This report discusses the bilateral partnership agreements the People's Republic of China (PRC) has signed with multiple countries in the Latin American and Caribbean region, including "strategic partnerships" with Argentina, Brazil, Chile, Costa Rica, Ecuador, Mexico, Peru, and Venezuela. According to the Executive Summary, the aims and objective of this report are to provide an assessment of national capacity and capability in 25 tropical countries for measuring and monitoring forest as a requirement for reporting on REDD under IPCC guidelines. This paper was commissioned by the United Kingdom Office of Climate Change as background work to its report 'Climate Change: Financing Global Forests' (the Eliasch Review).

World Oil Demand and the Effect on Oil Prices
Demand patterns for world oil and oil products show significant diversity by country, region, and product groupings. As a result of this diversity it is not possible to attach blame for the current level of price to any one nation, region, or product segment. The view that the oil market is international in scope and tightly interrelated is enhanced by the demand data. As a result of the integrated nature of the world oil market it is unlikely that any one nation acting on its own can implement policies that isolate its market from broader price behavior. As new major oil importers, notably China, and potentially India, expand their demand, the oil market likely will have to expand production capacity. This promises to increase the world’s dependence on the Persian Gulf members of the Organization of Petroleum Exporting Countries, especially Saudi Arabia, and maintain upward pressure on price.

China's Growing Interest in Latin America
Over the past year, increasing attention has focused on China’s growing interest in Latin America. Most analysts appear to agree that China’s primary interest in the region is to gain greater access to needed resources — such as oil, copper, and iron — through increased trade and investment. Some also believe Beijing’s additional goal is to isolate Taiwan by luring the 12 Latin American and Caribbean nations still maintaining diplomatic relations with Taiwan to shift their diplomatic recognition to China. Some analysts maintain that China’s involvement in the region could pose a future threat to U.S. influence. Others assert that China’s inroads in Latin America are marginal and likely to remain overwhelmed by the economic and geographic advantage of the U.S. market.
