This report provides information that can help align agricultural legislation with emerging needs and trends. Current policies do not ameliorate conflicts between agricultural production and environmental quality, between trade and the environment, and between agriculture and competitive trade.

Weyerhaeuser, together with Amoco and Carolina Power & Light, performed a detailed evaluation of biomass gasification and enzymatic processing of biomass to ethanol. This evaluation assesses the potential of these technologies for commercial application to determine which technology offers the best opportunity at this time to increase economic productivity of forest resources in an environmentally sustainable manner. The work performed included preparation of site-specific plant designs that integrate with the Weyerhaeuser New Bern, North Carolina pulp mill to meet overall plant energy requirements, cost estimates, resource and product market assessments, and technology evaluations. The Weyerhaeuser team was assisted by Stone & Webster Engineering Corporation and technology vendors in developing the necessary data, designs, and cost information used in this comparative study. Based on the information developed in this study and parallel evaluations performed by Weyerhaeuser and others, biomass gasification for use in power production appears to be technically and economically viable. Options exist at the New Bern mill which would allow commercial scale demonstration of the technology in a manner that would serve the practical energy requirements of the mill. Interview with George McColm, a Navy veteran and an agricultural expert, concerning his experiences in the Pacific Theater during World War II. McColm discusses his education at Kansas State College, his experiences in agricultural marketing research, his employment with the Production Marketing Administration of the Agricultural Adjustment Administration, his employment at Topaz Relocation Center for Japanese Americans (1942-1944), his induction into the U.S. Navy (1944), his role in planning for the invasion of the Japanese home islands (1945), and his role in writing Japanese land reform laws during postwar American occupation. Appendix includes photocopies of various biographical documents concerning George McComb and his career in the U.S. Navy and in agriculture.

A weekly publication, the Texas Register serves as the journal of state agency rulemaking for Texas. Information published in the Texas Register includes proposed, adopted, withdrawn and emergency rule actions, notices of state agency review of agency rules, governor's appointments, attorney general opinions, and miscellaneous documents such as requests for proposals. After adoption, these rulemaking actions are codified into the Texas Administrative Code.

The Geological Characterization Report (GCR) for the WIPP site presents, in one document, a compilation of geologic information available to August, 1978, which is judged to be relevant to studies for the WIPP. The Geological Characterization Report for the WIPP site is neither a preliminary safety analysis report nor an environmental impact statement; these documents, when prepared, should be consulted for appropriate discussion of safety analysis and environmental impact. The Geological Characterization Report of the WIPP site is a unique document and at this time is not required by regulatory process. An overview is presented of the purpose of the WIPP, the purpose of the Geological Characterization Report, the site selection criteria, the events leading to studies in New Mexico, status of studies, and the techniques employed during geological characterization.

The Congress was held October 6-11, 1991 in Tucson with approximately 3000 scientists attending and over 300 oral presentations and 1800 posters. Plant molecular biology is one of the most rapidly developing areas of the biological sciences. Recent advances in the ability to isolate genes, to study their expression, and to create transgenic plants have had a major impact on our understanding of the many fundamental plant processes. In addition, new approaches have been created to improve plants for agricultural purposes. This is a book of presentation and posters from the conference.

This study was prepared for the State Department of Business, Economic Development and Tourism (DBEDT) as part of the Hawaii Energy Strategy program. Authority and responsibility for energy planning activities, such as the Hawaii Energy Strategy, rests with the State Energy Resources Coordinator, who is the Director of DBEDT. Hawaii Energy Strategy Study No. 5, Transportation Energy Strategy Development, was prepared to: collect and synthesize information on the present and future use of energy in Hawaii`s transportation sector, examine the potential of energy conservation to affect future energy demand; analyze the possibility of satisfying a portion of the state`s future transportation energy demand through alternative fuels; and recommend a program targeting energy use in the state`s transportation sector to help achieve state goals. The analyses and conclusions of this report should be assessed in relation to the other Hawaii Energy Strategy Studies in developing a comprehensive state energy program. 56 figs., 87 tabs.

