Latin America: Terrorism Issues
Since the September 2001 terrorist attacks on New York and Washington, U.S. attention to terrorism in Latin America has intensified, with an increase in bilateral and regional cooperation. This report discusses the issue in relation to the U.S. State Department's April 2009 Country Report on Terrorism; Colombian President Hugo Chávez's sympathies with terrorist groups and lack of cooperation on antiterrorism efforts; growing U.S. concern over activities of terrorist groups Hezbollah and Hamas in the tri-border area of Argentina, Brazil, and Paraguay; and various legislative initiatives related to Latin American terrorism issues being considered by the 112th Congress.

Experimental Investigation and High Resolution Simulator of in-Situ Combustion Processes Quarterly Report
Accurate simulation of in-situ combustion processes is computationally very challenging because the spatial and temporal scales over which the combustion process takes place are very small. In this fifth quarterly report of our DoE funded research, we continue the discussion of the design of a new simulation tool based on an efficient Cartesian Adaptive Mesh Refinement technique that allows much higher grid densities to be used near typical fronts than current simulators. We have now developed an appropriate upscaling technique for our grids, based on the local-global upscaling approach. We show preliminary results on two-dimensional test cases. On the experimental side, we continued experiments to measure the rates and kinetics of combustion in the presence and absence of metallic additives. In this quarter, we developed a better understanding of the cation replacing power of the various additives that affect combustion performance positively, and obtained a preliminary reactivity series. We also resumed our experimental investigation into the cyclic solvent-combustion process using crude oil from the Hamaca Region of Venezuela. Various measurements were made including oxygen consumption as a function of temperature. Preliminary results show that the temperatures for the onset of combustion are a function of the solvent injected.

Reconnaissance of Field Sites for the Study of Chemical Weathering on the Guayana Shield, South America
Despite the fact that chemical weathering of silicate rocks plays an important role in the draw-down of CO{sub 2} over geologic time scales (Berner and Berner, 1996), the overall controls on the rate of chemical weathering are still not completely understood. Lacking a mechanistic understanding of these controls, it remains difficult to evaluate a hypothesis such as that presented by Raymo and Ruddiman (1992), who suggested that enhanced weathering and CO{sub 2} draw-down resulting from the uplift of the Himalayas contributed to global cooling during the Cenozoic. At an even more fundamental level, the three to four order of magnitude discrepancy between laboratory and field weathering rates is still unresolved (White et al., 1996). There is as yet no comprehensive, mechanistic model for silicate chemical weathering that considers the coupled effects of precipitation, vadose zone flow, and chemical reactions. The absence of robust process models for silicate weathering and the failure to resolve some of these important questions may in fact be related-the controls on the overall rates of weathering cannot be understood without considering the weathering environment as one in which multiple, time-dependent chemical and physical processes are coupled (Malmstrom, 2000). Three Blind Men and the Elephant
Just like the blind men in the popular story of perceiving the elephant, the three major constituencies participating in the energy debate have greatly different perceptions of the problem. The constituency that is worried about climate change believes the energy problem is caused by profligate use of fossil fuel that has dramatically changed our atmosphere. The energy security group sees dangerous reliance on foreign sources of oil increasingly held by countries hostile to the US. The economic vitality group sees high energy prices and their effect on the economy and our life-style. Just like the blind men, each of the three constituencies perceives a different problem. And just as with the blind men, while each perspective is right as a piece of the elephant, it takes all the perspectives together to actually solve the problem. Environmentalists focus on solutions responding to the scientific consensus that greenhouse gases are creating rapid climate change. The tipping point has come: it is now a consensus position among scientists the global warming is being affected by anthropogenic activity to 90% certainty according to the last IPCC report. CO sub 2 emissions from developing countries: Better understanding the role of energy in the long term
This study examines energy use and carbon emissions in the developing world. Based on analyses of present energy-use patterns in 17 developing nations, this study presents high emissions and low emissions scenarios for these nations in the year 2025. These nations combined account for two thirds of the energy-related carbon emissions presently generated in the developing world. The analysis reveals that energy demand expands dramatically by 2025 and grows increasingly carbon intensive. In the high emissions scenario, carbon emissions from these countries increase four-fold. The greatest share of carbon stems from the industrial sector in 2025, followed by the transport and residential sectors. With the implementation of policies aimed at reducing CO{sub 2} emissions, the low emissions scenario reduces the level of carbon in 2025 by 20 percent relative to the high emissions scenario figure. These nations achieve 80 percent of the carbon reductions by improving the efficiency of energy production and use and the remaining 20 percent by implementing fuel-switching measures. Of all the sectors examined, the industrial sector offers the greatest opportunity for absolute carbon savings (39 percent of the total). This summary is volume one of five volumes.

U.S.-Latin America Trade: Recent Trends and Policy Issues
Trade is one of the more enduring issues in contemporary U.S.-Latin America relations. Latin America is far from the largest U.S. regional trade partner, but historically is the fastest growing one. The United States has implemented comprehensive reciprocal trade agreements with most of its important trade partners in Latin America. Agreements with Panama and Colombia have been signed but not implemented, pending congressional action. Countries south of the Caribbean Basin have been reluctant to enter into such a deal because it does not meet their primary negotiation objectives. This report looks at the status, implications, and alternatives to current free trade agreements in the region.

The Quarterly Coal Report (QCR) provides comprehensive information about US coal production, distribution, exports, imports, receipts, prices, consumption, and stocks to a wide audience, including Congress, Federal and State agencies, the coal industry, and the general public. Coke production, consumption, distribution, imports, and exports data are also provided. The data presented in the QCR are collected and published by the Energy Information Administration (EIA) to fulfill data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275), as amended. This report presents detailed quarterly data for July through September 1995 and aggregated quarterly historical data for 1987 through the second quarter of 1995. Appendix A displays, from 1987 on, detailed quarterly historical coal imports data, as specified in Section 202 of the Energy Policy and Conservation Amendments Act of 1985 (Public Law 99-58). Appendix B gives selected quarterly tables converted to metric tons.
