Final Environmental assessment for the Uranium Lease Management Program

The US Department of Energy (DOE) has prepared a programmatic environmental assessment (EA) of the proposed action to continue leasing withdrawn lands and DOE-owned patented claims for the exploration and production of uranium and vanadium ores. The Domestic Uranium Program regulation, codified at Title 10, Part 760.1, of the US Code of Federal Regulations (CFR), gives DOE the flexibility to continue leasing these lands under the Uranium Lease Management Program (ULMP) if the agency determines that it is in its best interest to do so. A key element in determining what is in DOE`s ``best interest`` is the assessment of the environmental impacts that may be attributable to lease tract operations and associated activities. On the basis of the information and analyses presented in the EA for the ULMP, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment, as defined in the National Environmental Policy Act (NEPA) of 1969 (42 United States Code 4321 et seq.), as amended.Therefore, preparation of an environmental impact statement is not required for the ULMP,and DOE is issuing this Finding, of No Significant Impact (FONSI).

Investigation and Evaluation of Geopressured-Geothermal Wells; Detailed Reentry Prognosis for Geopressure-Geothermal Testing of State Lease 4183 No. 1 Well

This Gruy Federal Type III-A geopressured-geothermal (Geo) prospect was drilled as the Pan American Petroleum Corporation (now Amoco) No. 1 State Lease No. 4183, serial No. 1702399670. The well was abandoned in February 1970. it is located 1,200 feet north and 2,300 feet east from the southwest corner of Section 27, Township 15S, Range 4W. The location is shown on the USGS topographic sheet ''Hog Bayou'', a portion of which is included as figure I. The well is accessible by lease roads off State Highway No. 82. A location plat is included as figure II. This Geo prospect is located on State land within the Rockefeller Wildlife Refuge and Game Preserve. The oil and gas leasehold rights are held by production from another well owned and operated by Amoco Production Company and other joint partners.

The combination of an interfacial tension agent and a mobility control agent has the potential to produce additional oil beyond a waterflood. The West Kiehl alkaline-surfactant-polymer project is the most advanced application of this chemical enhanced oil recovery technique. The West Kiehl alkaline-surfactant-polymer flood was initiated in September 1987 as a secondary application after primary recovery. A preliminary analysis of the West Kiehl alkaline-surfactant-polymer flood indicates that incremental oil of 20% of the original stock tank oil in place will be produced above waterflooding. The cost of the incremental oil will be less than $2.50 per incremental barrel. A statistical analysis of approximately 120 Minnelusa oil fields in the Powder River Basin indicates that the original stock tank oil in place exceeds one billion barrels. If the enhanced oil recovery technology implemented at West Kiehl field could be successfully applied to these fields, the potential incremental oil recovery would approach 200 million barrels. This project (1) evaluates the geological deposition environment of West Kiehl and adjacent Minneluse sand reservoirs; (2) compares the production performance results of the best geologic and reservoir performance analogs and select two fields for future study; (3) compares the two best field analogs to the west …

Identifying Oil Exploration Leads using Intergrated Remote Sensing and Seismic Data Analysis, Lake Sakakawea, Fort Berthold Indian Reservation, Willistion Basin

The Fort Berthold Indian Reservation, inhabited by the Arikara, Mandan and Hidatsa Tribes (now united to form the Three Affiliated Tribes) covers a total area of 1530 mi{sup 2} (980,000 acres). The Reservation is located approximately 15 miles east of the depocenter of the Williston basin, and to the southeast of a major structural feature and petroleum producing province, the Nesson anticline. Several published studies document the widespread existence of mature source rocks, favorable reservoir/caprock combinations, and production throughout the Reservation and surrounding areas indicating high potential for undiscovered oil and gas resources. This technical assessment was performed to better define the oil exploration opportunity, and stimulate exploration and development activities for the benefit of the Tribes. The need for this assessment is underscored by the fact that, despite its considerable potential, there is currently no meaningful production on the Reservation, and only 2% of it is currently leased. Of particular interest (and the focus of this study) is the area under the Lake Sakakawea (formed as result of the Garrison Dam). This 'reservoir taking' area, which has never been drilled, encompasses an area of 150,000 acres, and represents the largest contiguous acreage block under control of the Tribes. Furthermore, …

The objective of this report is to (1) quantify the incremental oil produced from the West Kiehl alkaline-surfactant-polymer project by classical engineering and numerical simulation techniques,(2) to quantify the effect of chemical slug volume injection on incremental oil in the two swept areas of the field, (3) to determine the economic ramifications of the application of the alkaline-surfactant-polymer technology, (4) to forecast the results of injecting an alkaline-surfactant-polymer solution to mature waterfloods and polymer floods, and (5) to provide the basis for independent operators to book additional oil, reserves by using the alkaline-surfactant-polymer technology. This report document the initial geological and reservoir engineering data gathering. In addition, some of the initial laboratory results are discussed. Some evaluation of the West Kiehl has been published.

