Hanford Site baseline risk assessment methodology. Revision 2 (open access)

Hanford Site baseline risk assessment methodology. Revision 2

This methodology has been developed to prepare human health and environmental evaluations of risk as part of the Comprehensive Environmental Response, Compensation, and Liability Act remedial investigations (RIs) and the Resource Conservation and Recovery Act facility investigations (FIs) performed at the Hanford Site pursuant to the Hanford Federal Facility Agreement and Consent Order referred to as the Tri-Party Agreement. Development of the methodology has been undertaken so that Hanford Site risk assessments are consistent with current regulations and guidance, while providing direction on flexible, ambiguous, or undefined aspects of the guidance. The methodology identifies Site-specific risk assessment considerations and integrates them with approaches for evaluating human and environmental risk that can be factored into the risk assessment program supporting the Hanford Site cleanup mission. Consequently, the methodology will enhance the preparation and review of individual risk assessments at the Hanford Site.

Oak Ridge National Laboratory Biological Monitoring and Abatement Program for White Oak Creek Watershed and the Clinch River (open access)

Oak Ridge National Laboratory Biological Monitoring and Abatement Program for White Oak Creek Watershed and the Clinch River

On April 1, 1986, a National Pollutant Discharge Elimination System (NPDES) permit was issued for the Oak Ridge National Laboratory (ORNL) (EPA 1986). As specified in Part 3: Special Conditions (Item H) of the permit, a plan for biological monitoring of the Clinch River, White Oak Creek (WOC), Northwest Tributary (NWT) of WOC, Melton Branch (MB), Fifth Creek, and First Creek shall be submitted for approval to the US Environmental Protection Agency (EPA) and the Tennessee Department of Health and Environment (TDHE) within 90 days of the effective date of the permit. The plan, which is referred to in Part 3 (H) of the permit as the Biological Monitoring Plan and Abatement Program (BMPAP), describes characterization monitoring studies to be conducted for the duration of the permit (5 years). In order to be consistent with the terminology used for the Biological Monitoring and Abatement Programs for the Oak Ridge Y-12 Plan and the Oak Ridge K-25 Plant, BMPAP will subsequently be referred to as the Biological Monitoring and Abatement Program (BMAP). The proposed BMAP outlined in this document is based on preliminary discussions held on December 9, 1985, between staff of Martin Marietta Energy Systems, Inc. (ORNL and Central Management), …

Coal-fired high performance power generating system. Final report (open access)

Coal-fired high performance power generating system. Final report

As a result of the investigations carried out during Phase 1 of the Engineering Development of Coal-Fired High-Performance Power Generation Systems (Combustion 2000), the UTRC-led Combustion 2000 Team is recommending the development of an advanced high performance power generation system (HIPPS) whose high efficiency and minimal pollutant emissions will enable the US to use its abundant coal resources to satisfy current and future demand for electric power. The high efficiency of the power plant, which is the key to minimizing the environmental impact of coal, can only be achieved using a modern gas turbine system. Minimization of emissions can be achieved by combustor design, and advanced air pollution control devices. The commercial plant design described herein is a combined cycle using either a frame-type gas turbine or an intercooled aeroderivative with clean air as the working fluid. The air is heated by a coal-fired high temperature advanced furnace (HITAF). The best performance from the cycle is achieved by using a modern aeroderivative gas turbine, such as the intercooled FT4000. A simplified schematic is shown. In the UTRC HIPPS, the conversion efficiency for the heavy frame gas turbine version will be 47.4% (HHV) compared to the approximately 35% that is achieved …

Environmental effects of energy production and utilization in the U. S. Volume I. Sources, trends, and costs of control (open access)

Environmental effects of energy production and utilization in the U. S. Volume I. Sources, trends, and costs of control

Volume I deals with sources (what the emissions are and where they come from), trends (quantities of emissions and their dispersion with time), and costs of control (what it takes in time, energy, and money to meet minimum standards). Volume II concerns itself with the public health effects of energy production and utilization. Volume III summarizes the various techniques for controlling emissions, technological as well as economic, social, and political. (For abstracts of Vols. II and III, see ERDA Energy Research Abstracts, Vol. 2, Absts. 5764 and 5670, respectively) Each volume is divided into sections dealing with the atmosphere, water, land, and social activities--each division indicating a particular sphere of man's environment affected by energy production and use. The sources of information that were used in this study included textbooks, journal articles, technical reports, memoranda, letters, and personal communications. These are cited in the text at the end of each subsection and on the applicable tables and figures.

Conversations about electricity and the future: Findings of an international seminar and lessons from a year of surprises (open access)

Conversations about electricity and the future: Findings of an international seminar and lessons from a year of surprises

In January 1990 thirty-two experts from twelve countries convened for a five-day working Seminar on the Berkeley Campus of the University of California to discuss electricity supply and demand. The participants brought with them deep and diverse backgrounds in energy issues. A major concern of the First 1990 Group on Electricity was the potential impact of electricity shortages on the environment, just at a time of growing awareness of environmental deterioration. These concerns extend from local problems to nations, regions and global impacts. Indeed, because of the importance of electricity in our lives, potential electric power shortages already foreseeable in this decade could overwhelm public concern for the environment, unless critical, long-leadtime measures are taken very soon. The First 1990 Group on Electricity's Findings and Conclusions, the thinking that led to them, and the impact of events in the intervening year form the content of this book.
