Alkali Deposits Found in Biomass Boilers: The Behavior of Inorganic Material in Biomass-Fired Power Boilers -- Field and Laboratory Experiences. Volume 2

This report documents the major findings of the Alkali Deposits Investigation, a collaborative effort to understand the causes of unmanageable ash deposits in biomass-fired electric power boilers. Volume 1 of this report provide an overview of the project, with selected highlights. This volume provides more detail and discussion of the data and implications. This document includes six sections. The first, the introduction, provides the motivation, context, and focus for the investigation. The remaining sections discuss fuel properties, bench-scale combustion tests, a framework for considering ash deposition processes, pilot-scale tests of biomass fuels, and field tests in commercially operating biomass power generation stations. Detailed chemical analyses of eleven biomass fuels representing a broad cross-section of commercially available fuels reveal their properties that relate to ash deposition tendencies. The fuels fall into three broad categories: (1) straws and grasses (herbaceous materials); (2) pits, shells, hulls and other agricultural byproducts of a generally ligneous nature; and (3) woods and waste fuels of commercial interest. This report presents a systematic and reasonably detailed analysis of fuel property, operating condition, and boiler design issues that dictate ash deposit formation and property development. Offsite environmental monitoring report: Radiation monitoring around United States nuclear test areas, calendar year 1993

This report describes the Offsite Radiation Safety Program conducted during 1993 by the Environmental Protection Agency`s (EPA`s) Environmental Monitoring Systems Laboratory - Las Vegas (EMSL-LV). This laboratory operates an environmental radiation monitoring program in the region surrounding the Nevada Test Site (NTS) and at former test sites in Alaska, Colorado, Mississippi, Nevada, and New Mexico. The surveillance program is designed to measure levels and trends of radioactivity, if present, in the environment surrounding testing areas to ascertain whether current radiation levels and associated doses to the general public are in compliance with existing radiation protection standards. The surveillance program additionally has the responsibility to take action to protect the health and well being of the public in the event of any accidental release of radioactive contaminants. Offsite levels of radiation and radioactivity are assessed by sampling milk, water, and air; by deploying thermoluminescent dosimeters (TLDs) and using pressurized ionization chambers (PICs); by biological monitoring of foodstuffs including animal tissues and food crops; and by measurement of radioactive material deposited in humans.

Performance evaluation of the technical capabilities of DOE sites for disposal of mixed low-level waste. Volume 2: Technical basis and discussion of results

A team of analysts designed and conducted a performance evaluation to estimate the technical capabilities of fifteen Department of Energy sites for disposal of mixed low-level waste (i.e., waste that contains both low-level radioactive materials and hazardous constituents). Volume 1 summarizes the process for selecting the fifteen sites, the methodology used in the evaluation, and the conclusions derived from the evaluation. Volume 2 first describes the screening process used to determine the sites to be considered in the PEs. This volume then provides the technical details of the methodology for conducting the performance evaluations. It also provides a comparison and analysis of the overall results for all sites that were evaluated. Volume 3 contains detailed evaluations of the fifteen sites and discussions of the results for each site.

Baseline risk assessment of ground water contamination at the Monument Valley uranium mill tailings site Cane Valley, Arizona

The U.S. Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project consists of the Surface Project (Phase I) and the Ground Water Project (Phase II). Under the UMTRA Surface Project, tailings, radioactive contaminated soil, equipment, and materials associated with the former uranium ore processing at UMTRA Project sites are placed into disposal cells. The cells are designed to reduce radon and other radiation emissions and to minimize further contamination of ground water. Surface cleanup at the Monument Valley UMTRA Project site near Cane Valley, Arizona, was completed in 1994. The Ground Water Project evaluates the nature and extent of ground water contamination that resulted from the uranium ore processing activities. The Ground Water Project is in its beginning stages. Human health may be at risk from exposure to ground water contaminated by uranium ore processing. Exposure could occur by drinking water pumped out of a hypothetical well drilled in the contaminated areas. Adverse ecological and agricultural effects may also result from exposure to contaminated ground water. For example, livestock should not be watered with contaminated ground water. The potential influence of environmental pollution on amphibian development and decline