The International Petroleum Statistics Report presents data on international oil production, demand, imports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1990, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for the world. This balance is presented in quarterly intervals for the most recent two years and annually for the three years prior to that. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries. Slant hole completion test (1991) sidetrack as built'' report

During the summer of 1990, a slant hole test well, funded by the US Department of Energy, was drilled to 9,466 ft to evaluate the effectiveness of directional drilling in the tight, naturally fractured gas sands and coals of the Mesaverde Group. The surface location of the SHCT No. 1 is 700 ft south of the DOE Multiwell Experiment (MWX) site in Section 34, T6S, R94W, Garfield County, Colorado, approximately 7.5 miles west of Rifle. Mechanical problems following cementing of a production liner resulted in loss of the completion interval, and operations were suspended. In early 1991, DOE decided to sidetrack the hole to permit production testing of the lost interval. The sidetrack was designed to parallel the original wellbore, but to be drilled 1,000 ft to the east to minimize the chances of encountering formation damage from the original hole. The sidetrack, like the original hole, was to intersect the paludal lenticular sands and coals at 60{degrees} and to penetrate the underlying Cozzette sand horizonally. The sidetrack was spudded May 12, 1991. After re-entering the well in late 1991, early production testing of the Cozzette showed that the 300 ft of in-pay horizontal hole can produce at rate 5 …

Catalytic gasification studies in a pressurized fluid-bed unit

The purpose of the project is to evaluate the technical and economic feasibility of producing specific gas products via the catalytic gasification of biomass. This report presents the results of research conducted from October 1980 to November 1982. In the laboratory scale studis, active catalysts were developed for generation of synthesis gases from wood by steam gasification. A trimetallic catalyst, Ni-Co-Mo on silica-alumina doped with 2 wt % Na, was found to retain activity indefinitely for generation of a methanol synthesis gas from wood at 1380/sup 0/F (750/sup 0/C) and 1 atm (100 kPa) absolute pressure. Catalysts for generation of a methane-rich gas were deactivated rapidly and could not be regenerated as required for economic application. Sodium carbonate and potassium carbonate were effective as catalysts for conversion of wood to synthesis gases and methane-rich gas and should be economically viable. Catalytic gasification conditions were found to be suitable for processing of alternative feedstocks: bagasse, alfalfa, rice hulls, and almond hulls. The PDU was operated successfully at absolute pressures of up to 10 atm (1000 kPa) and temperatures of up to 1380/sup 0/F (750/sup 0/C). Yields of synthesis gases at elevated pressure were greater than those used for previous economic evaluations. …

The Dow/D.O.E. L. R. Sweezy No. 1 geopressured geothermal production well was completed in August of 1981. The well was perforated and gravel packed in approximately 50 feet of sand from 13,344 feet to 13,395 feet. Permeabilities of 6 to 914 millidarcies were measured with porosity of 25 to 36%. Static surface pressure after well clean-up was 5000 psi. At 1000 B/D flow rate the drawdown was 50 psi. The water produced in clean-up contained 100,000 ppm TDS. This report details the plan for testing this well with the goal of obtaining sufficient data to define the total production curve of the small, 939 acre, reservoir. A production time of six to nine months is anticipated. The salt water disposal well is expected to be completed and surface equipment installed such that production testing will begin by April 1, 1982. The program should be finished and reports written by February 28, 1983. The brine will be produced from the No.1 well, passed through a separator where the gas is removed, then reinjected into the No.2 (SWD) well under separator pressure. Compilation and Presentation of Existing Data on Oil and Gas Leasing Development in a Manner Useful to the NEPA Process

In recognition of our nation's increasing energy needs, the George W. Bush Administration's National Energy Policy Development Group report (May 2001) suggested that one way to increase domestic on-shore production of oil and gas is to increase access to undiscovered resources on federal lands. Also recognized is the need to protect and conserve natural resources, which often are located on and around federal lands. The National Environmental Policy Act (NEPA) was designed to create and maintain conditions under which man and nature can exist in productive harmony. NEPA requires that federal agencies prepare an environmental impact statement (EIS) prior to the approval of any development activities. The NEPA scope is broad, with the process applicable to many situations from the building of highways, barge facilities and water outtake facilities, bridges, and watersheds to other less significant projects. The process often involves cooperation among multiple federal agencies, industry, scientists and consultants, and the surrounding community.
