Soil Remediation Test (open access)

Soil Remediation Test

Soils contaminated with petroleum by-products can now be effectively remediated using a variety of technologies. Among these are in-situ bioremediation, land farming, and landfill/replacing of soil. The range of efficiencies and cost effectiveness of these technologies has been well documented. Exsorbet Plus is showing promise as an in-situ bioremediation agent. It is made of naturally grown Spaghnum Peat Moss which has been activated for encapsulation and blended with nitrogen-rich fertilizer. In its initial field test in Caracas, Venezuela, it was able to remediate crude oil-contaminated soil in 90 days at less than half of the cost of competing technologies. Waste Solutions, Corp and the US Department of Energy signed a Cooperative Research and Development Agreement to test Exsorbet Plus at the Rocky Mountain Oilfield Testing Center near Casper, Wyoming. As part of the test, soil contaminated with crude oil was treated with Exsorbet Plus to aid the in-situ bioremediation process. Quantitative total petroleum hydrocarbon (TPH) measurements were acquired comparing the performance of Exsorbet Plus with an adjacent plot undergoing unaided in-situ bioremediation.

Foreign Assistance: Reporting of Defense Articles and Services Provided through Drawdowns Needs to Be Improved

A letter report issued by the General Accounting Office with an abstract that begins "Since 1961, the President has had special statutory authority to order the "drawdown" of defense articles--such as aircraft, vehicles, various weapons, and spare parts--and services or military education and training from Department of Defense (DOD) and military service inventories and transfer them to foreign countries or international organizations. Drawdowns give the President the ability to respond to U.S. foreign policy and national security objectives, such as counternarcotics efforts, peacekeeping needs, and unforeseen military and nonmilitary emergencies, by providing military assistance without first seeking additional legislative authority or appropriations from Congress. The Defense Security Cooperation Agency's reports to Congress on the costs and delivery status of drawdowns are inaccurate and incomplete. Two principal problems contribute to the agency's inability to meet the reporting requirements. First, its information system for recording drawdown data is outmoded and difficult to use--service drawdown reports are in different formats, and any conversion errors have to be manually corrected. Second, the services do not regularly provide updates to the agency on drawdown costs and deliveries, and available information sometimes does not get into the system. Reactive Fluid Flow and Applications to Diagenesis, Mineral Deposits, and Crustal Rocks

The objective is to initiate new: modeling of coupled fluid flow and chemical reactions of geologic environments; experimental and theoretical studies of water-rock reactions; collection and interpretation of stable isotopic and geochemical field data at many spatial scales of systems involving fluid flow and reaction in environments ranging from soils to metamorphic rocks. Theoretical modeling of coupled fluid flow and chemical reactions, involving kinetics, has been employed to understand the differences between equilibrium, steady-state, and non-steady-state behavior of the chemical evolution of open fluid-rock systems. The numerical codes developed in this project treat multi-component, finite-rate reactions combined with advective and dispersive transport in multi-dimensions. The codes incorporate heat, mass, and isotopic transfer in both porous and fractured media. Experimental work has obtained the kinetic rate laws of pertinent silicate-water reactions and the rates of Sr release during chemical weathering. Ab-initio quantum mechanical techniques have been applied to obtain the kinetics and mechanisms of silicate surface reactions and isotopic exchange between water and dissolved species. Geochemical field-based studies were carried out on the Wepawaug metamorphic schist, on the Irish base-metal sediment-hosted ore system, in the Dalradian metamorphic complex in Scotland, and on weathering in the Columbia River flood basalts. Export-Import Bank: Energy Financing Trends Affected by Various Factors

A letter report issued by the General Accounting Office with an abstract that begins "From 1990 through 2001, the Export-Import Bank (Ex-Im Bank) of the United States provided export financing commitments totaling $31 billion to promote the export of U.S. goods and services for use in the energy sector. The energy sector is divided into fossil fuel, renewable, and nuclear energy. Financing is provided through a range of products, including loans and guarantees, export credit insurance, and working capital guarantees. Of the $28 billion Ex-Im Bank provided in loans and guarantees for energy-related projects from 1990 to 2001, 93 percent was used to finance fossil fuel projects, and 3 percent was for renewable energy projects. Trends in applications for fossil fuel and renewable energy projects largely mirrored trends in the energy projects financed because 90 percent of applications submitted were financed. Since 1990, Ex-Im Bank has not consistently provided information about its renewable energy program to Congress; its 1995 and 1998 annual reports did not address renewable energy. Ex-Im Bank's energy portfolio is affected by broad factors such as worldwide market conditions and to some degree by its policies, promotion efforts, and programs.
