The Verification of the Test of Affixes in Syntactic Structures: A Study of Derivational Morphology as a Language Correlate for College-Level Reading Proficiency

A lack of research in adult literacy for both native speakers and speakers of English as a second language led to the development of the Test of Affixes in Syntactic Structures (TASS) for use in a pilot study (Dogger, January 1978) in which knowledge of derivational morphology was tested to determine its possible relationship with reading for English as a second language students. Test construction was followed by a thorough verification procedure which is the purpose of this study. In September 1978 the following measures of test strength were established: construct validity, content validity, item difficulty, item discrimination, internal consistency, rational equivalence, and concurrent validity. The degree of relationship between reading proficiency, as demonstrated by subject performance on the Iowa Silent Reading Test, Level III (ISRT,III), and knowledge of derivational affixes, as demonstrated by subject performance on TASS, was also established. Results show that successful performance on the ISRT, III includes reading strategies beyond those required for successful performance on TASS. In other words, mastery of language structures as represented by English orthography is necessary but not sufficient for college-level reading proficiency.

Strategy of exploration for high temperature hydrothermal systems in the basin and range province

A fifteen phase strategy of exploration for high temperature convective hydrothermal resources in the basin and range province, recommended herein, features a balanced mix of geological, geochemical, geophysical, hydrological, and drilling activities. The strategy is based on a study of data submitted under the Department of Energy's Industry Coupled Case Study Program. Justification for inclusion in or exclusion from the strategy of all pertinent geoscientific methods is given. With continuing research on methods of exploration for and modeling of convective hydrothermal systems, this strategy is expected to change and become more cost-effective with time. Variations on the basic strategy are to be expected where the geology or hydrology requires it. Personal preferences, budgetary constraints, time and land position constraints, and varied experience may cause industrial geothermal exploration managers to differ with our strategy. For those just entering geothermal exploration, the strategy is expected to be particularly useful.

In 1978, The Division of Geothermal Energy of the Department of Energy established the Geothermal Exploration and Assessment Technology Program. The purpose of this program is to ''provide assistance to the Nation's industrial community by helping to remove technical and associated economic barriers which presently inhibit efforts to bring geothermal electric power production and direct heat application on line''. In the near term this involves the adaptation of exploration and assessment techniques from the mineral and petroleum industry to geothermal applications. In the near to far term it involves the development of new technology which will improve the cost effectiveness of geothermal exploration.

Survey of solar thermal test facilities

The facilities that are presently available for testing solar thermal energy collection and conversion systems are briefly described. Facilities that are known to meet ASHRAE standard 93-77 for testing flat-plate collectors are listed. The DOE programs and test needs for distributed concentrating collectors are identified. Existing and planned facilities that meet these needs are described and continued support for most of them is recommended. The needs and facilities that are suitable for testing components of central receiver systems, several of which are located overseas, are identified. The central contact point for obtaining additional details and test procedures for these facilities is the Solar Thermal Test Facilities Users' Association in Albuquerque, N.M. The appendices contain data sheets and tables which give additional details on the technical capabilities of each facility. Also included is the 1975 Aerospace Corporation report on test facilities that is frequently referenced in the present work.

Studies in the theory of solids

The surface arrangement of atoms in a solid controls the energetically slowly varying features of a LEED spectrum. Because of inelastic collisions within the solid, the LEED electrons mainly sample a surface sandwich of atoms. Thus, the surface sandwich reflectivity, computed by using a method which considers only single reflections of the electron by sheets of atoms in the solid, can be directly compared with the slowly varying, surface dependent features in the data. The method was used to determine that the surface of TiS/sub 2/ is ideal whereas the surface sandwich of TiSe/sub 2/ expands outward slightly. For the final determinations, the smoothing method was used on both the data and a theory which includes multiple scattering to confine the comparison to just the slowly varying surface dependent features. Energies of deep traps associated with impurities in semiconductors are shown to be controlled by the S and P orbital energies of the impurity atoms. First, the qualitative physics of a deep trap is worked out using a defect molecule model. The quantitative theory is worked out using a tight binding Koster-Slater calculation. Predictions of energies of deep traps caused by impurities are made for fourteen different semiconductors. The theory …

Impact of the antitrust laws on the commercialization of solar heating and cooling

Many energy industry observers and solar equipment producers view the commercialization of solar technologies as an opportunity to undermine the dominance now enjoyed by energy companies and electric utilities. Whether their hopes will be realized depends on Congress' posture towards interenergy diversification (which is currently permissive), DOE's spending practices (which have, in the past, been relatively insensitive to competitive consequences), and ultimately, the Supreme Court's willingness to aggressively enforce the antitrust laws (which is not unlikely, given recent holdings). Notwithstanding the legislative and administrative branches' tacit compliance with entrenched firms' involvement in the various solar energy submarkets, injured business persons and consumers (as well as the Department of Justice and the Federal Trade Commission) have the opportunity to force the controversy onto the judiciary by bringing suit under the antitrust laws against companies allegedly displaying anti-competitive market practices. The interchangeability between end uses of renewable and nonrenewable energy resources creates opportunities and motives for market manipulation. Consequently, the potential of energy firms for facilitating solar technology development (due to technological knowledge, managerial expertise and capital resources) must be weighed against the possibility that their involvement will, in the long run, retard development. 356 references.
