The BigBOSS Experiment (open access)

The BigBOSS Experiment

BigBOSS will obtain observational constraints that will bear on three of the four 'science frontier' questions identified by the Astro2010 Cosmology and Fundamental Phyics Panel of the Decadal Survey: Why is the universe accelerating; what is dark matter and what are the properties of neutrinos? Indeed, the BigBOSS project was recommended for substantial immediate R and D support the PASAG report. The second highest ground-based priority from the Astro2010 Decadal Survey was the creation of a funding line within the NSF to support a 'Mid-Scale Innovations' program, and it used BigBOSS as a 'compelling' example for support. This choice was the result of the Decadal Survey's Program Priorization panels reviewing 29 mid-scale projects and recommending BigBOSS 'very highly'.

Pursuant to the Mercury Export Ban Act of 2008 (P.L. 110-414), DOE was directed to designate a facility or facilities for the long-term management and storage of elemental mercury generated within the United States. Therefore, DOE has analyzed the storage of up to 10,000 metric tons (11,000 tons) of elemental mercury in a facility(ies) constructed and operated in accordance with the Solid Waste Disposal Act, as amended by the Resource Conservation and Recovery Act (74 FR 31723).DOE prepared this Final Mercury Storage EIS in accordance with the National Environmental Policy Act of 1969 (NEPA), as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality (CEQ) implementing regulations (40 CFR 1500–1508), and DOE’s NEPA implementing procedures (10 CFR 1021) to evaluate reasonable alternatives for a facility(ies) for the long-term management and storage of elemental mercury. This document establishes the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) Nevada National Security Site Waste Acceptance Criteria (NNSSWAC). The NNSSWAC provides the requirements, terms, and conditions under which the Nevada National Security Site (NNSS) will accept low-level radioactive waste and mixed low-level waste for disposal. The NNSSWAC includes requirements for the generator waste certification program, characterization, traceability, waste form, packaging, and transfer. The criteria apply to radioactive waste received at the NNSS Area 3 and Area 5 Radioactive Waste Management Complex for disposal. The NNSA/NSO and support contractors are available to assist you in understanding or interpreting this document. Effects of Time, Heat, and Oxygen on K Basin Sludge Agglomeration, Strength, and Solids Volume

Sludge disposition will be managed in two phases under the K Basin Sludge Treatment Project. The first phase is to retrieve the sludge that currently resides in engineered containers in the K West (KW) Basin pool at ~10 to 18°C. The second phase is to retrieve the sludge from interim storage in the sludge transport and storage containers (STSCs) and treat and package it in preparation for eventual shipment to the Waste Isolation Pilot Plant. The work described in this report was conducted to gain insight into how sludge may change during long-term containerized storage in the STSCs. To accelerate potential physical and chemical changes, the tests were performed at temperatures and oxygen partial pressures significantly greater than those expected in the T Plant canyon cells where the STSCs will be stored. Tests were conducted to determine the effects of 50°C oxygenated water exposure on settled quiescent uraninite (UO2) slurry and a full simulant of KW containerized sludge to determine the effects of oxygen and heat on the composition and mechanical properties of sludge. Shear-strength measurements by vane rheometry also were conducted for UO2 slurry, mixtures of UO2 and metaschoepite (UO3•2H2O), and for simulated KW containerized sludge. The results from …

MANAGING HANFORD'S LEGACY NO-PATH-FORWARD WASTES TO DISPOSITION

The U.S. Department of Energy (DOE) Richland Operations Office (RL) has adopted the 2015 Vision for Cleanup of the Hanford Site. This vision will protect the Columbia River, reduce the Site footprint, and reduce Site mortgage costs. The CH2M HILL Plateau Remediation Company's (CHPRC) Waste and Fuels Management Project (W&FMP) and their partners support this mission by providing centralized waste management services for the Hanford Site waste generating organizations. At the time of the CHPRC contract award (August 2008) slightly more than 9,000 m{sup 3} of waste was defined as 'no-path-forward waste.' The majority of these wastes are suspect transuranic mixed (TRUM) wastes which are currently stored in the low-level Burial Grounds (LLBG), or stored above ground in the Central Waste Complex (CWC). A portion of the waste will be generated during ongoing and future site cleanup activities. The DOE-RL and CHPRC have collaborated to identify and deliver safe, cost-effective disposition paths for 90% ({approx}8,000 m{sup 3}) of these problematic wastes. These paths include accelerated disposition through expanded use of offsite treatment capabilities. Scanning Transmission X-ray Microscopy: Applications in Atmospheric Aerosol Research

Scanning transmission x-ray microscopy (STXM) combines x-ray microscopy and near edge x-ray absorption fine structure spectroscopy (NEXAFS). This combination provides spatially resolved bonding and oxidation state information. While there are reviews relevant to STXM/NEXAFS applications in other environmental fields (and magnetic materials) this chapter focuses on atmospheric aerosols. It provides an introduction to this technique in a manner approachable to non-experts. It begins with relevant background information on synchrotron radiation sources and a description of NEXAFS spectroscopy. The bulk of the chapter provides a survey of STXM/NEXAFS aerosol studies and is organized according to the type of aerosol investigated. The purpose is to illustrate the current range and recent growth of scientific investigations employing STXM-NEXAFS to probe atmospheric aerosol morphology, surface coatings, mixing states, and atmospheric processing.

