Latin America: Terrorism Issues
Since the September 2001 terrorist attacks on New York and Washington, U.S. attention to terrorism in Latin America has intensified, with an increase in bilateral and regional cooperation. This report discusses the issue in relation to the U.S. State Department's April 2009 Country Report on Terrorism; Colombian President Hugo Chávez's sympathies with terrorist groups and lack of cooperation on antiterrorism efforts; growing U.S. concern over activities of terrorist groups Hezbollah and Hamas in the tri-border area of Argentina, Brazil, and Paraguay; and various legislative initiatives related to Latin American terrorism issues being considered by the 111th Congress.

Latin America and the Caribbean: Issues for the 109th Congress
two decades in terms of political and economic development. While the region overall experienced an economic setback in 2002-2003, by the end of 2004, it had rebounded with an estimated growth rate of 5.5% for the year, surpassing even the most optimistic predictions. Nevertheless, several nations face considerable challenges that could threaten political stability, including persistent poverty, violent guerrilla conflicts, autocratic leaders, drug trafficking, and increasing crime.

Quarterly coal report, April--June 1993
In the second quarter of 1993, the United States produced 235 million short tons of coal. This brought the total for the first half of 1993 to 477 million short tons, a decrease of 4 percent (21 million short tons) from the amount produced during the first half of 1992. The decrease was due to a 26-million-short-ton decline in production east of the Mississippi River, which was partially offset by a 5-million-short-ton increase in coal production west of the Mississippi River. Compared with the first 6 months of 1992, all States east of the Mississippi River had lower coal production levels, led by West Virginia and Illinois, which produced 9 million short tons and 7 million short tons less coal, respectively. The principal reasons for the drop in coal output for the first 6 months of 1993 compared to a year earlier were: a decrease in demand for US coal in foreign markets, particularly the steam coal markets; a draw-down of electric utility coal stocks to meet the increase in demand for coal-fired electricity generation; and a lower producer/distributor stock build-up. Keystone XL Pipeline Project: Key Issues
This report describes the Keystone XL pipeline proposal and the process required for federal approval. It summarizes key arguments for and against the pipeline put forth by the pipeline's developers, federal agencies, environmental groups, and other stakeholders. The report discusses potential consistency challenges faced by the State Department in reviewing the pipeline application given its recent prior approvals of similar pipeline projects. Finally, the report reviews the constitutional basis for the State Department's authority to issue a Presidential Permit, and opponents' possible challenges to this authority.
