METHANE HYDRATE PRODUCTION FROM ALASKAN PERMAFROST

Natural-gas hydrates have been encountered beneath the permafrost and considered a nuisance by the oil and gas industry for years. Engineers working in Russia, Canada and the USA have documented numerous drilling problems, including kicks and uncontrolled gas releases, in arctic regions. Information has been generated in laboratory studies pertaining to the extent, volume, chemistry and phase behavior of gas hydrates. Scientists studying hydrate potential agree that the potential is great--on the North Slope of Alaska alone, it has been estimated at 590 TCF. However, little information has been obtained on physical samples taken from actual rock containing hydrates. This gas-hydrate project was a cost-shared partnership between Maurer Technology, Noble Corporation, Anadarko Petroleum, and the U.S. Department of Energy's Methane Hydrate R&D program. The purpose of the project is to build on previous and ongoing R&D in the area of onshore hydrate deposition to identify, quantify and predict production potential for hydrates located on the North Slope of Alaska. The work scope included drilling and coring a well (Hot Ice No. 1) on Anadarko leases beginning in FY 2003 and completed in 2004. Onboard Plasmatron Hydrogen Production for Improved Vehicles

A plasmatron fuel reformer has been developed for onboard hydrogen generation for vehicular applications. These applications include hydrogen addition to spark-ignition internal combustion engines, NOx trap and diesel particulate filter (DPF) regeneration, and emissions reduction from spark ignition internal combustion engines First, a thermal plasmatron fuel reformer was developed. This plasmatron used an electric arc with relatively high power to reform fuels such as gasoline, diesel and biofuels at an oxygen to carbon ratio close to 1. The draw back of this device was that it has a high electric consumption and limited electrode lifetime due to the high temperature electric arc. A second generation plasmatron fuel reformer was developed. It used a low-current high-voltage electric discharge with a completely new electrode continuation. This design uses two cylindrical electrodes with a rotating discharge that produced low temperature volumetric cold plasma., The lifetime of the electrodes was no longer an issue and the device was tested on several fuels such as gasoline, diesel, and biofuels at different flow rates and different oxygen to carbon ratios. WIPP 2004 Site Environmental Report

The mission of Waste Isolation Pilot Plant (WIPP) is to safely and permanently dispose of transuranic (TRU) radioactive waste generated by the production of nuclear weapons and other activities related to the national defense of the United States (U.S.). In 2004, 8,839 cubic meters (m3) of TRU waste were emplaced at WIPP. From the first receipt of waste in March 1999 through the end of 2004, 25,809 m3 of TRU waste had been emplaced at WIPP. The U.S. Department of Energy (DOE) Carlsbad Field Office (CBFO) and Washington TRU Solutions LLC (WTS) are dedicated to maintaining high quality management of WIPP environmental resources. DOE Order 450.1, Environmental Protection Program; DOE Order 231.1A, Environment, Safety, and Health Reporting; and DOE Order 5400.5, Radiation Protection of the Public and Environment, require that the environment at and near DOE facilities be monitored to ensure the safety and health of the public and the environment. This Waste Isolation Pilot Plant 2004 Site Environmental Report (SER) summarizes environmental data from 2004 that characterize environmental management performance and demonstrate compliance with applicable federal and state regulations. Low Emissions Aftertreatment and Diesel Emissions Reduction

Detroit Diesel Corporation (DDC) has successfully completed a five-year Low Emissions Aftertreatment and Diesel Emissions Reduction (LEADER) program under a DOE project entitled: ''Research and Development for Compression-Ignition Direct-Injection Engines (CIDI) and Aftertreatment Sub-Systems''. The objectives of the LEADER Program were to: Demonstrate technologies that will achieve future federal Tier 2 emissions targets; and Demonstrate production-viable technical targets for engine out emissions, efficiency, power density, noise, durability, production cost, aftertreatment volume and weight. These objectives were successfully met during the course of the LEADER program The most noteworthy achievements in this program are listed below: (1) Demonstrated Tier 2 Bin 3 emissions target over the FTP75 cycle on a PNGV-mule Neon passenger car, utilizing a CSF + SCR system These aggressive emissions were obtained with no ammonia (NH{sub 3}) slip and a combined fuel economy of 63 miles per gallon, integrating FTP75 and highway fuel economy transient cycle test results. Demonstrated feasibility to achieve Tier 2 Bin 8 emissions levels without active NOx aftertreatment. (2) Demonstrated Tier 2 Bin 3 emissions target over the FTP75 cycle on a light-duty truck utilizing a CSF + SCR system, synergizing efforts with the DOE-DDC DELTA program. GAO determined (1) the extent to which the level of oil and gas development on public lands managed by the Bureau of Land Management (BLM) has changed in recent years, and how the change has affected BLM's ability to mitigate impacts; (2) what policy changes related to oil and gas development BLM recently made and how these policies affected BLM's environmental mitigation activities; and (3) what challenges BLM faces in managing its oil and gas program."

