Princeton Plasma Physics Laboratory Annual Site Environmental Report for Calendar Year 2000

The results of the 2000 environmental surveillance and monitoring program for the Princeton Plasma Physics Laboratory (PPPL) are presented and discussed. The purpose of this report is to provide the U.S. Department of Energy and the public with information on the level of radioactive and nonradioactive pollutants (if any) that are added to the environment as a result of PPPL's operations. The report also summarizes environmental initiatives, assessments, and programs that were undertaken in 2000. The Princeton Plasma Physics Laboratory has engaged in fusion energy research since 1951. The long-range goal of the U.S. Magnetic Fusion Energy Research Program is to create innovations to make fusion power a practical reality -- an alternative energy source. The year 2000 marked the second year of National Spherical Torus Experiment (NSTX) operations and Tokamak Fusion Test Reactor (TFTR) dismantlement and deconstruction activities. A collaboration among fourteen national laboratories, universities, and research institutions, the NSTX is a major element in the U.S. Fusion Energy Sciences Program. Case Studies on the Effectiveness of State Financial Incentives for Renewable Energy

The North Carolina Solar Center at NC State University, in collaboration with the National Renewable Energy Laboratory, examined 10 state financial-incentive programs in six states using a case-study approach in order to clarify the key factors-both internal and external to the program-that influence their effectiveness at stimulating deployment of renewable energy technologies. While existing information resources such as the National Database of State Incentives for Renewable Energy (DSIRE, www.dsireusa.org) have documented what incentive programs are available, the effectiveness of such programs is not well understood. Understanding the impact of current financial incentives on the deployment of renewables and the factors that influence their effectiveness is critical to a variety of stakeholders, particularly in states considering new incentives or interested in improving or discarding existing ones.

Innovation, renewable energy, and state investment: Case studies of leading clean energy funds

Over the last several years, many U.S. states have established clean energy funds to help support the growth of renewable energy markets. Most often funded by system-benefits charges (SBC), the 15 states that have established such funds are slated to collect nearly $3.5 billion from 1998 to 2012 for renewable energy investments. These clean energy funds are expected to have a sizable impact on the energy future of the states in which the funds are being collected and used. For many of the organizations tapped to administer these funds, however, this is a relatively new role that presents the challenge of using public funds in the most effective and innovative fashion possible. Fortunately, each state is not alone in its efforts; many other U.S. states and a number of countries are undertaking similar efforts. Early lessons are beginning to be learned by clean energy funds about how to effectively target public funds towards creating and building renewable energy markets. A number of innovative programs have already been developed that show significant leadership by U.S. states in supporting renewable energy. It is important that clean energy fund administrators learn from this emerging experience.

Use of geographic information systems and infrared-triggered cameras to assess white-tailed deer (Odocoileus virginianus) habitat in Denton County, Texas.

This study utilized geographic information systems, remote sensing, and infrared-triggered cameras to assess white-tailed deer habitat in Denton County, Texas. Denton County is experiencing tremendous growth in both population and development. Despite their presence here historically, white-tailed deer were all but extirpated by the beginning of the 20th century, and there are no data available which support their presence in Denton County again until the 1980's. This study attempts to equate the increase in white-tailed deer population to Denton County's transformation from an agricultural to an urban economy and lifestyle. Eighteen sites were chosen throughout the county to research the following metrics: geology, soils, landcover, landscape ecology, streams, shorelines, land use, population, roads, structures, and census methods.

Water Quality Aspects of an Intermittent Stream and Backwaters in an Urban North Texas Watershed

Pecan Creek flows southeast through the City of Denton, Texas. Characterized as an urban watershed, the basin covers approximately 63.5 km2. Pecan Creek is an intermittent stream that receives nonpoint runoff from urban landuses, and the City of Denton's wastewater treatment plant, Pecan Creek Water Reclamation Plant, discharges effluent to the stream. Downstream from the City of Denton and the wastewater treatment plant, Pecan Creek flows about 6,000 m through agricultural, pasture, and forested landscapes into Copas Cove of Lake Lewisville, creating backwater conditions. Pecan Creek water quality and chemistry were monitored from August 1997 to October 2001. Water quality was influenced by seasonal, spatial, climatic, and diurnal dynamics. Wastewater effluent discharged from the Pecan Creek Water Reclamation Plant had the greatest influence on water quality of the stream and backwaters. Water quality monitoring of Pecan Creek demonstrated that dissolved oxygen standards for the protection of aquatic life were being achieved. Water quality modeling of Pecan Creek was completed to assess future increases in effluent flow from the Pecan Creek Water Reclamation Plant. Water quality modeling indicated that dissolved oxygen standards would not be achieved at the future effluent flow of 21 MGD and at NPDES permitted loadings. Model results …

Westslope cutthroat trout (Oncorhynchus clarki lewisi) and bull trout (Salvelinus confluentus) are currently of special concern regionally and are important to the culture and subsistence needs of the Coeur d'Alene Tribe. The mission of the Coeur d'Alene Tribe Fisheries Program is to restore and maintain these native trout and the habitats that sustain them in order to provide subsistence harvest and recreational fishing opportunities for the Reservation community. The adfluvial life history strategy exhibited by westslope cutthroat and bull trout in the Lake Coeur d'Alene subbasin makes these fish susceptible to habitat degradation and competition in both lake and stream environments. Degraded habitat in Lake Coeur d'Alene and its associated streams and the introduction of exotic species has lead to the decline of westslope cutthroat and listing of bull trout under the endangered species act (Peters et al. 1998). Despite the effects of habitat degradation, several streams on the Reservation still maintain populations of westslope cutthroat trout, albeit in a suppressed condition (Table 1). Water Science and Technology Board Annual Report 2001-2002

This annual report marks the twentieth anniversary of the Water Science and Technology Board (WSTB) (1982-2002). The WSTB oversees studies of water issues. The principal products of studies are written reports. These reports cover a wide range of water resources issues of national concern. The following three recently issued reports illustrate the scope of the WSTB's studies: Envisioning the Agenda for Water Resources Research in the Twenty-first Century. The Missouri River Ecosystem: Exploring the Prospects for Recovery, and Assessing the TMDL Approach to Water Quality Management. The WSTB generally meets three times each year where discussions are held on ongoing projects, strategic planning, and developing new initiatives. The meetings also foster communication within the water resources community. The annual report includes a discussion on current studies, completed studies 2001-2002, and future plans, as well as a listing of published reports (1983-2002).

Chemical Sensing for Buried Landmines - Fundamental Processes Influencing Trace Chemical Detection

Mine detection dogs have a demonstrated capability to locate hidden objects by trace chemical detection. Because of this capability, demining activities frequently employ mine detection dogs to locate individual buried landmines or for area reduction. The conditions appropriate for use of mine detection dogs are only beginning to emerge through diligent research that combines dog selection/training, the environmental conditions that impact landmine signature chemical vapors, and vapor sensing performance capability and reliability. This report seeks to address the fundamental soil-chemical interactions, driven by local weather history, that influence the availability of chemical for trace chemical detection. The processes evaluated include: landmine chemical emissions to the soil, chemical distribution in soils, chemical degradation in soils, and weather and chemical transport in soils. Simulation modeling is presented as a method to evaluate the complex interdependencies among these various processes and to establish conditions appropriate for trace chemical detection. Results from chemical analyses on soil samples obtained adjacent to landmines are presented and demonstrate the ultra-trace nature of these residues. Lastly, initial measurements of the vapor sensing performance of mine detection dogs demonstrates the extreme sensitivity of dogs in sensing landmine signature chemicals; however, reliability at these ultra-trace vapor concentrations still needs to …
