Kootenai River Wildlife Habitat Enhancement Project : Long-term Bighorn Sheep/Mule Deer Winter and Spring Habitat Improvement Project : Wildlife Mitigation Project, Libby Dam, Montana : Management Plan.
The Libby hydroelectric project, located on the Kootenai River in northwestern Montana, resulted in several impacts to the wildlife communities which occupied the habitats inundated by Lake Koocanusa. Montana Department of Fish, Wildlife and Parks, in cooperation with the other management agencies, developed an impact assessment and a wildlife and wildlife habitat mitigation plan for the Libby hydroelectric facility. In response to the mitigation plan, Bonneville Power Administration funded a cooperative project between the Kootenai National Forest and Montana Department of Fish, Wildlife and Parks to develop a long-term habitat enhancement plan for the bighorn sheep and mule deer winter and spring ranges adjacent to Lake Koocanusa. The project goal is to rehabilitate 3372 acres of bighorn sheep and 16,321 acres of mule deer winter and spring ranges on Kootenai National Forest lands adjacent to Lake Koocanusa and to monitor and evaluate the effects of implementing this habitat enhancement work. 2 refs.

Yakima/Klickitat Production Preliminary Design Report, Appendix B: Water Supply Analysis.
From May 1988 to January 1990 the Bureau of Reclamation, under an interagency agreement with the Bonneville Power Administration, conducted the water supply analysis required by Task II of the Northwest Power Planning Council's (Council) approval of predesign work on the Yakima/Klickitat Production Project. The purposes of the analysis were to (1) document the adequacy of water supplies (quantity and quality) for the proposed artificial production facilities, and for anadromous fish spawning, incubation, rearing, and migration in the Yakima and Klickitat Rivers and their tributaries; (2) determine the availability and quality of existing anadromous fish habitat in both basins; (3) document existing constraints to achieving anadromous fish production potentials in both basins; and (4) develop a listing of streams in both basins where existing water supplies, access, and habitat are adequate for anadromous fish production; where water supplies, access, and habitat would be adequate if improvements were made and agreements reached with existing water users; and where existing water supplies, access, and habitat are inadequate or unattainable in the near term (<lo years). Northwest Montana Wildlife Habitat Enhancement: Hungry Horse Elk Mitigation Project: Monitoring and Evaluation Plan.
Portions of two important elk (Cervus elaphus) winter ranges totalling 8749 acres were lost due to the construction of the Hungry Horse Dam hydroelectric facility. This habitat loss decreased the carrying capacity of the both the elk and the mule deer (Odocoileus hemionus). In 1985, using funds from the Bonneville Power Administration (BPA) as authorized by the Northwest Power Act, the Montana Department of Fish, Wildlife and Parks (FWP) completed a wildlife mitigation plan for Hungry Horse Reservoir. This plan identified habitat enhancement of currently-occupied winter range as the most cost-efficient, easily implemented mitigation alternative available to address these large-scale losses of winter range. The Columbia Basin Fish and Wildlife Program, as amended in 1987, authorized BPA to fund winter range enhancement to meet an adjusted goal of 133 additional elk. A 28-month advance design phase of the BPA-funded project was initiated in September 1987. Primary goals of this phase of the project included detailed literature review, identification of enhancement areas, baseline (elk population and habitat) data collection, and preparation of 3-year and 10-year implementation plans. This document will serve as a site-specific habitat and population monitoring plan which outlines our recommendations for evaluating the results of enhancement efforts against …

Energy aspects of solid waste management: Proceedings
The Eighteenth Annual Illinois Energy Conference entitled ``Energy Aspects of Solid Waste Management`` was held in Chicago, Illinois on October 29--30, 1990. The conference program was developed by a planning committee that drew upon Illinois energy and environmental specialists from the major sectors including energy industries, environmental organizations, research universities, utility companies, federal, state and local government agencies, and public interest groups. Within this framework, the committee identified a number of key topic areas surrounding solid waste management in Illinois which were the focus of the conference. These issues included: review of the main components of the solid waste cycle in the Midwest and what the relative impact of waste reduction, recycling, incineration and land disposal might be on Illinois` and the Midwest`s solid waste management program. Investigation of special programs in the Midwest dealing with sewage sludge, combustion residuals and medical/infectious wastes. Review of the status of existing landfills in Illinois and the Midwest and an examination of the current plans for siting of new land disposal systems. Review of the status of incinerators and waste-to-energy systems in Illinois and the Midwest, as well as an update on activities to maximize methane production from landfills in the Midwest.

Proof-of-Concept Oil Shale Facility Environmental Analysis Program
The objectives of the Project are to demonstrate: (1) the Modified In- Situ (MIS) shale oil extraction process and (2) the application of CFBC technology using oil shale, coal and waste gas streams as fuels. The project will focus on evaluating and improving the efficiency and environmental performance of these technologies. The project will be modest by commercial standards. A 17-retort MIS system is planned in which two retorts will be processed simultaneously. Production of 1206-barrels per calendar day of raw shale oil and 46-megawatts of electricity is anticipated. West Virginia University coordinated an Environmental Analysis Program for the Project. Experts from around the country were retained by WVU to prepare individual sections of the report. These experts were exposed to all of OOSI`s archives and toured Tract C-b and Logan Wash. Their findings were incorporated into this report. In summary, no environmental obstacles were revealed that would preclude proceeding with the Project. One of the most important objectives of the Project was to verify the environmental acceptability of the technologies being employed. Consequently, special attention will be given to monitoring environmental factors and providing state of the art mitigation measures. Review of BPA Funded Sturgeon, Resident Fish and Wildlife Projects for 1990/1991.
The Bonneville Power Administration (BPA) held a public meeting on November 19--21, 1991, for the purpose of review, coordination, and consultation of the BPA-funded projects for sturgeon, resident fish, and wildlife in the Columbia River Basin (Basin). The comments received after the meeting were favorable and the participants agreed that the meeting was stimulating and productive. The information exchanged should lead to better coordination with other projects throughout the Basin. This document list the projects by title, the project leaders and BPA's project officers, and an abstract of each leader's presentation.

Seminoe-Kortes transmission line/substation consolidation project, Carbon County, Wyoming
The existing switchyards at Western Area Power Administration's (WESTERN) Seminoe and Kortes facilities, located approximately 40 miles northeast of Rawlines, Carbon County, Wyoming, were constructed in 1939 and 1951, respectively. The circuit breakers at these facilities are beyond or approaching their service life and need to be replaced. In addition, the switchyards have poor access for maintenance and replacement of equipment, and their locations create potential for oil spills into the North Platte River. WESTERN is proposing to consolidate the switchyard facilities into one new substation to provide easier access, restore proper levels of system reliability, and decrease the potential for oil contamination of the river. This environmental assessment (EA) was prepared to evaluate the impacts of the proposed Seminoe-Kortes Consolidation Project. 57 refs., 12 figs., 8 tabs.
