FY-09 Summary Report to the Office of Petroleum Reserves on the Western Energy Corridor Initiative Activities and Accomplishments

To meet its programmatic obligations under the Energy Policy Act of 2005, the Office of Naval Petroleum and Shale Oil Reserves (NPSOR) has initiated the Western Energy Corridor Initiative (WECI). The WECI will implement the Unconventional Strategic Fuels Task Force recommendations for accelerating and promoting the development of domestic unconventional fuels to help meet the nations’ energy needs. The mission of the WECI is to bolster America’s future fuel security by facilitating socially and environmentally responsible development of unconventional fuels resources in the Western Energy Corridor, using sound engineering principles and science-based methods to define and assess benefits, impacts, uncertainties, and mitigation options and to resolve impediments. The Task Force proposed a three-year program in its commercialization plan. The work described herein represents work performed by Idaho National Laboratory (INL) in support of the DOE’s WECI. This effort represents an interim phase of work, designed to initiate only select portions of the initiative, limited by available funding resources within NPOSR. Specifically, the work presented here addresses what was accomplished in FY-09 with the remaining carryover (~$420K) from NPOSR FY-08 funds. A study of muon neutrino disappearance in the MINOS detectors and the NuMI beam

There is now substantial evidence that the proper description of neutrino involves two representations related by the 3 x 3 PMNS matrix characterized by either distinct mass or flavor. The parameters of this mixing matrix, three angles and a phase, as well as the mass differences between the three mass eigenstates must be determined experimentally. The Main Injector Neutrino Oscillation Search experiment is designed to study the flavor composition of a beam of muon neutrinos as it travels between the Near Detector at Fermi National Accelerator Laboratory at 1 km from the target, and the Far Detector in the Soudan iron mine in Minnesota at 735 km from the target. From the comparison of reconstructed neutrino energy spectra at the near and far location, precise measurements of neutrino oscillation parameters from muon neutrino disappearance and electron neutrino appearance are expected. It is very important to know the neutrino flux coming from the source in order to achieve the main goal of the MINOS experiment: precise measurements of the atmospheric mass splitting |Δm<sub>23</sub><sup>2</sup>|, sin<sup>2</sup> θ<sub>23</sub>. The goal of my thesis is to accurately predict the neutrino flux for the MINOS experiment and measure the neutrino mixing angle and atmospheric mass splitting.

Argonne National Laboratory (the Contractor) entered into a Cooperative Research and Development Agreement (CRADA) with the following Participants: Vehicle Recycling Partnership, LLC (VRP, which consists of General Motors [GM], Ford, and Chrysler), and the American Chemistry Council - Plastics Division (ACC-PD). The purpose of this CRADA is to provide for the effective recycling of automotive materials. The long-term goals are to (1) enable the optimum recycling of automotive materials, thereby obviating the need for legislative mandates or directives; (2) enable the recovery of automotive materials in a cost-competitive manner while meeting the performance requirements of the applications and markets for the materials; and (3) remove recycling barriers/reasons, real or perceived, to the use of advanced lightweighting materials or systems in future vehicles. The issues, technical requirements, and cost and institutional considerations in achieving that goal are complex and will require a concerted, focused, and systematic analysis, together with a technology development program. The scope and tasks of this program are derived from 'A Roadmap for Recycling End-of-Life Vehicles of the Future,' prepared in May 2001 for the DOE Office of Energy, Efficiency, and Renewable Energy (EERE)-Vehicle Technologies Program. The purpose of environmental monitoring is to promote the early identification of, and response to, potential adverse environmental impacts associated with Lawrence Livermore National Laboratory (LLNL) operations. Environmental monitoring supports the Integrated Safety Management System (ISMS), International Organization for Standardization (ISO) 14001 Environmental Management Systems standard, and U. S. Department of Energy (DOE) Order 450.1A, Environmental Protection Program. Specifically, in conformance with DOE Order 450.1A, Attachment 1, paragraph 1(b)(5), environmental monitoring enables LLNL to detect, characterize, and respond to releases from LLNL activities; assess impacts; estimate dispersal patterns in the environment; characterize the pathways of exposure to members of the public; characterize the exposures and doses to individuals and to the population; and to evaluate the potential impacts to the biota in the vicinity of LLNL. Environmental monitoring also serves to demonstrate compliance with permits and other regulatory requirements. The Environmental Monitoring Plan (EMP) addresses the sample collection and analytical work supporting environmental monitoring to ensure the following: (1) A consistent system for collecting, assessing, and documenting environmental data of known and documented quality. Calibration under uncertainty for finite element models of masonry monuments

Historical unreinforced masonry buildings often include features such as load bearing unreinforced masonry vaults and their supporting framework of piers, fill, buttresses, and walls. The masonry vaults of such buildings are among the most vulnerable structural components and certainly among the most challenging to analyze. The versatility of finite element (FE) analyses in incorporating various constitutive laws, as well as practically all geometric configurations, has resulted in the widespread use of the FE method for the analysis of complex unreinforced masonry structures over the last three decades. However, an FE model is only as accurate as its input parameters, and there are two fundamental challenges while defining FE model input parameters: (1) material properties and (2) support conditions. The difficulties in defining these two aspects of the FE model arise from the lack of knowledge in the common engineering understanding of masonry behavior. As a result, engineers are unable to define these FE model input parameters with certainty, and, inevitably, uncertainties are introduced to the FE model.

