1996 environmental monitoring report for the Bettis Atomic Power Laboratory, Pittsburgh Site

The 1996 results for the Bettis-Pittsburgh radiological and non-radiological environmental monitoring programs are presented. The primary mission of the Bettis Laboratory has been directed toward the design, development, testing, and operation of nuclear reactor propulsion plants for naval surface and submarine vessels. The results obtained from the monitoring programs demonstrate that the existing procedures ensured that releases to the environment during 1996 were in accordance with applicable federal, state, county, and local regulations. Evaluation of the environmental data indicated that the current operations at the Site continue to have no adverse effect on the quality of the environment. A conservative assessment of radiation exposure to the general public as a result of Site operations demonstrated that the dose received by any member of the public was well below the most restrictive dose limits established by the Environmental Protection Agency, the Nuclear Regulatory Commission and the US Department of Energy. A risk assessment of potentially exposed populations to chemical residues in the environment at the Site demonstrated that these residues do not pose any significant health risk.

Advanced wind turbine near-term product development. Final technical report

In 1990 the US Department of Energy initiated the Advanced Wind Turbine (AWT) Program to assist the growth of a viable wind energy industry in the US. This program, which has been managed through the National Renewable Energy Laboratory (NREL) in Golden, Colorado, has been divided into three phases: (1) conceptual design studies, (2) near-term product development, and (3) next-generation product development. The goals of the second phase were to bring into production wind turbines which would meet the cost goal of $0.05 kWh at a site with a mean (Rayleigh) windspeed of 5.8 m/s (13 mph) and a vertical wind shear exponent of 0.14. These machines were to allow a US-based industry to compete domestically with other sources of energy and to provide internationally competitive products. Information is given in the report on design values of peak loads and of fatigue spectra and the results of the design process are summarized in a table. Measured response is compared with the results from mathematical modeling using the ADAMS code and is discussed. The program focuses primarily on the treatment and disposal of industrial, contaminated, and sanitary wastewaters; the disposal of solid and hazardous wastes; minimizing air pollutant emissions; the monitoring of surface water, groundwater, and air quality on the METC site and in the surrounding area; the decommissioning, decontamination, and disposal of on-site research facilities no longer in use; and the identification, characterization, and cleanup of off-site property where METC sponsored research and development activities. Calibration of a Solar Absolute Cavity Radiometer with Traceability to the World Radiometric Reference

This report describes the present method of establishing traceability of absolute cavity radiometers to the World Radiometric Reference (WRR) through the process employed in the International Pyrheliometer Comparisons (IPC). This method derives the WRR reduction factor for each of the participating cavity radiometers. An alternative method is proposed, described, and evaluated as a way to reduce the uncertainty in the comparison process. The two methods are compared using a sample of data from the recent IPC-VIII conducted from September 25th to October 13th, 1995 at the World Radiation Center in Davos, Switzerland. A description of absolute cavity radiometers is also included, using a PMO-6 as an example of active cavity radiometers, and a HF as an example of passive cavity radiometers.

Damage detection algorithms applied to experimental modal data from the I-40 Bridge

Because the I-40 Bridges over the Rio Grande were to be razed during the summer of 1993, the investigators were able to introduce damage into the structure in order to test various damage identification methods. To support this research effort, New Mexico State University (NMSU) contracted Los Alamos National Laboratory (LANL) to perform experimental modal analyses, and to develop experimentally verified numerical models of the bridge. Previous reports (LA-12767-MS and LA-12979-MS) summarize the results of the experimental modal analyses and the results obtained from numerical modal analyses conducted with finite element models. This report summarizes the application of five damage identification algorithms reported in the technical literature to the previously reported experimental and numerical modal data.

Development of lead-free solders for hybrid microcircuits

Extensive work has been conducted by industry to develop lead-free solders for electronics applications. The driving force behind this effort is pressure to ban or tax the use of lead-bearing solders. There has been further interest to reduce the use of hazardous chemical cleaners. Lead-free soldering and low-residue, ``no clean`` assembly processing are being considered as solutions to these environmental issues. Most of the work has been directed toward commercial and military printed wiring board (PWB) technology, although similar problems confront the hybrid microcircuit (HMC) industry, where the development of lead-free HMC solders is generally lagging. Sandia National Laboratories is responsible for designing a variety of critical, high reliability hybrid components for radars. Sandia has consequently initiated a project, as part of its Environmentally Conscious Manufacturing program, to develop low-residue, lead-free soldering for HMCs. This paper discusses the progress of that work.

Examination of criticality accident alarm coverage on the operating floors of the X-333, X-330, and X-326 facilities at the Portsmouth Gaseous Diffusion Plant

This report summarizes the results of an evaluation of Criticality Accident Alarm System (CAAS) coverage of the operating floors (first floors) of the X-333, X-330, and X-326 buildings. CAAS coverage of the process cell floors (second floors) has been evaluated in previous reports. Coverage of the roadways around the three processing buildings by the cell floor detectors in these buildings has also been verified in a previous report. In order to evaluate coverage, the facilities were modeled using the Monte Carlo N-Particle Transport Computer Code (MCNP). MCNP was then used to simulate criticality accidents at various locations throughout the operating floors of the buildings and the associated neutron flux at the current detector locations was calculated. The neutron flux was then converted to an absorbed dose rate (in tissue) and compared with the Portsmouth criticality accident alarm set-point of 5mrad/hr. The parameters defining the simulated criticality accidents have been calculated as ``the minimum accident of concern`` as defined in ANSI Standard ANS 8.3-1986. These calculations are documented in Portsmouth report number POEF-SH-31. The results of this evaluation indicate that the X-333 Operating Floor CAAS may not alarm in response to a minimum accident of concern. This is primarily because of …

