A Free Trade Area of the Americas: Status of Negotiations and Major Policy Issues

In 1994, 34 Western Hemisphere nations met at the first Summit of the Americas, envisioning a plan for a Free Trade Area of the Americas (FTAA) by January 2005. Nine years later, the third draft text of the agreement was presented at the Miami trade ministerial held November 20-21, 2003. Deep differences remain unresolved, however, and, as reflected in the Ministerial Declaration, have taken the FTAA in a new direction. It calls for a two-tier framework comprising a set of “common rights and obligations” for all countries, augmented by voluntary plurilateral arrangements with country benefits related to commitments. A follow-up meeting in Puebla, Mexico was unable to clarify the details of this arrangement and negotiations will continue in late April 2004, when it is hoped that specific commitments will be defined. This report provides background and analysis for Congress on the proposed FTAA and will be updated.

A Free Trade Area of the Americas: Major Policy Issues and Status of Negotiations

In 1994, 34 Western Hemisphere nations met at the first Summit of the Americas, envisioning a plan for completing a Free Trade Area of the Americas (FTAA) by January 1, 2005. Nine years later, the third draft text of the agreement was presented at the November 2003 Miami trade ministerial. The Ministerial Declaration, negotiated largely by the two co-chairs, Brazil and the United States, took the FTAA in a new direction, away from the comprehensive, single undertaking principle, toward a two-tier framework comprising a set of “common rights and obligations” for all countries, augmented by voluntary plurilateral arrangements with country benefits related to commitments. A follow-up meeting in early 2004 in Puebla, Mexico was unable to clarify this concept, highlighting the deep differences that remained between the United States and Brazil. FTAA talks subsequently stalled and the original January 1, 2005 deadline was missed. In the meantime, both Brazil and the United States are pursuing subregional trade pacts that may further complicate the negotiation process. Talks between Brazil and the United States may resume in early 2005, but it is still unclear if significant progress can be made on the FTAA this year.

Report on the CEPA activities [Consorcio Educativo para la Proteccion Ambiental/Educational Consortium for Environmental Preservation] [Final report of activities from 1998 to 2002]

This report compiles the instances of scientific, educational, and institutional cooperation on environmental issues and other activities in which CEPA was engaged during the past five years, and includes several annual reports and meeting summaries. CEPA is a collaborative international consortium that brings together higher education institutions with governmental agencies, research laboratories, and private sector entities. CEPA's mission is to strengthen the technical, professional, and educational environmental infrastructure in the United States and Latin America. The CEPA program includes curriculum development, student exchange, faculty development, and creation of educational materials, joint research, and other cooperative activities. CEPA's goals are accomplished by actively working with Hispanic-serving institutions of higher education in the United States, in collaboration with institutions of higher education in Latin America and other Consortium members to deliver competitive environmental programs.

Seven New White-winged Doves from Mexico, Central America, and Southwestern United States

Seven new subspecies of the white-winged dove (Zenaida asiatica) are described. The patterns of these recoveries are an invaluable aid to understanding racial distribution of this species. The extent of migration that breed in Central America is not yet adequately known. The range of the doves extends as far north as the southwestern United States.

Manganese Deposits of Mexico (open access)

Manganese Deposits of Mexico

From abstract: Manganese has been reported from 335 deposits in 20 of the 30 States and Territories of Mexico. The production of manganese ore prior to 1942, according to published figures, amounted to about 54,000 tons. For the year 1942 production rose to 35,000 tons, for 1943 to 70,503 tons, and for 1944 to 80,671 tons; but for 1945 it dropped to a little less than 52,000 tons, and during 1946 it continued to drop. Up to the end of 1941 Chihuahua had produced about half the manganese ore from Mexico; San Luis Potosi produced about 17 percent, and Baja California and Zacatecas each about 10 percent. In 1942 Baja California became the chief producer; Durango, Chihuahua, and Zacatecas each yielded somewhat less. During that year the ore came from 76 deposits, of which only 30 yielded more than 500 tons each.

Climate Change Vulnerability and Resilience: Current Status and Trends for Mexico (open access)

Climate Change Vulnerability and Resilience: Current Status and Trends for Mexico

Climate change alters different localities on the planet in different ways. The impact on each region depends mainly on the degree of vulnerability that natural ecosystems and human-made infrastructure have to changes in climate and extreme meteorological events, as well as on the coping and adaptation capacity towards new environmental conditions. This study assesses the current resilience of Mexico and Mexican states to such changes, as well as how this resilience will look in the future. In recent studies (Moss et al. 2000, Brenkert and Malone 2005, Malone and Brenket 2008, Ibarrarán et al. 2007), the Vulnerability-Resilience Indicators Model (VRIM) is used to integrate a set of proxy variables that determine the resilience of a region to climate change. Resilience, or the ability of a region to respond to climate variations and natural events that result from climate change, is given by its adaptation and coping capacity and its sensitivity. On the one hand, the sensitivity of a region to climate change is assessed, emphasizing its infrastructure, food security, water resources, and the health of the population and regional ecosystems. On the other hand, coping and adaptation capacity is based on the availability of human resources, economic capacity and environmental …
