Screening Study for Waste Biomass to Ethanol Production Facility Using the Amoco Process in New York State. Appendices to the Final Report

The final report evaluates the economic feasibility of locating biomass-to-ethanol waste conversion facilities in New York State. Part 1 of the study evaluates 74 potential sites in New York City and identifies two preferred sites on Staten Island, the Proctor and Gamble and the Arthur Kill sites for further consideration. Part 2 evaluates upstate New York and determines that four regions surrounding the urban centers of Albany, Buffalo, Rochester, and Syracuse provide suitable areas from which to select specific sites for further consideration. A conceptual design and economic viability evaluation were developed for a minimum-size facility capable of processing 500 tons per day (tpd) of biomass consisting of wood or paper, or a combination of the two for upstate regions. The facility would use Amoco`s biomass conversion technology and produce 49,000 gallons per day of ethanol and approximately 300 tpd of lignin solid by-product. For New York City, a 1,000-tpd processing facility was also evaluated to examine effects of economies of scale. Increased oil production and reserves utilizing secondary/tertiary recovery techniques on small reservoirs in the Paradox basin, Utah. Technical progress report, July 1--September 30, 1995

The primary objective of this project is to enhance domestic petroleum production by demonstration and technology transfer of an advanced oil recovery technology in the Paradox basin, southeastern Utah. If this project can demonstrate technical and economic feasibility, the technique can be applied to approximately 100 additional small fields in the Paradox basin alone, and result in increased recovery of 150 to 200 million barrels of oil. This project is designed to characterize five shallow-shelf carbonate reservoirs in the Pennsylvanian (Desmoinesian) Paradox Formation and choose the best candidate for a pilot demonstration project for either a waterflood or carbon dioxide-(CO{sub 2}-) flood project. The field demonstration, monitoring of field performance, and associated validation activities will take place in the Paradox basin within the Navajo Nation. The results of this project will be transferred to industry and other researchers through a petroleum extension service, creation of digital databases for distribution, technical workshops and seminars, field trips, technical presentations at national and regional professional meetings, and publication in newsletters and various technical or trade journals. Final Environmental assessment for the Uranium Lease Management Program

The US Department of Energy (DOE) has prepared a programmatic environmental assessment (EA) of the proposed action to continue leasing withdrawn lands and DOE-owned patented claims for the exploration and production of uranium and vanadium ores. The Domestic Uranium Program regulation, codified at Title 10, Part 760.1, of the US Code of Federal Regulations (CFR), gives DOE the flexibility to continue leasing these lands under the Uranium Lease Management Program (ULMP) if the agency determines that it is in its best interest to do so. A key element in determining what is in DOE`s ``best interest`` is the assessment of the environmental impacts that may be attributable to lease tract operations and associated activities. On the basis of the information and analyses presented in the EA for the ULMP, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment, as defined in the National Environmental Policy Act (NEPA) of 1969 (42 United States Code 4321 et seq.), as amended.Therefore, preparation of an environmental impact statement is not required for the ULMP,and DOE is issuing this Finding, of No Significant Impact (FONSI).

Detailed evaluation of the West Kiehl alkaline-surfactant-polymer field project and it`s application to mature Minnelusa waterfloods. Annual technical report, January 1993--December 1993

The combination of an interfacial tension agent and a mobility control agent has the potential to produce additional oil beyond a waterflood. The West Kiehl alkaline-surfactant-polymer project is the most advanced application of this chemical enhanced oil recovery technique. The West Kiehl alkaline-surfactant-polymer flood was initiated in September 1987 as a secondary application after primary recovery. A preliminary analysis of the West Kiehl alkaline-surfactant-polymer flood indicates that incremental oil of 20% of the original stock tank oil in place will be produced above waterflooding. The cost of the incremental oil will be less than $2.50 per incremental barrel. A statistical analysis of approximately 120 Minnelusa oil fields in the Powder River Basin indicates that the original stock tank oil in place exceeds one billion barrels. If the enhanced oil recovery technology implemented at West Kiehl field could be successfully applied to these fields, the potential incremental oil recovery would approach 200 million barrels. This project (1) evaluates the geological deposition environment of West Kiehl and adjacent Minneluse sand reservoirs; (2) compares the production performance results of the best geologic and reservoir performance analogs and select two fields for future study; (3) compares the two best field analogs to the west …

Location analysis and strontium-90 concentrations in deer antlers on the Hanford Site

The primary objective of this study was to examine the levels of strontium-90 ({sup 90}Sr) in deer antlers collected from near previously active reactor sites and distant from the reactor sites along that portion of the Columbia River which borders the Hanford Site. A second objective was to analyze the movements and home-ranges of mule deer residing within these areas and determine to what extent this information contributes to the observed {sup 90}Sr concentrations. {sup 90}Sr is a long-lived radionuclide (29.1 year half life) produced by fission in irradiated fuel in plutonium production reactors on the Hanford Site. It is also a major component of atmospheric fallout from weapons testing. Concentrations of radionuclides found in the developed environment onsite do not pose a health concern to humans or various wildlife routinely monitored. However, elevated levels of radionuclides in found biota may indicate routes of exposure requiring attention.

Final sitewide environmental assessment for continued development of Naval Petroleum Reserve No. 3 (NPR-3), Natrona County, Wyoming

The Secretary of Energy is required by law to explore, prospect, conserve, develop, use, and operate the Naval Petroleum and Oil Shale Reserves. The Naval Petroleum Reserves Production Act of 1976 (Public Law 94-258), requires that the Naval Petroleum Reserves be produced at their maximum efficient rate (MER), consistent with sound engineering practices, for a period of six years. To fulfill this mission, DOE is proposing continued development activities which would include the drilling of approximately 250 oil production and injection (gas, water, and steam) wells, the construction of between 25 and 30 miles of associated gas, water, and steam pipelines, the installation of several production and support facilities, and the construction of between 15 and 20 miles of access roads. These drilling and construction estimates include any necessary activities related to the operation of the Rocky Mountain Oilfield Testing Center (RMOTC). The purpose of RMOTC will be to provide facilities and necessary support to government and private industry for testing and evaluating new oilfield and environmental technologies, and to transfer these results to the petroleum industry through seminars and publications. Asotin Creek Model Watershed Plan: Asotin County, Washington, 1995.

