Lessons learned from the first US/Russian Federation joint tabletop exercise to prepare for conducting on-site inspections under the Comprehensive Nuclear Test Ban Treaty

A U.S./Russian Federation Joint Tabletop Exercise took place in Snezhinsk, Russia, from 19 to 24 October 1998 whose objectives were to examine the functioning of an Inspection Team (IT) in a given scenario, to evaluate the strategies and techniques employed by the IT, to identify ambiguous interpretations of treaty provisions that needed clarification, and to confirm the overall utility of tabletop exercises to assist in developing an effective Comprehensive Test Ban Treaty (CTBT) verification regime. To achieve these objectives, the United States and Russian Federation (RF) agreed that two exercises would be conducted. The first would be developed by the RF, who would act as controller and as the inspected State Party (ISP), while the United States would play the role of the IT. The roles would be reversed in the second exercise; the United States would develop the scenario and play the ISP, while the RF would play the IT. A joint control team, comprised of members of both the U.S. and RF control teams, agreed on a number of ground rules for the two exercises and established a joint Evaluation Team to evaluate both of the exercises against the stated objectives. A U.S./Russian Federation Joint Tabletop Exercise took place in Snezhinsk, Russia, from 19 to 24 October 1998, whose objectives were the following: (1) To simulate the actions of the Inspection Team (IT), including interactions with the inspected State Party (ISP), in order to examine different ways the United States and Russian Federation (RF) approach inspections and develop appropriate recommendations for the international community. (2) To identify ambiguities and contradictions in the interpretation of Treaty and Protocol provisions that might become apparent in the course of an inspection and that need clarification in connection with the development of Operational Manuals and on-site inspection (OSI) infrastructure. (3) To confirm the efficacy of using bilateral tabletop exercises to assist in developing an effective Comprehensive Test Ban Treaty (CTBT) verification regime. (4) To identify strong and weak points in the preparation and implementation methods of such exercises for the purpose of further improving possible future exercises.

Tinstar and Redcoat: A Comparative Study of History, Literature and Motion Pictures Through the Dramatization of Violence in the Settlement of the Western Frontier Regions of the United States and Canada

The Western settlement era is only one part of United States national history, but for many Americans it remains the most significant cultural influence. Conversely, the settlement of Canada's western territory is generally treated as a significant phase of national development, but not the defining phase. Because both nations view the frontier experience differently, they also have distinct perceptions of the role violence played in the settlement process, distinctions reflected in the historical record, literature, and films of each country. This study will look at the historical evidence and works of the imagination for both the American and Canadian frontier experience, focusing on the years between 1870 and 1930, and will examine the part that violence played in the development of each national character. The discussion will also illustrate the difference between the historical reality and the mythic version portrayed in popular literature and films by demonstrating the effects of the depiction of violence on the perception of American and Canadian history.

Twinning in Incommensurate and Commensurate Structures of ReSi{sub 2-x} Alloys

ReSi{sub 2-x} is usually referred to as rhenium disilicide but it actually has a stoichiometry of ReSi{sub 1.75}. Also it is usually described as having the tetragonal MoSi{sub 2}C11{sub b} structure but in fact it exhibits a number of incommensurate and commensurate structures which are based on the C11{sub b} structure. Structure A has an incommensurate periodicity of 4.14a along the a axis. It has a small orthorhombic distortion (b/a {approximately}1.005) accompanied by twinning on the (110) plane and a small monoclinic distortion (b {approximately}90.2 {degree}) accompanied by twinning on the (001) plane. Structure B is also incommensurate but has a larger monoclinic angle of 107 {degree}; B appears to result from a shear transformation of A, giving rise to (001) twins. Prolonged annealing at high temperatures results in structure C which is commensurate and has planes parallel to, and exactly 4 times the spacing of, the (101) planes of the underlying C11{sub b} structure. Structure C is also twinned. The various structures are apparently caused by attempts to accommodate the Si structural vacancies. The relationship between these structures and the Nowotny chimney-ladder structures that have the general formula T{sub n}Si{sub 2n-m} and are based on the TiSi{sub 2} structure …

Physics History Books in the Fermilab Library

Fermilab is a basic research high-energy physics laboratory operated by Universities Research Association, Inc. under contract to the U.S. Department of Energy. Fermilab researchers utilize the Tevatron particle accelerator (currently the worlds most powerful accelerator) to better understand subatomic particles as they exist now and as they existed near the birth of the universe. A collection review of the Fermilab Library monographs was conducted during the summers of 1998 and 1999. While some items were identified for deselection, the review proved most fruitful in highlighting some of the strengths of the Fermilab monograph collection. One of these strengths is history of physics, including biographies and astrophysics. A bibliography of the physics history books in the collection as of Summer, 1999 follows, arranged by author. Note that the call numbers are Library of Congress classification.
