is international in scope and tightly interrelated is enhanced by the demand data. As a result of the integrated nature of the world oil market it is unlikely that any one nation acting on its own can implement policies that isolate its market from broader price behavior. As new major oil importers, notably China, and potentially India, expand their demand, the oil market likely will have to expand production capacity. This promises to increase the world’s dependence on the Persian Gulf members of the Organization of Petroleum Exporting Countries, especially Saudi Arabia, and maintain upward pressure on price.

Bolivia: Political and Economic Developments and Implications for U.S. Policy
This report includes background information on Bolivia’s political unrest, economic situation, and relations with the United States. In the past few years, Bolivia has experienced extreme political unrest resulting in the country having six presidents since 2001. Under policies of recently-elected leftist-leaning President Evo Morales, Bolivia's relations with neighboring countries, foreign investors, and the United States have been complicated. For some 20 years, U.S. interest in Bolivia has centered on its role as a coca producer and its relationship to Colombia and Peru, the two other major coca- and cocaine-producing countries in the Andes. U.S.-Bolivian relations have become tense in 2006 in the wake of the Morales government's questionable commitment to combating illegal drugs, increasing ties with Venezuela and Cuba, and the nationalization measure.

Oral History Interview with Paul Davidson, June 11, 2005
The National Museum of the Pacific War presents an interview with Paul Davidson. Davidson was drafted into the Army in September of 1941. He was assigned to the 252nd Coast Artillery. He describes basic training, including food and clothing, and the ship he went aboard on his first assignment to Trinidad, the SS Evangeline (II). From February 1942 to March of 1944 they were stationed on the island of Trinidad off the coast of Venezuela. In March of 1944 he was transferred to the 530th Field Artillery Battalion in the 5th Army. They arrived in Italy in March of 1945. He was in charge of the advance detail, where he supervised the layout of the gun position, including moving the guns, leveling and digging out the ground and sandbagging. He describes their maneuvers through Italy, getting shelled heavily in some places, and details some of the people and places he witnessed. He was discharged in October of 1945.

Experimental Investigation and High Resolution Simulator of in-Situ Combustion Processes Quarterly Report
Accurate simulation of in-situ combustion processes is computationally very challenging because the spatial and temporal scales over which the combustion process takes place are very small. In this fifth quarterly report of our DoE funded research, we continue the discussion of the design of a new simulation tool based on an efficient Cartesian Adaptive Mesh Refinement technique that allows much higher grid densities to be used near typical fronts than current simulators. We have now developed an appropriate upscaling technique for our grids, based on the local-global upscaling approach. We show preliminary results on two-dimensional test cases. On the experimental side, we continued experiments to measure the rates and kinetics of combustion in the presence and absence of metallic additives. In this quarter, we developed a better understanding of the cation replacing power of the various additives that affect combustion performance positively, and obtained a preliminary reactivity series. We also resumed our experimental investigation into the cyclic solvent-combustion process using crude oil from the Hamaca Region of Venezuela. Various measurements were made including oxygen consumption as a function of temperature. Preliminary results show that the temperatures for the onset of combustion are a function of the solvent injected.

Latin America and the Caribbean: Issues for the 109th Congress
Over the past two decades, the Latin America and Caribbean region has made enormous strides in terms of political and economic development. Legislative and oversight attention to Latin America and the Caribbean in the 109th Congress has focused on continued counternarcotics efforts; trade issues; challenges to democracy, especially in Venezuela; efforts to bring political stability and ameliorate poverty in Haiti; efforts to foster political change in Cuba; and cooperation on migration and border security, especially with Mexico. This report provides an overview of U.S. relations with Latin America and the Caribbean, focusing on the role of Congress and congressional concerns.

REAL-TIME TRACER MONITORING OF RESERVOIR STIMULATION PROCEDURES VIA ELECTRONIC WIRELINE AND TELEMETRY DATA TRANSMISSION
Finalized Phase 2-3 project work has field-proven two separate real-time reservoir processes that were co-developed via funding by the National Energy Technology Laboratory (NETL). Both technologies are presently patented in the United States and select foreign markets; a downhole-commingled reservoir stimulation procedure and a real-time tracer-logged fracturing diagnostic system. Phase 2 and early Phase 3 project work included the research, development and well testing of a U.S. patented gamma tracer fracturing diagnostic system. This stimulation logging process was successfully field-demonstrated; real-time tracer measurement of fracture height while fracturing was accomplished and proven technically possible. However, after the initial well tests, there were several licensing issues that developed between service providers that restricted and minimized Realtimezone's (RTZ) ability to field-test the real-time gamma diagnostic system as was originally outlined for this project. Said restrictions were encountered after when one major provider agreed to license their gamma logging tools to another. Both of these companies previously promised contributory support toward Realtimezone's DE-FC26-99FT40129 project work, however, actual support was less than desired when newly-licensed wireline gamma logging tools from one company were converted by the other from electric wireline into slickline, batter-powered ''memory'' tools for post-stimulation logging purposes. China's Growing Interest in Latin America
Over the past year, increasing attention has focused on China’s growing interest in Latin America. Most analysts appear to agree that China’s primary interest in the region is to gain greater access to needed resources — such as oil, copper, and iron — through increased trade and investment. Some also believe Beijing’s additional goal is to isolate Taiwan by luring the 12 Latin American and Caribbean nations still maintaining diplomatic relations with Taiwan to shift their diplomatic recognition to China. Some analysts maintain that China’s involvement in the region could pose a future threat to U.S. influence. Others assert that China’s inroads in Latin America are marginal and likely to remain overwhelmed by the economic and geographic advantage of the U.S. market.