The US Department of Energy`s (DOE) changing mission, coupled with the need to apply appropriate cleanup standards for current and future environmental restoration, prompted the need for a process to determine preferred Future Land Uses for DOE-owned sites. DOE began the ``Future Land Use`` initiative in 1994 to ensure that its cleanup efforts reflect the surrounding communities` interests in future land use. This plan presents the results of a study of stakeholder-preferred future land uses for the Brookhaven National Laboratory (BNL), located in central Long Island, New York. The plan gives the Laboratory`s view of its future development over the next 20 years, as well as land uses preferred by the community were BNL ever to cease operations as a national laboratory (the post-BNL scenario). The plan provides an overview of the physical features of the site including its history, topography, geology/hydrogeology, biological inventory, floodplains, wetlands, climate, and atmosphere. Utility systems and current environmental operations are described including waste management, waste water treatment, hazardous waste management, refuse disposal and ground water management. To complement the physical descriptions of the site, demographics are discussed, including overviews of the surrounding areas, laboratory population, and economic and non-economic impacts.

The Nation's economic prosperity and military security depend heavily on development and commercialization of advanced materials. Materials are a key facet of many technologies, providing the key ingredient for entire industries and tens of millions of jobs. With foreign competition in many areas of technology growing, improvements in materials and associated processes are needed now more than ever, both to create the new products and jobs of the future and to ensure that U.S. industry and military forces can compete and win in the international arena. The Federal Government has invested in materials research and development (R&D) for nearly a century, helping to lay the foundation for many of the best commercial products and military components used today. But while the United States has led the world in the science and development of advanced materials, it often has lagged in commercializing them. This long-standing hurdle must be overcome now if the nation is to maintain its leadership in materials R&D and the many technologies that depend on it. This report discusses what is known about the emergence and spread of antibiotic-resistant bacteria and describes research and development aimed at controlling those organisms. It concludes that efforts are necessary both to preserve the effectiveness of currently available antibiotics and to develop new antibiotics. It discusses issues that arise in these activities, and it presents options for taking action.

EM has established a new approach to managing environmental technology research and development in critical areas of interest to DOE. The Contaminant Plumes Containment and Remediation (Plumes) Focus Area is one of five areas targeted to implement the new approach, actively involving representatives from basic research, technology implementation, and regulatory communities in setting objectives and evaluating results. This document presents an overview of current EM activities within the Plumes Focus Area to describe to the appropriate organizations the current thrust of the program and developing input for its future direction. The Plumes Focus Area is developing remediation technologies that address environmental problems associated with certain priority contaminants found at DOE sites, including radionuclides, heavy metals, and dense non-aqueous phase liquids (DNAPLs). Technologies for cleaning up contaminants of concern to both DOE and other federal agencies, such as volatile organic compounds (VOCs), polychlorinated biphenyls (PCBs), and other organics and inorganic compounds, will be developed by leveraging resources in cooperation with industry and interagency programs.

This report summarizes the activities of the Environmental Measurements Laboratory (EML) for the calendar year 1994 and it serves as an annual report to the Director of the Office of Energy Research (ER), the Associate Director and staff of the Office of Health and Environmental Research (OHER), the manager and staff of the Chicago Field Office, and the authors colleagues. Emphasized are the progress and accomplishments of the year, rather than future plans or expectations. The technical summaries are grouped according to the following seven general program areas: environmental radiation and radioactivity; radiation transport and dosimetry; environmental radon, thoron, and related aerosols; atmospheric and surface pollutant studies related to global climate change; atmospheric chemistry; metrology, consultation, and emergency response; environmental management. EML`s mission is to address important scientific questions concerning human health and environmental impacts. Through its multidisciplinary staff, EML conducts experimental and theoretical research on radioactive and other energy-related pollutants, and provides DOE and other federal agencies with the in-house capability to respond effectively and efficiently with regard to quality assurance activities, environmental issues and related national security issues.

