The International Newcomer Academy: A Case Study

This initial investigation into the special program for English as a Second Language (ESL) students, the International Newcomer Academy (INA), examines and describes the nature of this new school in comparison with the nature of the Language Centers functioning in host schools as schools within schools. This study was prompted by the need to document perceptions, behaviors, and practices of all principal players, which might result in program improvement to benefit students. The primary goal for establishing this new school was to focus primarily on beginner limited English proficient (LEP) students so that the language centers would be relieved, and so do a better job of teaching intermediate and advanced LEP students.

Critical Factors in Successful Texas Middle Schools 1993-1995

An examination of the characteristics of Texas middle schools has been conducted with the objective of developing a planning tool for middle staffs. This success is measured by the Academic Excellence Indicator System (AEIS), whose rating scale has three components: campus scores on the Texas Assessment of Basic Skills (TAAS), campus attendance percentages, and campus dropout rates. TAAS scores and attendance rates have been the focus of this study. Two years of data were examined separately for research question. Principal component analysis reduced the number of indicators in both years' data to 20 factors/ Each of these factors received a designated based on the characteristics that the component indicators had in common. A multiple regression analysis was performed on these factors to determine the influence each had on the campus TAAS scores and attendance. The unpredictability of human subjects requires an additional step in this study to achieve valid conclusions. A comparison of the two years' results is made to discover attendance, gifted and talented programs, and teacher gender were the strongest overall positive influences on student achievement. Campus demographics, retention, and ESL/bilingual programs have the strongest association with low student achievement.

Analysis of alternatives for immobilized low activity waste disposal

This report presents a study of alternative disposal system architectures and implementation strategies to provide onsite near-surface disposal capacity to receive the immobilized low-activity waste produced by the private vendors. The analysis shows that a flexible unit strategy that provides a suite of design solutions tailored to the characteristics of the immobilized low-activity waste will provide a disposal system that best meets the program goals of reducing the environmental, health, and safety impacts; meeting the schedule milestones; and minimizing the life-cycle cost of the program.

Feasibility study for early removal of HEU from CPP-651-Phase II

A two-phase feasibility study was initiated in late 1996 to identify a way to expedite the removal of SNM from the CPP-651 vault. The first phase of this study provided preliminary information that appeared promising, but needed additional detailed planning and evaluate to validate the concepts and conclusions. The focus of Phase 2 was to provide the validation via resource-loaded schedules and more detailed cost estimates. Section 1 describes the purpose and objectives of the Phase 2 tasks and the programmatic drivers that influence related CPP-651 high-enriched uranium (HEU) management issues. Section 2 identifies the evaluation criteria and methodology and the transfer issues and barriers preventing shipment. Section 3 provides site-specific background information for the CPP-651 facility and the Idaho National Engineering and Environmental Laboratory (INEEL) and describes the development of the basic material removal schedule, the proposed base case plan for removal of SNM, and the proposed HEU material management/shipping issues and strategies. Section 4 identifies the proposed options for accelerated removal of SNM and how they were evaluated via detailed scheduling, resource histograms, and cost analysis. How financial transmission rights curb market power

This paper demonstrates that financial transmission rights allow their owners to capture at least a portion, and sometimes all, of the congestion rents. This extends work in this area by Shmuel Oren which was limited to the case in which generators could not purchase financial transmission rights. One form of financial rights, Transmission Congestion Contracts (TCCs), is shown to be so effective in reducing market power that as few as two generators facing a demand curve with zero elasticity may be forced to sell at marginal cost. The extent to which market power is limited depends on the extent to which total generation capacity exceeds export capacity and on the size of individual generators. A relationship is derived that determines when TCCs will eliminate market power. In the case of a three line network, it is shown that the reduction in market power that can be accomplished with {open_quotes}active transmission rights{close_quotes} can also be accomplished with simple contracts for differences.

Gated frequency-resolved optical imaging with an optical parametric amplifier for medical applications

Implementation of optical imagery in a diffuse inhomogeneous medium such as biological tissue requires an understanding of photon migration and multiple scattering processes which act to randomize pathlength and degrade image quality. The nature of transmitted light from soft tissue ranges from the quasi-coherent properties of the minimally scattered component to the random incoherent light of the diffuse component. Recent experimental approaches have emphasized dynamic path-sensitive imaging measurements with either ultrashort laser pulses (ballistic photons) or amplitude modulated laser light launched into tissue (photon density waves) to increase image resolution and transmissive penetration depth. Ballistic imaging seeks to compensate for these {open_quotes}fog-like{close_quotes} effects by temporally isolating the weak early-arriving image-bearing component from the diffusely scattered background using a subpicosecond optical gate superimposed on the transmitted photon time-of-flight distribution. The authors have developed a broadly wavelength tunable (470 nm -2.4 {mu}m), ultrashort amplifying optical gate for transillumination spectral imaging based on optical parametric amplification in a nonlinear crystal. The time-gated image amplification process exhibits low noise and high sensitivity, with gains greater than 104 achievable for low light levels.