Waste Isolation Pilot Plant 2003 Site Environmental Report

The purpose of this report is to provide information needed by the DOE to assess WIPP's environmental performance and to convey that performance to stakeholders and members of the public. This report has been prepared in accordance with DOE Order 231.1A and DOE guidance. This report documents WIPP's environmental monitoring programs and their results for 2003. The WIPP Project is authorized by the DOE National Security and Military Applications of Nuclear Energy Authorization Act of 1980 (Pub. L. 96-164). After more than 20 years of scientific study and public input, WIPP received its first shipment of waste on March 26, 1999. Located in southeastern New Mexico, WIPP is the nation's first underground repository permitted to safely and permanently dispose of TRU radioactive and mixed waste (as defined in the WIPP LWA) generated through the research and production of nuclear weapons and other activities related to the national defense of the United States. TRU waste is defined in the WIPP LWA as radioactive waste containing more than 100 nanocuries (3,700 becquerels [Bq]) of alpha-emitting transuranic isotopes per gram of waste, with half-lives greater than 20 years. Ecological Impacts of the Cerro Grande Fire: Predicting Elk Movement and Distribution Patterns in Response to Vegetative Recovery through Simulation Modeling October 2005

In May 2000, the Cerro Grande Fire burned approximately 17,200 ha in north-central New Mexico as the result of an escaped prescribed burn initiated by Bandelier National Monument. The interaction of large-scale fires, vegetation, and elk is an important management issue, but few studies have addressed the ecological implications of vegetative succession and landscape heterogeneity on ungulate populations following large-scale disturbance events. Primary objectives of this research were to identify elk movement pathways on local and landscape scales, to determine environmental factors that influence elk movement, and to evaluate movement and distribution patterns in relation to spatial and temporal aspects of the Cerro Grande Fire. Data collection and assimilation reflect the collaborative efforts of National Park Service, U.S. Forest Service, and Department of Energy (Los Alamos National Laboratory) personnel. Geographic positioning system (GPS) collars were used to track 54 elk over a period of 3+ years and locational data were incorporated into a multi-layered geographic information system (GIS) for analysis. Preliminary tests of GPS collar accuracy indicated a strong effect of 2D fixes on position acquisition rates (PARs) depending on time of day and season of year. The primary objective of this program was to develop generic aftertreatment technologies applicable for LDV and LDT engines ranging from 55 kW to 200kW, to develop an optimized and integrated aftertreatment system for a LDT (Light Duty Truck) type vehicle, and to demonstrate the technology which will enable light duty diesel engines to meet Federal Tier II regulation with minimum impact on fuel economy. Specifically, the development targets for emissions reduction and fuel injection penalty are given below: (1) NOx conversion efficiency > 90% (hot), > 84% (combined); (2) PM conversion efficiency > 90% (hot), > 84% (combined); (3) Fuel penalty over FTP-75 Less than 5%; and (4) Fuel penalty at Cruise condition Less than 3%. Development of cost-effective, highly efficient diesel exhaust aftertreatment systems in combination with very low engine out emission combustion development are essential elements for realization of Federal Tier II emission standards for Light Duty Trucks and Vehicles. Evaluation of several aftertreatment technologies was completed as part of this program. A combination of Diesel Oxidation Catalyst, NOx Adsorbing Catalyst and Catalyzed Soot Filter was found to provide the levels of conversion efficiency required to achieve the emission targets. This work began in April 1997, and started with very aggressive goals for vehicles in the 5751 to 8500 pound GCW weight class. The primary program goals were as follows: (1) EMISSIONS--NO{sub x} = 0.50 g/mi; PM = 0.05 g/mi; CO = 2.8 g/mi; and NMHC = 0.07 g/mi. California decided to issue new and even tougher LEV II light truck regulations late in 1999. EPA also issued its lower Tier 2 regulations late in 2000. The net result was that the targets for this diesel engine project were lowered, and these goals were eventually modified by the publication of Federal Tier 2 emission standards early in 2000 to the following: NO{sub x} = 0.07 g/mi; and PM = 0.01 g/mi.