Embodied Energy and Off-Grid Lighting

The greenhouse gas (GHG) emissions from fuel-based lighting are substantial given the paltry levels of lighting service provided to users, leading to a great opportunity for GHG mitigation byencouraging the switch from fuel-based to rechargeable LED lighting. However, as with most new energy technology, switching to efficient lighting requires an up-front investment of energy(and GHGs) embedded in the manufacture of replacement components. We studied a population of off-grid lighting users in 2008-2009 in Kenya who were given the opportunity to adopt LEDlighting. Based on their use patterns with the LED lights and the levels of kerosene offset we observed, we found that the embodied energy of the LED lamp was"paid for" in only one month for grid charged products and two months for solar charged products. Furthermore, the energyreturn-on investment-ratio (energy produced or offset over the product's service life divided by energy embedded) for off-grid LED lighting ranges from 12 to 24, which is on par with on-gridsolar and large-scale wind energy. We also found that the energy embodied in the manufacture of a typical hurricane lantern is about one-half to one-sixth of that embodied in the particular LEDlights that we evaluated, indicating that the energy payback time would be …

Annual Site Environmental Report Calendar Year 2010

This report summarizes the environmental status of Ames Laboratory for calendar year 2010. It includes descriptions of the Laboratory site, its mission, the status of its compliance with applicable environmental regulations, its planning and activities to maintain compliance, and a comprehensive review of its environmental protection, surveillance and monitoring activities. In 2010, the Laboratory accumulated and disposed of waste under U.S. Environmental Protection Agency (EPA) issued generator numbers. All waste is handled according to all applicable EPA, State, Local regulations and DOE Orders. In 2006 the Laboratory reduced its generator status from a Large Quantity Generator (LQG) to a Small Quantity Generator (SQG). EPA Region VII was notified of this change. The Laboratory's RCRA hazardous waste management program was inspected by EPA Region VII in April 2006. There were no notices of violations. The inspector was impressed with the improvements of the Laboratory's waste management program over the past ten years. The Laboratory was in compliance with all applicable federal, state, local and DOE regulations and orders in 2010. PowerGrid - A Computation Engine for Large-Scale Electric Networks

This Final Report discusses work on an approach for analog emulation of large scale power systems using Analog Behavioral Models (ABMs) and analog devices in PSpice design environment. ABMs are models based on sets of mathematical equations or transfer functions describing the behavior of a circuit element or an analog building block. The ABM concept provides an efficient strategy for feasibility analysis, quick insight of developing top-down design methodology of large systems and model verification prior to full structural design and implementation. Analog emulation in this report uses an electric circuit equivalent of mathematical equations and scaled relationships that describe the states and behavior of a real power system to create its solution trajectory. The speed of analog solutions is as quick as the responses of the circuit itself. Emulation therefore is the representation of desired physical characteristics of a real life object using an electric circuit equivalent. The circuit equivalent has within it, the model of a real system as well as the method of solution. The United States Automotive Materials Partnership LLC (USAMP) was formed in 1993 as a partnership between Chrysler Corporation, Ford Motor Company, and General Motors Corporation. Since then the U.S. Department of Energy (DOE) has supported its activities with funding and technical support. The mission of the USAMP is to conduct vehicle-oriented research and development in materials and materials processing to improve the competitiveness of the U.S. Auto Industry. Its specific goals are: (1) To conduct joint research to further the development of lightweight materials for improved automotive fuel economy; and (2) To work with the Federal government to explore opportunities for cooperative programs with the national laboratories, Federal agencies such as the DOE and universities. As a major component of the DOE's Office of FreedomCAR and Vehicle Technologies Program (FCVT) collaboration with the USAMP, the Automotive Lightweighting Materials (ALM) program focuses on the development and validation of advanced materials and manufacturing technologies to significantly reduce automotive vehicle body and chassis weight without compromising other attributes such as safety, performance, recyclability, and cost. Explanation of Significant Differences for the Record of Decision for Interim Actions in Zone 1, East Tennessee Technology Park, Oak Ridge, Tennessee

Zone 1 is a 1400-acre area outside the fence of the main plant at The East Tennessee Technology Park (ETTP) in Oak Ridge, Tennessee. The Record of Decision for Interim Actions in Zone, ETTP (Zone 1 Interim ROD) (DOE 2002) identifies the remedial actions for contaminated soil, buried waste, and subsurface infrastructure necessary to protect human health and to limit further contamination of groundwater. Since the Zone 1 Interim Record of Decision (ROD) was signed, new information has been obtained that requires the remedy to be modified as follows: (1) Change the end use in Contractor's Spoil Area (CSA) from unrestricted industrial to recreational; (2) Remove Exposure Units (EU5) ZI-50, 51, and 52 from the scope of the Zone I Interim ROD; (3) Change the end use of the duct bank corridor from unrestricted industrial to restricted industrial; and (4) Remove restriction for the disturbance of soils below 10 feet in Exposure Unit (EU) Z1-04. In accordance with 40 Code of Federal Regulations (CFR) 300.435, these scope modifications are a 'significant' change to the Zone 1 Interim ROD.
