Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. Of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist energy demand in developing will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. These individual studies were conducted fro Argentina, Brazil, Mexico and Venezuela in Latin America.

This report contains the results of efforts under the six tasks of the Sixth Amendment and Extension of Annex 4, Enhanced Oil Recovery Thermal Processes of the Venezuela/USA Agreement. The report is presented in sections (for each of the 6 tasks) and each section contains one or more reports prepared by various individuals or groups describing the results of efforts under each of the tasks. A statement of each task, taken from the agreement, is presented on the first page of each section. The tasks are numbered 44 through 49. CO sub 2 emissions from developing countries: Better understanding the role of energy in the long term

This study examines energy use and carbon emissions in the developing world. Based on analyses of present energy-use patterns in 17 developing nations, this study presents high emissions and low emissions scenarios for these nations in the year 2025. These nations combined account for two thirds of the energy-related carbon emissions presently generated in the developing world. The analysis reveals that energy demand expands dramatically by 2025 and grows increasingly carbon intensive. In the high emissions scenario, carbon emissions from these countries increase four-fold. The greatest share of carbon stems from the industrial sector in 2025, followed by the transport and residential sectors. With the implementation of policies aimed at reducing CO{sub 2} emissions, the low emissions scenario reduces the level of carbon in 2025 by 20 percent relative to the high emissions scenario figure. These nations achieve 80 percent of the carbon reductions by improving the efficiency of energy production and use and the remaining 20 percent by implementing fuel-switching measures. Of all the sectors examined, the industrial sector offers the greatest opportunity for absolute carbon savings (39 percent of the total). This summary is volume one of five volumes.

The International Workshop on Reducing Carbon Dioxide Emissions from the Developing World: Assessment of Benefits, Costs and Barriers'' was the second workshop held as part of a project being conducted by the International Energy Studies Group of Lawrence Berkeley Laboratory, in collaboration with experts from leading institutions across the developing world. The goal of the project is to analyze long-range energy consumption in developing countries and its potential contribution to global climate change. The US Environmental Protection Agency (EPA) is supporting this work, the results of which already have made a key contribution to the technical analysis being used as the basis for discussion by the Energy and Industry Sub-group of the Intergovernmental Panel on Climate Change (IPCC). The main purpose of this workshop was two-fold: (1) to discuss the feasibility of implementing the efficiency improvements and fuel switching measures incorporated into the long-term energy scenarios created for 17 developing countries and (2) to examine the costs and benefits of reducing energy-related carbon dioxide emissions generated by developing countries.

Bartlesville Project Office FY 1990 Annual report

The Bartlesville Project Office (BPO) was established in 1983 to succeed the Bartlesville Energy Technology Center (BETC). Its lead mission from the Office of Fossil Energy (FE) of the US Department of energy is to plan and implement research in the Enhanced Oil Recovery (EOR) and Advanced Extraction and Process Technology (AEPT) subprograms of the Petroleum Program. As such, BPO oversees some 160 research projects falling within these two broad subprograms and support activities. These projects, form the major portion of DOE's National Petroleum Research Program. The EOR subprogram consists of two research categories: Light Oil and Heavy Oil. These two categories include research activities in: (1) geoscience and reservoir characterization, (2) chemical flooding (3) gas flooding, (4) thermal recovery, (5) novel technology, and (6) microbial EOR. The AEPT subprogram includes research activities in (1) fundamental geoscience and extraction research, (2) supporting technology and environmental research, and (3) university geoscience research. 8 figs., 5 tabs.

This report summarizes NIPER's research on four interrelated topics for Light Oil Steamflooding. Four interrelated topics are described: The methodology for measuring capillary pressure and wettability at elevated temperature, the use of silylating agents to convert water-wet Berea sandstones or unconsolidated quartz sands to oil-wetted surfaces, the evaluation of the thermal hydrolytic stability of these oil-wet surfaces for possible use in laboratory studies using steam and hot water to recover oil, and the effect of porous media of different wettabilities on oil recovery where the porous media is first waterflooded and then steamflooded.

Analysis and technology transfer report, 1989 and 1990

The buildings sector used 29.6 quadrillion Btus (quads) of energy in 1989, or 36 percent of the total primary energy consumed in the United States. The major uses are for space heating and cooling, water heating, refrigeration, and lighting. Electricity is the dominant fuel, followed by natural gas, petroleum, and other fuels. Although there were dramatic improvements in energy efficiency in this sector from 1975 to 1985, in recent years energy use has grown rapidly. The large growth expected in commercial building floor space and in residential units means that total building-sector energy consumption could increase dramatically by the year 2030. The mission of the US DOE's Office of Building Technologies (OBT) is to lead a national program supporting private sector efforts to improve the energy efficiency of the nation's buildings and to increase their utilization of renewable energy sources. The Office is also responsible for energy efficiency planning and management for Federal buildings as well as buildings-related associated information, financial incentives, and regulatory functions that are determined to be appropriate for the Federal government.
