North Carolina State Briefing Book for low-level radioactive waste management

The North Carolina State Briefing Book is one of a series of state briefing books on low-level radioactive waste management practices. It has been prepared to assist state and federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in North Carolina. The profile is the result of a survey of NRC licensees in North Carolina. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in North Carolina.

Economic feasibility analysis of water-harvesting techniques for mined-land reclamation

A water harvesting, agricultural production system, field tested as a means of reclaiming strip-mined land is described. Though the technical feasibility of the system is becoming increasingly apparent, economic feasibility and legal issues may determine its potential application. The purpose of this study is to explore the economic feasibility of the system and to provide information for use in assessing whether further investigation of water harvesting reclamation techniques is warranted. The economic feasibility of the PNL reclamation system hinges on whether its net benefits exceed those of conventional reclamation. This preliminary feasibility study assesses the net private benefits of each system using data for the Peabody Coal Company's Kayenta mine on the Black Mesa in Arizona. To compare the alternative reclamation systems, the present value of direct net benefits (income minus production and reclamation costs) is calculated for grazing (conventional reclamation) or for cropping (PNL reclamation). Three of the PNL system slope treatments have lower estimated total costs than conventional reclamation. The difference is $3895/acre for compacted slope, $3025/acre for salt-compacted slope and $2310/acre for crop-on-slope. These differences constitute a substantial cost advantage for the system on the basis of the present value of land reclamation and maintenance costs. The …

Interagency Geothermal Coordinating Council fifth annual report. Final draft

Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost …

MAP3S/RAINE biennial progress report for the period FY 1980-FY 1981

Research accomplished under the MAP3S/RAINE program during the two-year period ending on October 1, 1981 is reported. Load shifting to meet unanticipated demands occurred frequently throughout this two-year period, with the result that new activities were introduced to the program and some scheduled activities deferred or deleted. Therefore the report is organized in a format to present both the scheduled and unscheduled activities. The first section provides a broad overview of the total program from a management perspective, indicating major decision points, accomplishments, and the rationale for the decision-paths chosen. The next section is a summary of unscheduled activities in MAP3S/RAINE that pertain to the first two categories noted above. The next section describes the major element of the third class of deviation, namely the OSCAR experiment. The following section presents the activity summaries, which constitute a major portion of the report. As noted above, these pertain to originally scheduled research components, and thus are a direct measure of scientific productivity. The next and final section provides an indexed listing of MAP3S/RAINE publications, and describes the future MAP3S/RAINE-dedicated issue of Atmospheric Environment, which is a major final product of the 1980-81 MAP3S/RAINE phase.

Attitudes and Actions of the First Six Presidents of the United States Concerning Higher Education

Higher education has always occupied an important place in this nation's concerns. This study was undertaken in an attempt to determine how the Founding Fathers, especially the nation's first six presidents, regarded the subject of higher education. The study was limited to these six men because they were charged with inaugurating the new government and because these six men were all participants in the drafting and ratifying of the Constitution. Findings for this study came from the personal and private papers of the first six presidents, government documents, and the press. A comparison of the findings indicates that these men shared many beliefs while disagreeing on some aspects of higher education.

The present status of passive solar technology is summarized, including passive solar heating, cooling and daylighting. The key roles of the passive solar system designer and of innovation in the building industry are described. After definitions of passive design and a summary of passive design principles are given, performance and costs of passive solar technology are discussed. Passive energy design concepts or methods are then considered in the context of the overall process by which building decisions are made to achieve the integration of new techniques into conventional design. The Third Annual Participants Information Meeting of the Low-Level Waste Management Program was held in New Orleans, Louisiana, November 4-6, 1981 The specific purpose was to bring together appropriate representatives of industry, USNRC, program management, participating field offices, and contractors to: (1) exchange information and analyze program needs, and (2) involve participants in planning, developing and implementing technology for low-level waste management. One hundred seven registrants participated in the meeting. Presentation and workshop findings are included in these proceedings under the following headings: low-level waste activities; waste treatment; shallow land burial; remedial action; greater confinement; ORNL reports; panel workshops; and summary. Forty-six papers have been abstracted and indexed for the data base.