Fiscal Year 2010 Phased Construction Completion Report for EU Z2-32 in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee

The Record of Decision for Soil, Buried Waste, and Subsurface Structure Actions in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee (DOEIORJO 1-2161 &amp;D2) (Zone 2 ROD) acknowledged that most of the 800 acres in Zone 2 were contaminated, but that sufficient data to confirm the levels of contamination were lacking. The Zone 2 ROD further specified that a sampling strategy for filling the data gaps would be developed. The Remedial Design Report/Remedial Action Work Plan for Zone 2 Soils, Slabs, and Subsurface Structures, East Tennessee Technology Park, Oak Ridge, Tennessee (DOEIORIO 1 -2224&amp;D3) (RDRJRAWP) defined the sampling strategy as the Dynamic Verification Strategy (DVS), generally following the approach used for characterization of the Zone I exposure units (EUs). The Zone 2 ROD divided the Zone 2 area into seven geographic areas and 44 EUs. To facilitate the data quality objectives (DQOs) of the DVS process, the RDR/RAWP regrouped the 44 EUs into 12 DQO scoping EU groups. These groups facilitated the DQO process by placing similar facilities and their support facilities together, which allowed identification of data gaps. The EU groups were no longer pertinent after DQO planning was completed and characterization was conducted as areas became accessible. …

On the response of rubbers at high strain rates.

In this report, we examine the propagation of tensile waves of finite deformation in rubbers through experiments and analysis. Attention is focused on the propagation of one-dimensional dispersive and shock waves in strips of latex and nitrile rubber. Tensile wave propagation experiments were conducted at high strain-rates by holding one end fixed and displacing the other end at a constant velocity. A high-speed video camera was used to monitor the motion and to determine the evolution of strain and particle velocity in the rubber strips. Analysis of the response through the theory of finite waves and quantitative matching between the experimental observations and analytical predictions was used to determine an appropriate instantaneous elastic response for the rubbers. This analysis also yields the tensile shock adiabat for rubber. Dispersive waves as well as shock waves are also observed in free-retraction experiments; these are used to quantify hysteretic effects in rubber.

Sources of Mercury to East Fork Poplar Creek Downstream from the Y-12 National Security Complex: Inventories and Export Rates

East Fork Poplar Creek (EFPC) in Oak Ridge, Tennessee, has been heavily contaminated with mercury (also referred to as Hg) since the 1950s as a result of historical activities at the U.S. Department of Energy (DOE) Y-12 National Security Complex (formerly the Oak Ridge Y-12 Plant and hereinafter referred to as Y-12). During the period from 1950 to 1963, spills and leaks of elemental mercury (Hg{sup 0}) contaminated soil, building foundations, and subsurface drainage pathways at the site, while intentional discharges of mercury-laden wastewater added 100 metric tons of mercury directly to the creek (Turner and Southworth 1999). The inventory of mercury estimated to be lost to soil and rock within the facility was 194 metric tons, with another estimated 70 metric tons deposited in floodplain soils along the 25 km length of EFPC (Turner and Southworth 1999). Remedial actions within the facility reduced mercury concentrations in EFPC water at the Y-12 boundary from &gt; 2500 ng/L to about 600 ng/L by 1999 (Southworth et al. 2000). Further actions have reduced average total mercury concentration at that site to {approx}300 ng/L (2009 RER). This annual Environmental Monitoring Report (EMR) presents results of environmental monitoring performed during fiscal year (FY) 2009 (October 1, 2008 - September 30, 2009) at the Environmental Management Waste Management Facility (EMWMF). The EMWMF is an operating state-of-the-art hazardous waste landfill located in Bear Creek Valley (BCV) west of the U.S. Department of Energy (DOE) Y-12 National Security Complex (Y-12) on the DOE Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee (Appendix A, Fig. A.1). Opened in 2002 and operated by a DOE prime contractor, Bechtel Jacobs Company LLC (BJC), the EMWMF was built specifically to accommodate disposal of acceptable solid wastes generated from Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) remedial actions for former waste sites and buildings that have been impacted by past DOE operations on the ORR and at DOE sites off the ORR within the state of Tennessee. Environmental monitoring at the EMWMF is performed to detect and monitor the impact of facility operations on groundwater, surface water, stormwater, and air quality and to determine compliance with applicable or relevant and appropriate requirements (ARARs) specified in governing CERCLA decision documents.
