This report is presented in sections (for each of the six Tasks) and each section contains one or more reports that were prepared to describe the results of the effort under each of the Tasks. A statement of each Task, taken from the Agreement Between Project Managers, is presented on the first page of each section. The Tasks are numbered 68 through 73. The first through tenth report on research performed under Annex IV Venezuela MEM/USA-DOE Fossil Energy Report Number IV-1, IV-2, IV-3, IV-4, IV-5, IV-6, IV-7, IV-8, IV-9, IV-10 contain the results of the first 67 Tasks. These reports are dated April 1983, August 1984, March 1986, July 1987, November 1988, December 1989, October 1991, February 1993, March 1995, and December 1997, respectively.

Under the populist rule of President Hugo Chávez, first elected in 1998, Venezuela has undergone enormous political changes, with a new constitution, a new the unicameral legislature, and even a new name for the country, the Bolivarian Republic of Venezuela. Although Chávez remained widely popular until mid-2001, his popularity eroded considerably after that, amid concerns that he was imposing a leftist agenda. In April 2002, massive opposition protests led to the ouster of Chávez from power for a brief period, but the military restored him to power after an interim the government resorted to such hardline measures as dismantling the National Assembly and suspending the Constitution.

The Social Services Block Grant (SSBG) is a flexible source of funds that states may use to support a wide variety of social services activities. States have broad discretion over the use of these funds. This short report provides background information on the SSBG and tracks relevant legislation and appropriations measures.

A letter report issued by the Government Accountability Office with an abstract that begins "Hundreds of metric tons of cocaine flow annually from South America toward the United States, threatening the security and well-being of U.S. citizens. Since 2000, the United States has provided about $8 billion to countries in the region to disrupt drug trafficking. Most of this assistance went to Colombia to reduce illicit drug production and improve security. In March 2009, the Department of State reported that Venezuela had become a major transit route for cocaine out of Colombia, with a more than fourfold increase in cocaine flow between 2004 and 2007. We determined (1) what is known about cocaine trafficking through Venezuela, (2) what is known about Venezuelan support for Colombian illegal armed groups, and (3) the status of U.S and Venezuelan counternarcotics cooperation since 2002. To address these objectives, we reviewed U.S. counternarcotics reports, assessments, and other documents regarding illicit drugs transiting Venezuela. We also traveled to Venezuela and Colombia to discuss these matters with U.S. and foreign government officials."

This report examines Latin America's current political environment and its apparent effect on energy production in the region. It also examines regional integration efforts, including Venezuela's oil programs offering oil to many Latin American and Caribbean countries on a preferential basis, the Mexico-led Meso-American Energy Integration Program, and the proposed South American natural gas pipeline. The report also examines policy approaches that have been proposed for increased hemispheric energy cooperation, congressional interest: in the topic of hemispheric energy security, and related legislative initiatives in the 109th Congress.

A letter report issued by the Government Accountability Office with an abstract that begins "Venezuela is the world's eighth-largest oil exporter and among the top 10 countries in total proven oil reserves. Venezuela also supplies about 11 percent of current U.S. imports of crude oil and petroleum products and wholly owns five refineries in the U.S. Consequently, Venezuela is a key player in the future energy security of the United States and the world. The current global oil market is tight and may be more susceptible to short-term supply disruptions and higher and more volatile prices. Recently, tension between Venezuela and the United States has caused concern about the stability of Venezuelan oil supplies. On several occasions, Venezuela's President has threatened to stop exporting oil to the U.S. or to close Venezuela's U.S.-based refineries. In this context, GAO analyzed: (1) how Venezuela's crude oil production and exports of crude oil to the U.S. has changed in recent years, (2) the potential impacts of a reduction in Venezuelan oil exports to the U.S., and (3) the status of U.S. government programs and activities to ensure a reliable supply of oil from Venezuela.