The institutional dimension refers to the arrangements for recycling: what are the operational and financial roles of the parties with an interest in PVM recycling? Task 1.6 -- Mixed waste. Topical report, April 1994--September 1995

For fifty years, the United States was involved in a nuclear arms race of immense proportions. During the majority of this period, the push was always to design new weapons, produce more weapons, and increase the size of the arsenal, maintaining an advantage over the opposition in order to protect US interests. Now that the Cold War is over, the US is faced with the imposing tasks of dismantling, cleaning up, and remediating the wide variety of problems created by this arms race. The ability to understand the problems encountered when dealing with radioactive waste, both from a scientific standpoint and from a legislative standpoint, requires knowledge of treatment and disposal subject areas. This required the accumulation of applicable information. A literature database was developed; site visits were made; and contact relationships were established. Informational databases from government agencies involved in environmental remediation were ordered or purchased, and previously established private sector relationships were used to develop an information base. An appendix contains 482 bibliographic citations that have been integrated into a Microsoft Access{reg_sign} database.

Thar`s gold in them thar notebooks: benefits of laboratory notebooks in the government archive

As Archive Coordinator for Sandia National Laboratories Corporate Archives, I am responsible for promoting the preservation and value of Sandia`s history. Today I will talk about one important part of Sandia`s historical record--the laboratory notebook. I will start with some brief background on Sandia National Laboratories, including the Laboratories` mission and an example of how the gold in one lab notebook helped to give a picture of Sandia`s early history. Next, I will talk about the use of notebooks at Sandia Labs, how they represent technology developed at Sandia, and include noteworthy examples of how patent information has been collected, used, and released to the public. Then, I will discuss how the National Competitiveness Technology Transfer Act of 1989 authorized technology transfer initiatives and the exclusive use of patented information, resulting in many golden opportunities for the national laboratories to work with private industry to further technology. I will briefly discuss laboratory notebook retention schedules and mention a new initiative to better utilize Laboratory notebooks. And, finally, I will summarize how the `gold` in laboratory notebooks in government archives are a reflection of the valuable and extensive research authorized and funded by the government to benefit the public.

In 1992, Congress passed the Federal Facilities Compliance Act, requiring the U.S. Department of Energy (DOE) to treat and dispose of its mixed waste in accordance with Resource Conservation and Recovery Act (RCRA) treatment standards. In response to the need for mixed-waste treatment capacity, where off-site commercial treatment facilities do not exist or cannot be used, the DOE Albuquerque Operations Office (DOE-AL) organized a Treatment Selection Team to match mixed waste with treatment options and develop a strategy for treatment of mixed waste. DOE-AL manages nine sites with mixed-waste inventories. The Treatment Selection Team determined a need to develop mobile treatment units (MTUs) to treat waste at the sites where the wastes are generated. Treatment processes used for mixed wastes must remove the hazardous component (i.e., meet RCRA treatment standards) and contain the radioactive component in a form that will protect the worker, public, and environment. On the basis of the recommendations of the Treatment Selection Team, DOE-AL assigned projects to the sites to bring mixed-waste treatment capacity on-line. The three technologies assigned to the DOE Grand Junction Projects Office (DOE-GJPO) include thermal desorption (TD), evaporative oxidation, and waste water evaporation.

Weldon Spring Site Remedial Action Project approach to building dismantlement and demolition

When remediation began at the Weldon Spring Site Remedial Action Project (WSSRAP), there were 41 buildings on site. Twenty-nine of these buildings were ancillary structures and were not used for processing radioactive material. Most of these have been torn down. The remaining 12 buildings were used for uranium and thorium processing or were major support structures, such as the laboratory. Two of the buildings were major processing operations occurred were successfully demolished in February of this year. Demolition of all structures will be complete in September of this year. To give an understanding of the magnitude of the work, the following is a description of the physical characteristics of the green salt building. This building was used to convert brown oxide (UO3) to green salt (UF4), which is the last intermediate step in purifying the mostly yellow cake feed material into uranium metal.

The Department of Energy (DOE) established the Mixed Waste Characterization, Treatment, and Disposal Focus Area (MWFA) to develop and facilitate implementation of technologies required to meet the Department`s commitments for treatment of mixed low-level and transuranic wastes. The mission of the MWFA is to provide acceptable treatment systems, developed in partnership with users and with participation of stakeholders, tribal governments, and regulators, that are capable of treating DOE`s mixed waste. These treatment systems include all necessary steps such as characterization, pretreatment, and disposal. To accomplish this mission, a technical baseline is being established that forms the basis for determining which technology development activities will be supported by the MWFA. The technical baseline is the prioritized list of deficiencies, and the resulting technology development activities needed to overcome these deficiencies. This document presents Phase I of the technical baseline development process, which resulted in the prioritized list of deficiencies that the MWFA will address. A summary of the data and the assumptions upon which this work was based is included, as well as information concerning the DOE Office of Environmental Management (EM) mixed waste technology development needs.