In late 1994, Sandia National Laboratories in Albuquerque, New Mexico, (SNL/NM), was instructed by the Department of Energy (DOE) Isotope Production and Distribution Program (IPDP) to examine the feasibility of producing medically useful radioisotopes using the Annular Core Research Reactor (ACRR) and the Hot Cell Facility (HCF). Los Alamos National Laboratory (LANL) would be expected to supply the targets to be irradiated in the ACRR. The intent of DOE would be to provide a capability to satisfy the North American health care system demand for {sup 99}Mo, the parent of {sup 99m}Tc, in the event of an interruption in the current Canadian supply. {sup 99m}Tc is used in 70 to 80% of all nuclear medicine procedures in the US. The goal of the SNL/NM study effort is to determine the physical plant capability, infrastructure, and staffing necessary to meet the North American need for {sup 99}Mo and to identify and examine all issues with potential for environmental impact.

This is the tenth Annual Site Environmental Report (ASER), documenting the progress of environmental programs at the U.S. Department of Energy (DOE) Waste Isolation Pilot Plant (WIPP). The most significant change affecting the WIPP facility in 1993 was the cancellation of the Test Phase. All activities pertaining to the Test Phase will now be conducted at the Idaho National Engineering laboratory. Even though the cancellation of the Test Phase was a significant change in work scope for the WIPP, there are still numerous environmental monitoring and reporting activities that must be performed as a routine part of daily operations. These activities, and the WIPP's ability to demonstrate compliance with both state and federal environmental compliance requirements, are documented in this report. This report is a compilation and summarization of environmental data collected at the WIPP site.

This report is a summary of activities carried out at the National Synchrotron Light Source during 1994. It consists of sections which summarize the work carried out in differing scientific disciplines, meetings and workshops, operations experience of the facility, projects undertaken for upgrades, administrative reports, and collections of abstracts and publications generated from work done at the facility.

This summary book is published annually to provide information on research supported by the Department of Energy`s Division of Chemical Sciences, which is one of four Divisions of the Office of Basic Energy Sciences in the Office of Energy Research. These summaries provide the scientific and technical public, as well as the legislative and executive branches of the Government, information, either generally or in some depth, about the Chemical Sciences program. Scientists interested in proposing research for support will find the publication useful for gauging the scope of the present basic research program and it`s relationship to their interests. Proposals that expand this scope may also be considered or directed to more appropriate offices. The primary goal of the research summarized here is to add significantly to the knowledge base in which existing and future efficient and safe energy technologies can evolve. As a result, scientific excellence is a major criterion applied in the selection of research supported by the Division of Chemical Sciences, but another important consideration is emphasis on science that is advancing in ways that will produce new information related to energy.

In this report, concepts on how validation fits into the scheme of developing confidence in performance assessments are introduced. A general framework for validation and confidence building in regulatory decision making is provided. It is found that traditional validation studies have a very limited role in developing site-specific confidence in performance assessments. Indeed, validation studies are shown to have a role only in the context that their results can narrow the scope of initial investigations that should be considered in a performance assessment. In addition, validation needs for performance assessment of low-level waste disposal facilities are discussed, and potential approaches to address those needs are suggested. These areas of topical research are ranked in order of importance based on relevance to a performance assessment and likelihood of success.

Natural disasters cause billions of dollars of damage and thousands Of deaths globally each year. While the magnitude is clear, the exact costs (in damage and fatalities) are difficult to clearly identify. This document reports on the results of a survey of data on the costs associated with significant natural disasters. There is an impressive amount of work and effort going into natural disaster research, mitigation, and relief. However, despite this effort, there are surprisingly few consistent and reliable data available regarding the effects of natural disasters. Even lacking consistent and complete data, it is clear that the damage and fatalities from natural disasters are increasing, both in the United States, and globally. Projections using the available data suggest that, in the United States alone, the costs of natural disasters between 1995 and 2010 will be in the range of $90 billion (94$) and 5000 lives.
