Drug Control: U.S. Counternarcotics Cooperation with Venezuela Has Declined

A letter report issued by the Government Accountability Office with an abstract that begins "Hundreds of metric tons of cocaine flow annually from South America toward the United States, threatening the security and well-being of U.S. citizens. Since 2000, the United States has provided about $8 billion to countries in the region to disrupt drug trafficking. Most of this assistance went to Colombia to reduce illicit drug production and improve security. In March 2009, the Department of State reported that Venezuela had become a major transit route for cocaine out of Colombia, with a more than fourfold increase in cocaine flow between 2004 and 2007. We determined (1) what is known about cocaine trafficking through Venezuela, (2) what is known about Venezuelan support for Colombian illegal armed groups, and (3) the status of U.S and Venezuelan counternarcotics cooperation since 2002. To address these objectives, we reviewed U.S. counternarcotics reports, assessments, and other documents regarding illicit drugs transiting Venezuela. We also traveled to Venezuela and Colombia to discuss these matters with U.S. and foreign government officials."

Bolivia: Political and Economic Developments and Implications for U.S. Policy

This report includes background information on Bolivia’s political unrest, economic situation, and relations with the United States. In the past few years, Bolivia has experienced extreme political unrest resulting in the country having six presidents since 2001. Under policies of recently-elected leftist-leaning President Evo Morales, Bolivia's relations with neighboring countries, foreign investors, and the United States have been complicated. For some 20 years, U.S. interest in Bolivia has centered on its role as a coca producer and its relationship to Colombia and Peru, the two other major coca- and cocaine-producing countries in the Andes. U.S.-Bolivian relations have become tense in 2006 in the wake of the Morales government's questionable commitment to combating illegal drugs, increasing ties with Venezuela and Cuba, and the nationalization measure.

China's Growing Interest in Latin America (open access)

China's Growing Interest in Latin America

Over the past year, increasing attention has focused on China’s growing interest in Latin America. Most analysts appear to agree that China’s primary interest in the region is to gain greater access to needed resources — such as oil, copper, and iron — through increased trade and investment. Some also believe Beijing’s additional goal is to isolate Taiwan by luring the 12 Latin American and Caribbean nations still maintaining diplomatic relations with Taiwan to shift their diplomatic recognition to China. Some analysts maintain that China’s involvement in the region could pose a future threat to U.S. influence. Others assert that China’s inroads in Latin America are marginal and likely to remain overwhelmed by the economic and geographic advantage of the U.S. market.

This report first examines Cuba’s oil sector, including current production and consumption levels. It then looks at Cuba’s offshore development, including the Repsol project, other offshore projects involving state-owed foreign oil companies, and the outlook for Cuba’s offshore oil production. The report then analyzes considerations for the United States raised by Cuba’s offshore oil development, examining oil spill risks and environmental dangers if spilled oil reaches U.S. waters, the status of disaster coordination between the United States and Cuba, and potential approaches on the issue. The report then examines the debate over broader U.S. involvement in Cuba’s offshore oil development, and touches on two outstanding boundary issues related to Cuba’s offshore oil development. Finally, the report examines legislative initiatives that have been advanced to deal with Cuba’s offshore oil development.