The Northwest Power Planning Council completed its ``Strategy for Salmon'' in 1992. This is a plan, composed of four specific elements,designed to double the present production of 2.5 million salmon in the Columbia River watershed. These elements have been called the ``four H's'': (1) improve harvest management; (2) improve hatcheries and their production practices; (3) improve survival at hydroelectric dams; and (4) improve and protect fish habitat. The Asotin Creek Model Watershed Plan is the first to be developed in Washington State which is specifically concerned with habitat protection and restoration for salmon and trout. The plan is consistent with the habitat element of the ``Strategy for Salmon''. Asotin Creek is similar in many ways to other salmon-bearing streams in the Snake River system. Its watershed has been significantly impacted by human activities and catastrophic natural events, such as floods and droughts. It supports only remnant salmon and trout populations compared to earlier years. It will require protection and restoration of its fish habitat and riparian corridor in order to increase its salmonid productivity.

Extensive research has been conducted nationwide since the early 1970`s to increase our domestic oil production via Enhanced oil Recovery (EOR) technology. Less effort has been made to assure that state-of-the-art EOR technology reaches all producers, especially independents, so they can understand and use it to their benefit. Further, very little effort has been made to make EOR research results useful to the broadest possible base of producers. Columbia River System Operation Review : Final Environmental Impact Statement, Appendix N: Wildlife.

The Columbia River System is a vast and complex combination of Federal and non-Federal facilities used for many purposes including power production, irrigation, navigation, flood control, recreation, fish and wildlife habitat and municipal and industrial water supply. Each river use competes for the limited water resources in the Columbia River Basin. This technical appendix addresses only the effects of alternative system operating strategies for managing the Columbia River system. The environmental impact statement (EIS) itself and some of the other appendices present analyses of the alternative approaches to the other three decisions considered as part of the SOR. This document is the product of the Wildlife Work Group, focusing on wildlife impacts but not including fishes. Topics covered include the following: scope and process; existing and affected environment, including specific discussion of 18 projects in the Columbia river basin. Analysis, evaluation, and alternatives are presented for all projects. System wide impacts to wildlife are also included.

The Department of Energy (DOE) has identified a need to improve the management of wastewater resulting from high explosives (HE) research and development work at Los Alamos National Laboratory (LANL). LANL`s current methods off managing HE-contaminated wastewater cannot ensure that discharged HE wastewater would consistently meet the Environmental Protection Agency`s (EPA`s) standards for wastewater discharge. The DOE needs to enhance He wastewater management to e able to meet both present and future regulatory standards for wastewater discharge. The DOE also proposes to incorporate major pollution prevention and waste reduction features into LANL`s existing HE production facilities. Currently, wastewater from HE processing buildings at four Technical Areas (TAs) accumulates in sumps where particulate HE settles out and barium is precipitated. Wastewater is then released from the sumps to the environment at 15 permitted outfalls without treatment. The released water may contain suspended and dissolved contaminants, such as HE and solvents. This Environmental Assessment (EA) analyzes two alternatives, the Proposed Action and the Alternative Action, that would meet the purpose and need for agency action. Both alternatives would treat all HE process wastewater using sand filters to remove HE particulates and activated carbon to adsorb organic solvents and dissolved HE. Under either …

The Nuclear Materials Storage Facility (NMSF) at the Los Alamos National Laboratory (LANL) was a Fiscal Year (FY) 1984 line-item project completed in 1987 that has never been operated because of major design and construction deficiencies. This renovation project, which will correct those deficiencies and allow operation of the facility, is proposed as an FY 97 line item. The mission of the project is to provide centralized intermediate and long-term storage of special nuclear materials (SNM) associated with defined LANL programmatic missions and to establish a centralized SNM shipping and receiving location for Technical Area (TA)-55 at LANL. Based on current projections, existing storage space for SNM at other locations at LANL will be loaded to capacity by approximately 2002. This will adversely affect LANUs ability to meet its mission requirements in the future. The affected missions include LANL`s weapons research, development, and testing (WRD&T) program; special materials recovery; stockpile survelliance/evaluation; advanced fuels and heat sources development and production; and safe, secure storage of existing nuclear materials inventories. The problem is further exacerbated by LANL`s inability to ship any materials offsite because of the lack of receiver sites for mate rial and regulatory issues. South Fork Snake River/Palisades Wildlife Mitigation Project: Environmental assessment

BPA proposes to fund the implementation of the South Fork Snake River Programmatic Management Plan to compensate for losses of wildlife and wildlife habitat due to hydroelectric development at Palisades Dam. The Idaho Department of Fish and Game drafted the plan, which was completed in May 1993. This plan recommends land and conservation easement acquisition and wildlife habitat enhancement measures. These measures would be implemented on selected lands along the South Fork of the Snake River between Palisades Dam and the confluence with the Henry`s Fork, and on portions of the Henry`s Fork located in Bonneville, Madison, and Jefferson Counties, Idaho. BPA has prepared an Environmental Assessment evaluating the proposed project. The EA also incorporates by reference the analyses in the South Fork Snake River Activity/Operations Plan and EA prepared jointly in 1991 by the Bureau of Land Management and the Forest Service. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required and BPA is issuing this …