Globally, amphibians are reportedly declining. Environmental pollution has been hypothesized to be associated with declines. Because of their aquatic development and permeable eggs, skin and gills, amphibians, like fishes, may be particularly susceptible to poor water quality or waterborne pollutants. This dissertation addresses effects of global pollutants such as pesticides, acid rain and associated metal toxicity, 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD), and polychlorinated biphenyls (PCBs) on the development, behavior, and physiology of amphibian early life stages. This report contains only chapter six and conclusions. Chapter 6 reports on a field experiment in which green frogs from two clutches were exposed from egg to 107 days of age to water and sediments in enclosures along a PCB and metal contamination gradient in the Fox River and wetlands near Green Bay, Wisconsin. Green frogs showed lower hatching success and survival at sites with higher contaminant levels compared to cleaner wetland sites along Green Bay. Hatching success in the green frog was most significantly negatively correlated with sediment PCB levels. It can be concluded that environmental pollution and toxicants in aquatic environments can cause problems for amphibian early development. The role of clouds and oceans in global greenhouse warming. Final report

This research focuses on assessing connections between anthropogenic greenhouse gas emissions and global climatic change. it has been supported since the early 1990s in part by the DOE ``Quantitative Links`` Program (QLP). A three-year effort was originally proposed to the QLP to investigate effects f global cloudiness on global climate and its implications for cloud feedback; and to continue the development and application of climate/ocean models, with emphasis on coupled effects of greenhouse warming and feedbacks by clouds and oceans. It is well-known that cloud and ocean processes are major sources of uncertainty in the ability to predict climatic change from humankind`s greenhouse gas and aerosol emissions. And it has always been the objective to develop timely and useful analytical tools for addressing real world policy issues stemming from anthropogenic climate change.

United States Historical Climatology Network (US HCN) monthly temperature and precipitation data

This document describes a database containing monthly temperature and precipitation data for 1221 stations in the contiguous United States. This network of stations, known as the United States Historical Climatology Network (US HCN), and the resulting database were compiled by the National Climatic Data Center, Asheville, North Carolina. These data represent the best available data from the United States for analyzing long-term climate trends on a regional scale. The data for most stations extend through December 31, 1994, and a majority of the station records are serially complete for at least 80 years. Unlike many data sets that have been used in past climate studies, these data have been adjusted to remove biases introduced by station moves, instrument changes, time-of-observation differences, and urbanization effects. These monthly data are available free of charge as a numeric data package (NDP) from the Carbon Dioxide Information Analysis Center. The NDP includes this document and 27 machine-readable data files consisting of supporting data files, a descriptive file, and computer access codes. The proposed action for this EA for Sandia National Laboratories/New Mexico Technical Area IV, includes continuing existing operations, modification of an existing accelerator (Particle Beam Fusion Accelerator II) to support defnese-related Z-pinch experiments, and construction of two transformer oil storage tanks to support the expansion of the Advanced Pulsed Power Research Module, a single pulse accelerator. Based on the analyses in the EA, DOE believes that the proposed action is not a major federal action significantly affecting the quality of the human environment within the meaning of NEPA and CEQ NEPA implementing regulations in 40 CFR 1508.18 and 1508.27. Therefore, an environmental impact statement is not required, and a Finding of No Significant Impact is issued.

Decontamination & decommissioning focus area

In January 1994, the US Department of Energy Office of Environmental Management (DOE EM) formally introduced its new approach to managing DOE`s environmental research and technology development activities. The goal of the new approach is to conduct research and development in critical areas of interest to DOE, utilizing the best talent in the Department and in the national science community. To facilitate this solutions-oriented approach, the Office of Science and Technology (EM-50, formerly the Office of Technology Development) formed five Focus AReas to stimulate the required basic research, development, and demonstration efforts to seek new, innovative cleanup methods. In February 1995, EM-50 selected the DOE Morgantown Energy Technology Center (METC) to lead implementation of one of these Focus Areas: the Decontamination and Decommissioning (D & D) Focus Area.

Subsurface contaminants focus area

The US Department of Enregy (DOE) Subsurface Contaminants Focus Area is developing technologies to address environmental problems associated with hazardous and radioactive contaminants in soil and groundwater that exist throughout the DOE complex, including radionuclides, heavy metals; and dense non-aqueous phase liquids (DNAPLs). More than 5,700 known DOE groundwater plumes have contaminated over 600 billion gallons of water and 200 million cubic meters of soil. Migration of these plumes threatens local and regional water sources, and in some cases has already adversely impacted off-site rsources. In addition, the Subsurface Contaminants Focus Area is responsible for supplying technologies for the remediation of numerous landfills at DOE facilities. These landfills are estimated to contain over 3 million cubic meters of radioactive and hazardous buried Technology developed within this specialty area will provide efective methods to contain contaminant plumes and new or alternative technologies for development of in situ technologies to minimize waste disposal costs and potential worker exposure by treating plumes in place. While addressing contaminant plumes emanating from DOE landfills, the Subsurface Contaminants Focus Area is also working to develop new or alternative technologies for the in situ stabilization, and nonintrusive characterization of these disposal sites.
